This is a list of the number of incidents labelled as terrorism and not believed to have been carried out by a government or its forces (see state terrorism and state-sponsored terrorism). The following tables show the number of incidents, deaths, injuries based on data from the Global Terrorism Database (GTD) which was collected and collated by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland. [1] The GTD defines a terrorist attack as "the threatened or actual use of illegal force and violence by a non‐state actor to attain a political, economic, religious, or social goal through fear, coercion, or intimidation." [2]

Terrorism is a major social issue in the Philippines linked to the Moro conflict and the communist rebellion. The country ranks in 18th place on the Global Terrorism Index's 2023 list of countries most affected by terrorism.
Terrorism in the United Kingdom, according to the Home Office, poses a significant threat to the state. There have been various causes of terrorism in the UK. Before the 2000s, most attacks were linked to the Northern Ireland conflict. In the late 20th century there were also attacks by Islamic terrorist groups. Since 1970, there have been at least 3,395 terrorist-related deaths in the UK, the highest in western Europe. The vast majority of the deaths were linked to the Northern Ireland conflict and happened in Northern Ireland. In mainland Great Britain, there were 430 terrorist-related deaths between 1971 and 2001. Of these, 125 deaths were linked to the Northern Ireland conflict, and 305 deaths were linked to other causes, including 270 in the Lockerbie bombing. Since 2001, there have been almost 100 terrorist-related deaths in Great Britain.
Terrorism in Sudan has occurred in Sudan since the recent war. The Sudanese government, however, persists in fighting against terrorism in the country.
Germany has experienced significant terrorism in its history, particularly during the Weimar Republic and during the Cold War, carried out by far-left and far-right German groups as well as by foreign terrorist organisations.
The Global Terrorism Index (GTI) is a report published annually by the Institute for Economics and Peace (IEP), and was developed by IT entrepreneur and IEP's founder Steve Killelea. The index provides a comprehensive summary of the key global trends and patterns in terrorism since 2000. It is an attempt to systematically rank the nations of the world according to terrorist activity. The index combines a number of factors associated with terrorist attacks to build an explicit picture of the impact of terrorism, illustrating trends, and providing a data series for analysis by researchers and policymakers. It produces a composite score in order to provide an ordinal ranking of countries on the impact of terrorism.
Terrorism in Mexico is the phenomenon of organized violence against civilians. It appeared in the 1960s, committed by communist guerrillas.
The Global Terrorism Database (GTD) is a database of terrorist incidents from 1970 onward. As of May 2021, the list extended through 2019 recording over 200,000 incidents, although data from 1993 is excluded. The National Consortium for the Study of Terrorism and Responses to Terrorism (START) is an emeritus Homeland Security Centers of Excellence at the University of Maryland, College Park that researches terrorism in the United States and around the world. It maintains the Global Terrorism Database, which includes over 200,000 terrorist attacks and which it describes as the "most comprehensive unclassified data base on terrorist events in the world."
Terrorism in Argentina has occurred since at least the 1970s, especially during the Argentine Dirty War, where a number of terror acts occurred, with support of both the democratic government of Juan Perón, Isabel Perón and the following de facto government of the National Reorganization Process. In the 1990s, two major terrorist attacks occurred in Buenos Aires, which together caused 115 deaths and left at least 555 injured.
Jonathan Wilkenfeld is an American political scientist and professor emeritus at University of Maryland, specialized in foreign policy, terrorism and simulation methodology in political science. He is the Founding Director of the International Communication and Negotiation Simulations (ICONS) Project.
