This is achieved, in part, by: helping individuals acquire the skills to live responsible, healthy and independent lives; providing a range of accessible, affordable services that assist individuals, families and communities to reach their full health potential; and monitoring both current and emerging disease threats.[ citation needed ]

The Ministry operates from a social model of health, whereby improvements in health and well-being are achieved by directing efforts towards addressing the social and environmental determinants of health, among others. In China, the practice of medicine is a mixture of government, charitable, and private institutions, while many people rely on traditional medicine. Until reforms in the late twentieth and early twenty-first century, physicians were quasi-government employees and with little freedom in the choice of the hospital to work with. In addition, decades of planned economic policy discouraged physicians from opening their own clinics, and the practice of medicine was generally under the control of local units, such as factories, government, offices, or communes. The reforms created a largely private practice, and physicians now are encouraged to open private clinics and for-profit hospitals.

Health standards have greatly improved throughout the Bahamas in recent years. New hospitals and healthcare facilities have opened in Nassau and Grand Bahama. These healthcare facilities have also lowered the price of care for their residents. In comparison to the United States, the cost of a procedure in the Bahamas is about 30-40% less. Still, there are high levels of health and economic inequality and most of the population are unable to obtain private health insurance.
