Primavera (Spanish for "spring") is a Chilean commune in Tierra del Fuego Province, Magallanes and Antartica Chilena Region, Chile. It is located on the north of Tierra del Fuego Island. Its main settlement is Cerro Sombrero.

Demographics

According to the 2002 census of the National Statistics Institute, Primavera spans an area of 4,614.2 km2 (1,782 sq mi) and has 1,016 inhabitants (735 men and 281 women), making the commune an entirely rural area. The population fell by 38% (613 persons) between the 1992 and 2002 censuses. [2]

Census Acquiring and recording information about the members of a given population

A census is the procedure of systematically acquiring and recording information about the members of a given population. This term is used mostly in connection with national population and housing censuses; other common censuses include traditional culture, business, supplies, and traffic censuses. The United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory, simultaneity and defined periodicity", and recommends that population censuses be taken at least every 10 years. United Nations recommendations also cover census topics to be collected, official definitions, classifications and other useful information to co-ordinate international practices.

The National Statistics Institute of Chile is a state-run organization of the Government of Chile, created in the second half of the 19th century and tasked with performing a general census of population and housing, then collecting, producing and publishing official demographic statistics of people in Chile, in addition to other specific tasks entrusted to it by law.

In general, a rural area or countryside is a geographic area that is located outside towns and cities. The Health Resources and Services Administration of the U.S. Department of Health and Human Services defines the word rural as encompassing "...all population, housing, and territory not included within an urban area. Whatever is not urban is considered rural."

Administration

As a commune, Primavera is a third-level administrative division of Chile administered by a municipal council, headed by an alcalde who is directly elected every four years. The 2012–2016 alcalde is Blagomir Brztilo Avendaño. [1]

A municipal council is the legislative body of a municipality such as a city council or a town council.

Alcalde is the traditional Spanish municipal magistrate, who had both judicial and administrative functions. An alcalde was, in the absence of a corregidor, the presiding officer of the Castilian cabildo and judge of first instance of a town. Alcaldes were elected annually, without the right to reelection for two or three years, by the regidores of the municipal council. The office of the alcalde was signified by a staff of office, which they were to take with them when doing their business. A woman who holds the office is termed an Alcaldesa.

Within the electoral divisions of Chile, Primavera is represented in the Chamber of Deputies by Juan Enrique Morano (PDC) and Gabriel Boric (Ind.) as part of the 60th electoral district, which includes the entire Magallanes and Antartica Chilena Region. The commune is represented in the Senate by Carlos Bianchi Chelech (Ind.) and Carolina Goic Boroevic (PDC) as part of the 19th senatorial constituency (Magallanes Region).
