Togiola Talalelei A. Tulafono is an American Samoan politician and lawyer who served as the sixth governor of American Samoa. He is a member of the Democratic Party. He had previously served as the seventh lieutenant governor.
The Eastern District is one of the primary districts of American Samoa. It consists of the eastern portion of Tutuila,American Samoa's largest island,plus the island of Aunu'u. The district has a land area of 67.027 km2 (25.879 sq mi) and a 2010 census population of 23,030. It contains 34 villages plus a portion of Nuʻuuli village. Among these are Pago Pago,Fagatogo,and Utulei.

He was a former senator from the district of Maʻopūtasi,serving the villages of Fagatogo,Utulei and Fagaʻalu. He was the last known holder of the high chief title,Afoafouvale.

The gubernatorial election required a run-off on November 19 as no candidate received a majority of the vote in the first round. Pula Nikolao Pula was elected governor and Pulu Ae Ae Jr. as lieutenant governor. They defeated the incumbent governor and lieutenant governor Lemanu Peleti Mauga and Eleasalo Ale by a margin of nearly 20 percentage points in the runoff. Both are affiliated with the Republican Party.

Previously,he had served from 1993 to 2022 in the Office of Insular Affairs (OIA),being the OIA Director from 2002 to 2022.
