Patrick Stewart Hodge,Lord Hodge,PC (born 19 May 1953) [1] is a British lawyer,currently serving as Deputy President of the Supreme Court of the United Kingdom.
Hodge was educated at Croftinloan School,a private junior boarding school in Perthshire,and Trinity College,Glenalmond,also in Perthshire. He studied at Corpus Christi College,Cambridge (BA),and the University of Edinburgh School of Law (LLB),and worked as a civil servant at the Scottish Office between 1975 and 1978, [2] before being admitted to the Faculty of Advocates in 1983. [3]
Hodge was appointed Standing Junior Counsel to the Department of Energy from 1989 to 1991,and to the Inland Revenue from 1991 to 1996,in which year he became Queen's Counsel. As a QC,his practice was mainly in commercial law,judicial review and property law. [2] He served as a part-time Commissioner on the Scottish Law Commission from 1997–2003,and from 2000 to 2005 was a Judge of the Courts of Appeal of Jersey and Guernsey,and Procurator to the General Assembly of the Church of Scotland.
He was appointed a Senator of the College of Justice in 2005,taking the judicial courtesy title Lord Hodge. [2] [3] Like all Scottish judges on the Supreme Court,he has sat in both the Court of Session and High Court of Justiciary,but had particular responsibility as the Exchequer judge in the Court of Session. [3] On 1 October 2013,Hodge succeeded The Lord Hope of Craighead as a Justice of the Supreme Court of the United Kingdom. [4] On 27 January 2020,Hodge was appointed Deputy President of the Supreme Court,succeeding Lord Reed who became President. [5]
Hodge was nominated to Hong Kong’s Court of Final Appeal on 5 October 2020,where overseas judges are allowed to serve part-time in addition to appointments in their home jurisdictions. [6] He assumed office on 1 January 2021 to fill the vacancy left by Australian judge James Spigelman who had quit because of the concern over the controversial national security law enacted by China. [7] [8] In a joint letter,a group of 32 lawmakers from both houses of the UK parliament raised concerns about Hodge’s appointment. [9]
On 30 March 2022,he tendered his resignation as a Hong Kong judge,citing concerns about the national security law. [10]
The Queen appointed Hodge to represent her as Lord High Commissioner to the Church of Scotland's 2022 General Assembly. [11] King Charles III approved his reappointment in 2023. [12]
Hodge married Penelope Jane Wigin in 1983,with whom he has two sons and a daughter.[ citation needed ] His interests include opera and skiing,and he is a member of Bruntsfield Links Golfing Society.[ citation needed ] He has been a Governor of Merchiston Castle School,Edinburgh,since 1998.[ citation needed ]
A justice of the peace (JP) is a judicial officer of a lower or puisne court,elected or appointed by means of a commission to keep the peace. In past centuries the term commissioner of the peace was often used with the same meaning. Depending on the jurisdiction,such justices dispense summary justice or merely deal with local administrative applications in common law jurisdictions. Justices of the peace are appointed or elected from the citizens of the jurisdiction in which they serve,and are usually not required to have any formal legal education in order to qualify for the office. Some jurisdictions have varying forms of training for JPs.
The Court of Session is the supreme civil court of Scotland and constitutes part of the College of Justice;the supreme criminal court of Scotland is the High Court of Justiciary. The Court of Session sits in Parliament House in Edinburgh and is both a trial court and a court of appeal. The court was established in 1532 by an Act of the Parliament of Scotland,and was initially presided over by the Lord Chancellor of Scotland and had equal numbers of clergy and laity. The judges were all appointed from the King's Council. As of May 2017,the Lord President was Lord Carloway,who was appointed on 19 December 2015,and the Lord Justice Clerk was Lady Dorrian,who was appointed on 13 April 2016.
The High Court of Justiciary is the supreme criminal court in Scotland. The High Court is both a trial court and a court of appeal. As a trial court,the High Court sits on circuit at Parliament House or in the adjacent former Sheriff Court building in the Old Town in Edinburgh,or in dedicated buildings in Glasgow and Aberdeen. The High Court sometimes sits in various smaller towns in Scotland,where it uses the local sheriff court building. As an appeal court,the High Court sits only in Edinburgh. On one occasion the High Court of Justiciary sat outside Scotland,at Zeist in the Netherlands during the Pan Am Flight 103 bombing trial,as the Scottish Court in the Netherlands. At Zeist the High Court sat both as a trial court,and an appeal court for the initial appeal by Abdelbaset al-Megrahi.

