"Occasional Discourse on the Negro Question" is an essay by the Scottish essayist Thomas Carlyle. It was first published anonymously in Fraser's Magazine for Town and Country of London in December 1849, [1] and was revised and reprinted in 1853 as a pamphlet entitled "Occasional Discourse on the Nigger Question". [2] The essay was the spark of a debate between Carlyle and John Stuart Mill. [3] It was in this essay that Carlyle first introduced the phrase "the dismal science" to characterize the field of economics. [4]
The article began as a devil's advocate work with the aim of challenging what Carlyle perceived to be a hypocritical movement for the abolition of slavery in Britain. Although the slave trade had been abolished by 1807, and slavery in the British Empire by 1833, nations such as the United States, Cuba and Brazil continued to legally allow slavery. In its original publication, Carlyle presented it as a speech "delivered by we know not whom" written down by an unreliable reporter by the name of "Phelin M'Quirk" (the fictitious "Absconded Reporter"). The manuscript was supposedly sold to the publisher by M'Quirk's landlady in lieu of unpaid rent – she found it lying in his room after he ran off.
In its 1849 publication, a fictitious speaker makes various controversial points ranging from derogatory comments concerning the appearance and intelligence of black people to radical alternative solutions to the issue of slavery. These opinions had probably been gathered from his proslavery friends, including several who had spent time in the West Indies, such as his friend and fellow Scotsman John Sterling, all fused into one. The speaker suggests that the conditions on most slave ships are not nearly as awful as have been widely reported, and that many other countries are still involved in the slave trade, and that trying to stop the trade would be impossible. Additionally, he proposes that rather than simply setting the enslaved free, into a world of which they have little understanding, enslavers should be obliged to look after them like members of their families, by caring for them into old age.
Throughout the delivery of the speech to the public, M'Quirk reports that members of the audience got up and left in disgust, suggesting how Carlyle expected the essay would be received. Just as he had expected, the work met with widespread disapproval, and in the minds of many people,[ like whom? ] Carlyle's reputation was forever tarnished. Carlyle's closest friends criticized him for his stand, but rather than back down he grew contrary and isolated. In later publications, the M'Quirk framework was entirely omitted, and Carlyle expressed the opinions as if they were his own.[ citation needed ]
John Stuart Mill's reply, in the next issue of Fraser's Magazine, under the title, "The Negro question" was also published anonymously. [5] Mill criticised Carlyle's view of human nature, the poor, and the existing power structure's complicity in societal wealthy inequality. He argued that any supposedly self-defeating actions are explained by class oppression. [6]
John Stuart Mill was an English philosopher, political economist, politician and civil servant. One of the most influential thinkers in the history of liberalism, he contributed widely to social theory, political theory, and political economy. Dubbed "the most influential English-speaking philosopher of the nineteenth century" by the Stanford Encyclopedia of Philosophy, he conceived of liberty as justifying the freedom of the individual in opposition to unlimited state and social control. Mill advocated political and social reforms such as proportional representation, emancipation of women, and the development of labor organizations and farm cooperatives. The Columbia Encyclopedia 5th ed. says of him “at times Mill came close to socialism, a theory repugnant to his predecessors.“ Mill was a proponent of utilitarianism, an ethical theory developed by his predecessor Jeremy Bentham. He contributed to the investigation of scientific methodology, though his knowledge of the topic was based on the writings of others, notably William Whewell, John Herschel, and Auguste Comte, and research carried out for Mill by Alexander Bain. He engaged in written debate with Whewell.
Thomas Carlyle was a Scottish essayist, historian, and philosopher from the Scottish Lowlands. A leading writer of the Victorian era, he exerted a profound influence on 19th-century art, literature, and philosophy.
John Mitchel was an Irish nationalist writer and journalist chiefly renowned for his indictment of British policy in Ireland during the years of the Great Famine. Concluding that, in Ireland, legal and constitutional agitation was a "delusion", Mitchel broke first with Daniel O'Connell's Repeal Association and then with his Young Ireland colleagues at the paper The Nation. In 1848, as editor of his own journal, United Irishman, he was convicted of seditious libel and sentenced to 14-years penal transportation for advocating James Fintan Lalor's programme of co-ordinated resistance to landlords and to the continued shipment of harvests to England.
The legal institution of human chattel slavery, comprising the enslavement primarily of Africans and African Americans, was prevalent in the United States of America from its founding in 1776 until 1865, predominantly in the South. Slavery was established throughout European colonization in the Americas. From 1526, during the early colonial period, it was practiced in what became Britain's colonies, including the Thirteen Colonies that formed the United States. Under the law, an enslaved person was treated as property that could be bought, sold, or given away. Slavery, except as a punishment for crime, lasted in about half of U.S. states until abolition in 1865, and issues concerning slavery seeped into every aspect of national politics, economics, and social custom. In the decades after the end of Reconstruction in 1877, many of slavery's economic and social functions were continued through segregation, sharecropping, and convict leasing. Slavery as a punishment for crime is still legal in the United States.
The Fugitive Slave Act or Fugitive Slave Law was a law passed by the 31st United States Congress on September 18, 1850, as part of the Compromise of 1850 between Southern interests in slavery and Northern Free-Soilers.
The dismal science is a derogatory term for the discipline of economics. Thomas Carlyle used the phrase in his 1849 essay "Occasional Discourse on the Negro Question" in contrast with the then-familiar phrase "gay science" used to refer to the art of troubadours.
