Ocean development refers to the establishing of human activities at sea and use of the ocean, as well as its governance. [1] [2]
Ocean development has been a central regulatory issue of the law of the sea. Particularly in regard of marine conservation, [3] ocean development has been critically analyzed as engulfed in colonialist logic, broadening contemporarily regulatory discussion and measures. [4]
The main international bodies of ocean governance are the International Maritime Organization, International Tribunal for the Law of the Sea and International Seabed Authority of the United Nations Convention on the Law of the Sea.
There was a Ministry of Ocean Development in the Government of India, until 2006 when it became part of a larger Ministry of Earth Sciences. [5] [6]
An oil platform, oil rig, offshore platform, or oil and/or gas production platform is a large structure with facilities to extract, and process petroleum and natural gas that lie in rock formations beneath the seabed. Many oil platforms will also contain facilities to accommodate their workforce, although it is also common for there to be a separate accommodation platform bridge linked to the production platform. Most commonly, oil platforms engage in activities on the continental shelf, though they can also be used in lakes, inshore waters, and inland seas. Depending on the circumstances, the platform may be fixed to the ocean floor, consist of an artificial island, or float. In some arrangements the main facility may have storage facilities for the processed oil. Remote subsea wells may also be connected to a platform by flow lines and by umbilical connections. These sub-sea solutions may consist of one or more subsea wells or of one or more manifold centres for multiple wells.
Offshore construction is the installation of structures and facilities in a marine environment, usually for the production and transmission of electricity, oil, gas and other resources. It is also called maritime engineering.
A submersible is a small watercraft designed to operate underwater. The term submersible is often used to differentiate from other underwater vessels known as submarines, in that a submarine is a fully autonomous craft, capable of renewing its own power and breathing air, whereas a submersible is usually supported by a surface vessel, platform, shore team or sometimes a larger submarine. In common usage by the general public, however, the word submarine may be used to describe a craft that is by the technical definition actually a submersible. There are many types of submersibles, including both crewed and uncrewed craft, otherwise known as remotely operated vehicles or ROVs. Submersibles have many uses worldwide, such as oceanography, underwater archaeology, ocean exploration, adventure, equipment maintenance and recovery, and underwater videography.
A semi-submersible platform is a specialised marine vessel used in offshore roles including as offshore drilling rigs, safety vessels, oil production platforms, and heavy lift cranes. They have good ship stability and seakeeping, better than drillships.
A platform supply vessel (PSV) is a ship specially designed to supply offshore oil and gas platforms. These ships range from 50 to 100 metres in length and accomplish a variety of tasks. The primary function for most of these vessels is logistic support and transportation of goods, tools, equipment and personnel to and from offshore oil platforms and other offshore structures. In recent years, a new generation of platform supply vessels entered the market, usually equipped with Class 1 or Class 2 dynamic positioning system.
A diving support vessel is a ship that is used as a floating base for professional diving projects. Basic requirements are the ability to keep station accurately and reliably throughout a diving operation, often in close proximity to drilling or production platforms, for positioning to degrade slowly enough in deteriorating conditions to recover divers without excessive risk, and to carry the necessary support equipment for the mode of diving to be used.
A drillship is a merchant vessel designed for use in exploratory offshore drilling of new oil and gas wells or for scientific drilling purposes. In recent years the vessels have been used in deepwater and ultra-deepwater applications, equipped with the latest and most advanced dynamic positioning systems.
Marine engineering is the engineering of boats, ships, submarines, and any other marine vessel. Here it is also taken to include the engineering of other ocean systems and structures – referred to in certain academic and professional circles as “ocean engineering.”
A ballast tank is a compartment within a boat, ship or other floating structure that holds water, which is used as ballast to provide hydrostatic stability for a vessel, to reduce or control buoyancy, as in a submarine, to correct trim or list, to provide a more even load distribution along the hull to reduce structural hogging or sagging stresses, or to increase draft, as in a semi-submersible vessel or platform, or a SWATH, to improve seakeeping. Using water in a tank provides easier weight adjustment than the stone or iron ballast used in older vessels, and makes it easy for the crew to reduce a vessel's draft when it enters shallower water, by temporarily pumping out ballast. Airships use ballast tanks mainly to control buoyancy and correct trim.