The Hong Kong Court of Final Appeal is the final appellate court of Hong Kong. It was established on 1 July 1997,upon the establishment of the Hong Kong Special Administrative Region,replacing the Judicial Committee of the Privy Council as the highest judicial institution under Hong Kong law. The High Court of the Hong Kong Special Administrative Region is a part of the legal system of Hong Kong. It consists of the Court of Appeal and the Court of First Instance;it deals with criminal and civil cases which have risen beyond the lower courts. It is a superior court of record of unlimited civil and criminal jurisdiction. It was named the Supreme Court before 1997. Though previously named the Supreme Court,this Court has long been the local equivalent to the Senior Courts of England and Wales and has never been vested with the power of final adjudication.
There are various levels of judiciary in England and Wales—different types of courts have different styles of judges. They also form a strict hierarchy of importance,in line with the order of the courts in which they sit,so that judges of the Court of Appeal of England and Wales are given more weight than district judges sitting in county courts and magistrates' courts. On 1 April 2020 there were 3,174 judges in post in England and Wales. Some judges with United Kingdom-wide jurisdiction also sit in England and Wales,particularly Justices of the United Kingdom Supreme Court and members of the tribunals judiciary.
Anthony Peter Clarke,Baron Clarke of Stone-cum-Ebony,is a British lawyer. He was one of the first 11 Supreme Court of the United Kingdom Justices and was the first High Court judge to be appointed directly to that court when it came into existence on 1 October 2009 without previously having sat as a Lord of Appeal in Ordinary. He was appointed to the Court of Final Appeal of Hong Kong on 11 April 2011 as a non-permanent judge. He was previously Master of the Rolls and Head of Civil Justice in England and Wales. He retired from the Supreme Court in September 2017.
David Edmond Neuberger,Baron Neuberger of Abbotsbury is an English judge. He served as President of the Supreme Court of the United Kingdom from 2012 to 2017. He was a Lord of Appeal in Ordinary until the House of Lords' judicial functions were transferred to the new Supreme Court in 2009,at which point he became Master of the Rolls,the second most senior judge in England and Wales. Neuberger was appointed to the Supreme Court,as its President,in 2012. He now serves as a Non-Permanent Judge of the Hong Kong Court of Final Appeal and the Chair of the High-Level Panel of Legal Experts on Media Freedom.
A judicial commissioner is person appointed on a non-permanent basis to a judicial office. In some countries,such as Malaysia and Singapore,judicial commissioners have the powers of full judges. In other jurisdictions their powers are limited.
Robert Walker,Baron Walker of Gestingthorpe,,was a British barrister and Justice of the Supreme Court of the United Kingdom. He served as a Non-Permanent Judge of the Hong Kong Court of Final Appeal between 2009 and 2023.

Robert John Reed,Baron Reed of Allermuir,is a Scottish judge who has been President of the Supreme Court of the United Kingdom since January 2020. He was the principal judge in the Commercial Court in Scotland before being promoted to the Inner House of the Court of Session in 2008. He is an authority on human rights law in Scotland and elsewhere;he served as one of the UK's ad hoc judges at the European Court of Human Rights. He was also a Non-Permanent Judge of the Court of Final Appeal of Hong Kong.
Geoffrey Ma Tao-li is a retired Hong Kong judge who served as the 2nd Chief Justice of the Hong Kong Court of Final Appeal—the court of last resort in Hong Kong. Between 2001 and 2010,he held various positions in the High Court of Hong Kong,including Chief Judge,Justice of Appeal,and Judge of the Court of First Instance. Before his judicial career,he was a barrister-at-law in private practice at Temple Chambers,and was qualified to practice in England and Wales,Hong Kong,Australia and Singapore.

Andrew Cheung Kui-nung is a Hong Kong judge who serves as the 3rd Chief Justice of the Court of Final Appeal. He previously served as a Permanent Judge of the same court. He was the 4th and longest-serving Chief Judge of the High Court.
The Chief Judge of the High Court of Hong Kong (CJHC) is the head of the High Court of Hong Kong and the President of the Court of Appeal of Hong Kong. In the Hong Kong order of precedence,the Chief Judge is the second most senior administrative judge for the courts system,second only to the Chief Justice of the Court of Final Appeal of Hong Kong. The position of Chief Judge is the broad equivalent of the Master of the Rolls in the courts system of England and Wales.

Lord Hodge will succeed Lord Hope, one of the two Scottish Justices, who retires on 27 June 2013. Lord Hodge will not take up his role until the beginning of the new legal year, in October 2013.