The Creole mutiny, sometimes called the Creole case, was a slave revolt aboard the American slave ship Creole in November 1841, when the brig was seized by the 128 slaves who were aboard the ship when it reached Nassau in the British colony of the Bahamas where slavery was abolished. The brig was transporting enslaved people as part of the coastwise slave trade in the American South. It has been described as the "most successful slave revolt in US history". Two died in the revolt, an enslaved person and a member of the crew.
George Fitzhugh was an American social theorist who published racial and slavery-based social theories in the antebellum era. He argued that the negro was "but a grown up child" needing the economic and social protections of slavery. Fitzhugh decried capitalism as practiced by the Northern United States and Great Britain as spawning "a war of the rich with the poor, and the poor with one another", rendering free blacks "far outstripped or outwitted in the chase of free competition." Slavery, he contended, ensured that blacks would be economically secure and morally civilized. Some historians consider Fitzhugh's worldview to be proto-fascist in its rejection of liberal values, defense of slavery, and perspectives toward race.
Thomas Cooper was an Anglo-American economist, college president and political philosopher. Cooper was described by Thomas Jefferson as "one of the ablest men in America" and by John Adams as "a learned ingenious scientific and talented madcap." Dumas Malone stated that "modern scientific progress would have been impossible without the freedom of the mind which he championed throughout life." His ideas were taken very seriously in his own time: there were substantial reviews of his writings, and some late eighteenth-century critics of materialism directed their arguments against Cooper, rather than against the better-known Joseph Priestley.
Slavery in the Spanish American viceroyalties included indigenous peoples, enslaved people from Africa, and enslaved people from Asia. The economic and social institution of slavery existed throughout the Spanish Empire including Spain itself. Enslaved Africans were brought over to the continent for their labour, indigenous people were enslaved until the 1543 laws that prohibited it.
The internal slave trade in the United States, also known as the domestic slave trade, the Second Middle Passage and the interregional slave trade, was the mercantile trade of enslaved people within the United States. It was most significant after 1808, when the importation of slaves from Africa was prohibited by federal law. Historians estimate that upwards of one million slaves were forcibly relocated from the Upper South, places like Maryland, Virginia, Kentucky, North Carolina, Tennessee, and Missouri, to the territories and then-new states of the Deep South, especially Georgia, Alabama, Louisiana, Mississippi, and Arkansas.
Thomas Roderick Dew was a professor and public intellectual, then president of The College of William & Mary (1836-1846). Although he first achieved national stature for opposing protective tariffs, today Dew may be best known for his pro-slavery advocacy.
Proslavery is support for slavery. It is sometimes found in the thought of ancient philosophers, religious texts, and in American and British writings especially before the American Civil War but also later through the 20th century. Arguments in favor of slavery include deference to the Bible and thus to God, some people being natural slaves in need of supervision, slaves often being better off than the poorest non-slaves, practical social benefit for the society as a whole, and slavery being a time-proven practice by multiple great civilizations.
Seasoning, or the Seasoning, was the period of adjustment that slave traders and slaveholders subjected African slaves to following their arrival in the Americas. While modern scholarship has occasionally applied this term to the brief period of acclimatization undergone by European immigrants to the Americas, it most frequently and formally referred to the process undergone by enslaved people. Slave traders used the term "seasoning" to refer to the process of adjusting the enslaved Africans to the new climate, diet, geography, and ecology of the Americas. The term applied to both the physical acclimatization of the enslaved person to the environment, as well as that person's adjustment to a new social environment, labor regimen, and language. Slave traders and owners believed that if slaves survived this critical period of environmental seasoning, they were less likely to die and the psychological element would make them more easily controlled. This process took place immediately after the arrival of enslaved people during which their mortality rates were particularly high. These "new" or "saltwater" slaves were described as "outlandish" on arrival. Those who survived this process became "seasoned", and typically commanded a higher price in the market. For example, in eighteenth century Brazil, the price differential between "new" and "seasoned" slaves was about fifteen percent.
Slave breeding was the practice in slave states of the United States of slave owners systematically forcing slaves to have children to increase their wealth. It included coerced sexual relations between enslaved men and women or girls, forced pregnancies of enslaved women and girls due to forced inter inbreeding with fellow slaves in hopes of producing relatively stronger future slaves. The objective was for slave owners to increase the number of people they enslaved without incurring the cost of purchase, and to fill labor shortages caused by the abolition of the Atlantic slave trade.
Slavery in Virginia began with the capture and enslavement of Native Americans during the early days of the English Colony of Virginia and through the late eighteenth century. They primarily worked in tobacco fields. Africans were first brought to colonial Virginia in 1619, when 20 Africans from present-day Angola arrived in Virginia aboard the ship The White Lion.
The treatment of slaves in the United States often included sexual abuse and rape, the denial of education, and punishments like whippings. Families were often split up by the sale of one or more members, usually never to see or hear of each other again.

Critical and Miscellaneous Essays is the title of a collection of reprinted reviews and other magazine pieces by the Scottish essayist, historian and philosopher Thomas Carlyle. Along with Sartor Resartus and The French Revolution it was one of the books that made his name. Its subject matter ranges from literary criticism to biography, history and social commentary. These essays have been described as "Intriguing in their own right as specimens of graphic and original nonfiction prose…indispensable for understanding the development of Carlyle's mind and literary career", and the scholar Angus Ross has noted that the review-form displays in the highest degree Carlyle's "discursiveness, allusiveness, argumentativeness, and his sense of playing the prophet's part."