A moon pool is a feature of marine drilling platforms, drillships and diving support vessels, some marine research and underwater exploration or research vessels, and underwater habitats, in which it is also known as a wet porch. It is an opening in the floor or base of the hull, platform, or chamber giving access to the water below, allowing technicians or researchers to lower tools and instruments into the sea. It provides shelter and protection so that even if the ship is in high seas or surrounded by ice, researchers can work in comfort rather than on a deck exposed to the elements. A moon pool also allows divers, diving bells, ROVs, or small submersible craft to enter or leave the water easily and in a more protected environment.
Marine architecture is the design of architectural and engineering structures which support coastal design, near-shore and off-shore or deep-water planning for many projects such as shipyards, ship transport, coastal management or other marine and/or hydroscape activities. These structures include harbors, lighthouses, marinas, oil platforms, offshore drillings, accommodation platforms and offshore wind farms, floating engineering structures and building architectures or civil seascape developments. Floating structures in deep water may use suction caisson for anchoring.

Subsea is fully submerged ocean equipment, operations or applications, especially when some distance offshore, in deep ocean waters, or on the seabed. The term is frequently used in connection with oceanography, marine or ocean engineering, ocean exploration, remotely operated vehicle (ROVs) autonomous underwater vehicles (AUVs), submarine communications or power cables, seafloor mineral mining, oil and gas, and offshore wind power.
"Offshore", when used in relation to hydrocarbons, refers to operations undertaken at, or under the, sea in association with an oil, natural gas or condensate field that is under the seabed, or to activities carried out in relation to such a field. Offshore is part of the upstream sector of the oil and gas industry.
Deepwater drilling, or deep well drilling, is the process of creating holes in the Earth's crust using a drilling rig for oil extraction under the deep sea. There are approximately 3400 deepwater wells in the Gulf of Mexico with depths greater than 150 meters.
Offshore concrete structures have been in use successfully for about 50 years. They serve the same purpose as their steel counterparts in the oil and gas production and storage. The first concrete oil platform has been installed in the North Sea in the Ekofisk field in 1973 by Phillips Petroleum. Since then 47 major concrete offshore structures have been built.
A pipelaying ship is a maritime vessel used in the construction of subsea infrastructure. It serves to connect oil production platforms with refineries on shore. To accomplish this goal a typical pipelaying vessel carries a heavy lift crane, used to install pumps and valves, and equipment to lay pipe between subsea structures.
The Iran Marine Industrial Company, also known as SADRA, was founded in 1968 as a small ship repair yard in Bushehr. Since then, SADRA has established itself as the leading shipbuilding and shiprepairing company in Iran. SADRA is also active in offshore oil & gas development. SADRA specializes in building ships, docks and floating oil rigs. Sadra Group is a sister company of Iran's state-owned Iran Shipbuilding and Offshores Industries Complex Co. (ISOICO). As of April 2009, the IRGC-controlled construction conglomerate, Khatam al-Anbia owns a controlling stake in SADRA.
Offshore geotechnical engineering is a sub-field of geotechnical engineering. It is concerned with foundation design, construction, maintenance and decommissioning for human-made structures in the sea. Oil platforms, artificial islands and submarine pipelines are examples of such structures. The seabed has to be able to withstand the weight of these structures and the applied loads. Geohazards must also be taken into account. The need for offshore developments stems from a gradual depletion of hydrocarbon reserves onshore or near the coastlines, as new fields are being developed at greater distances offshore and in deeper water, with a corresponding adaptation of the offshore site investigations. Today, there are more than 7,000 offshore platforms operating at a water depth up to and exceeding 2000 m. A typical field development extends over tens of square kilometers, and may comprise several fixed structures, infield flowlines with an export pipeline either to the shoreline or connected to a regional trunkline.
A submarine pipeline is a pipeline that is laid on the seabed or below it inside a trench. In some cases, the pipeline is mostly on-land but in places it crosses water expanses, such as small seas, straits and rivers. Submarine pipelines are used primarily to carry oil or gas, but transportation of water is also important. A distinction is sometimes made between a flowline and a pipeline. The former is an intrafield pipeline, in the sense that it is used to connect subsea wellheads, manifolds and the platform within a particular development field. The latter, sometimes referred to as an export pipeline, is used to bring the resource to shore. Sizeable pipeline construction projects need to take into account many factors, such as the offshore ecology, geohazards and environmental loading – they are often undertaken by multidisciplinary, international teams.
