The committees of the Parliament of South Africa are appointed to oversee the work of government and to process legislation in domains relevant to their designated portfolio. They are composed of Members of Parliament from either parliamentary chamber. Portfolio committees and most standing committees are peopled by Members of the National Assembly, while select committees comprise Permanent Delegates to the National Council of Provinces; these shadow the work of a particular government department or group of departments. Parliament may also establish joint committees, with members from both houses, and either chamber, alone or jointly, may establish ad hoc committees that operate for a shorter timeframe under a narrower mandate. Although committees are largely regulated in terms of the Rules of Parliament, the basic framework for their operation derives from Chapter Four of the Constitution of South Africa. The Constitution provides for committees' powers to summon any persons or institutions to provide evidence, for their obligation to provide for public participation in committee activities, and for members' freedom of speech and parliamentary privilege during committee proceedings. [2] In terms of the Constitution, Parliament may not exclude the public or the media from any committee sittings "unless it is reasonable and justifiable to do so in an open and democratic society". [2]

Parliamentary political parties are represented in committees in proportions that are generally representative of their strength in Parliament. [1] Because committee chairpersons are elected by and from among the members of each committee, the majority party in Parliament has the most influence in selecting chairpersons. [3]

National Assembly

Portfolio committees

The portfolio committees of the National Assembly deal with the examining of bills, departmental budget votes, and are responsible for oversight of the work their respective department does. [1] As of 2024, the current portfolio committees and the chairs of each committee are as follows: [4]

National Council of Provinces

Select committees

Select committees are made up of Permanent Delegates to the National Council of Provinces. Since the National Council of Provinces, is much smaller than the National Assembly, select committees oversee the work of more than one department. Tyotyo Hubert James is a South African politician and trade union leader who was the Chairperson of the Portfolio Committee on Public Service and Administration, Performance Monitoring & Evaluation and a Member of the National Assembly for the African National Congress (ANC) from 2018 until 2023. He had previously served as the first deputy president of the Congress of South African Trade Unions (COSATU).

Tshilidzi Bethuel Munyai is a South African politician who was elected as an African National Congress Member of the National Assembly of South Africa in 2019. Mahambehlala was Deputy Minister of Communications between 2017 and 2018. She has been a Member of Parliament since 2014.

Nolitha Ntobongwana is a South African educator and politician. She currently serves as the chairperson of the Portfolio Committee on Public Works and Infrastructure in the National Assembly. A member of the African National Congress, she has been a Member of Parliament since 2019. Ntobongwana had previously served in the Eastern Cape Provincial Legislature.

Sakhumzi Stoffels Somyo is a South African politician. A member of the African National Congress, he was elected to the Eastern Cape Provincial Legislature in 2014. He was then appointed as the Member of the Executive Council (MEC) responsible for the Finance, Economic Development, Environment and Tourism portfolio. In 2018, he was fired as an MEC. Somyo was elected to Parliament in 2019. Soon after, he was elected Chairperson of the Standing Committee on Auditor General.

Madipoane Refiloe Moremadi Mothapo is a South African politician who has served as a Member of the National Assembly of South Africa for the African National Congress since 2021. She had previously served as an African National Congress MP from 2014 to 2019.

Machwene Rosina Semenya is a South African politician who has been the Chairperson of the Portfolio Committee on Human Settlements since 2021. A member of the African National Congress, she had previously served as the Chairperson of the Portfolio Committee on Agriculture, Forestry and Fisheries from 2014 to 2019 and as the Chairperson of the Portfolio Committee on Human Settlements, Water and Sanitation from 2019 to 2021. Semenya has been a Member of Parliament since 2014.

Fikile Devilliers Xasa is a South African politician currently serving as the Chairperson of the Portfolio Committee on Cooperative Governance and Traditional Affairs since 2021. He has been a Member of the National Assembly for the African National Congress since 2019.

Hildegard Sonja Boshoff is a South African politician who has served as a permanent delegate to the National Council of Provinces from Mpumalanga twice, from 2013 to 2014 and again since 2019. She served as a member of the National Assembly from 2014 to 2019. Boshoff is a member of the Democratic Alliance.

Eric Riaan Landsman is a South African politician who has served as a Permanent Delegate to the National Council of Provinces from the North West since May 2019. Landsman is a member of the African National Congress.

Freddie Adams is a South African retired politician. A former member of the New National Party, he joined the National Council of Provinces in 2003. He joined the African National Congress in 2005. After the 2014 election, Adams became a member of the National Assembly. Adams left Parliament at the 2019 election.

Shahidabibi Shaikh is a South African politician who has been the Chairperson of the Select Committee on Security and Justice in the National Council of Provinces since 2019. A member of the African National Congress, she has been a permanent delegate to the NCOP from Limpopo since 2019. Shaikh had previously served in the Limpopo Provincial Legislature from 2014 to 2019.
