Pulaali'i Tuiteleleapaga Iuli Nikolao Pula is an American Samoan politician who is the governor-elect of American Samoa. He ran in the 2024 American Samoan gubernatorial election and defeated incumbent Lemanu Peleti Mauga in the runoff. Previously,he had served from 1993 to 2022 in the Office of Insular Affairs (OIA),being the OIA Director from 2002 to 2022.
Pula was born in American Samoa. [1] He is the youngest son of 12 children and his father was the first Samoan Director of Education. [2] [3] He grew up in the village of Utulei and attended Utulei elementary school. [1] He later attended Marist Brothers High School where he graduated in 1974 and was the class valedictorian. [1] He then furthered his education in the mainland U.S.,studying at Menlo College in California. [1] He also studied at Brigham Young University in Utah,served a mission in Samoa in 1978,and later returned to the U.S. and completed his education at George Mason University in Virginia. [2]
Following his mission,Pula worked a short stint for the reference bureau of the American Samoa Fono,the territorial legislature. [2] In 1981,he moved to Washington,D.C.,and became a special assistant for Hawaii U.S. Senator Daniel Inouye. [2] He worked with Inouye for 11 years before joining the office of American Samoa delegate FofōIosefa Fiti Sunia. [1] Pula also assisted the Sergeant at Arms of the United States Senate and was the staff director for the U.S. House subcommittee on public works and transportation. [1] [2]
In August 1993,Pula joined the United States Department of the Interior,specifically working for the Office of Insular Affairs (OIA). [1] He worked as a policy desk officer from 1993 to 2000 and served as the OIA Acting Director from 1999 to 2002. [4] He was named the Director of the OIA in 2002 and became the first Samoan ever to hold the position. [4] [5] In the role,he served as the executive branch liaison with four of five U.S. territories and three freely associated states,being in charge of "general policies regarding insular affairs and oversight of Federal activities." [4] He also served as the chairman of the U.S.-Federated States of Micronesia Joint Economic Management Committee,the Federated States of Micronesia and Marshall Trust Fund Committee,and the U.S.-Marshall Islands Joint Economic Management and Financial Accountability Committee. Pula served as the Acting Assistant Secretary of Insular Affairs for a period of nine months in 2009 and for a second time in 2014. [1] He stepped down as OIA Director in 2022,which came after he criticized President Joe Biden's nomination of Carmen G. Cantor to be Assistant OIA Secretary. [6]
In March 2024,Pula announced his candidacy for the 2024 American Samoan gubernatorial election. [7] He chose Pulu Ae Ae Jr. to be his running mate and faced incumbent Lemanu Peleti Mauga in the general election. [8] [9] In the election,Pula received 42.4% of the vote compared to Mauga's 36.2% (4,284 votes to 3,660),which set up a runoff election as neither candidate received a majority. [9] Two weeks later,he defeated Mauga in the runoff with 59.8% of the vote. [10]
Pula married Dr. Lois Ellen Pula,a professor of nursing at Georgetown University. [1] They had six children together and as of 2023,had 22 grandchildren. [1]
Eni Fa'aua'a Hunkin Faleomavaega Jr. was an American Samoan politician and attorney who served as the territory's third lieutenant governor,from 1985 to 1989 and non-voting delegate to the United States House of Representatives,from 1989 to 2015. As a delegate,Faleomavaega served on committees and spoke on the House floor;however,he was not permitted to vote on the final passage of any legislation. He also was the father-in-law of former professional American football fullback Fui Vakapuna.

Utulei is traditionally considered to be a section of Fagatogo village,the legislative capital of American Samoa,and is located on the southwest edge of Pago Pago Harbor. Lutali Executive Office Building,which is next to the Feleti Barstow Library;paved roads that wind up to a former cablecar terminal on Solo Hill;the governor's mansion,which sits on Mauga o Alii,overlooking the entrance to Goat's Island,and the lieutenant governor's residence directly downhill from it;the Lee Auditorium,built in 1962;American Samoa's television studios,known as the Michael J. Kirwan Educational Television Center;and the Rainmaker Hotel. Utulei Terminal offers views of Rainmaker Mountain.
Edmund Beardsley Underwood was a Commodore in the United States Navy. Born in March 1853,at Humboldt Bay,in California,he was the son of U.S. Army Lieutenant Edmund Underwood and Mary Moore Beardsley. He graduated from the United States Naval Academy in 1873. He was Commandant of American Samoa from May 5,1903 to January 30,1905. He retired in 1910.
Leone is the second-largest city on Tutuila Island's west coast. The village is on the south-west coast of Tutuila Island,American Samoa. Leone was the ancient capital of Tutuila Island. Leone was also where the Samoan Islands’first missionary,John Williams,visited on October 18,1832. A monument in honor of Williams has been erected in front of Zion Church. Its large church was the first to be built in American Samoa. It has three towers,a carved ceiling and stained glass. Until steamships were invented,Leone was the preferred anchorage of sailing ships which did not risk entering Pago Pago Harbor. Much early contact between Samoans and Europeans took place in Leone.
John Morse Haydon was the governor of American Samoa from 1969 to 1974. Haydon attended the University of Washington. He served as a First Lieutenant in the United States Army Air Forces during World War II and flew 35 combat missions over Germany. Haydon was commissioner of the Seattle Port Commission from 1960 to 1969,and president in 1963,1968,and 1969. He was a member of the Governor's Advisory Council on Fisheries from 1965 to 1967,and on Commerce and Economic Development from 1965 to 1969. On August 1,1969,he was appointed Governor of American Samoa by the Interior Secretary and he served until October 1974.
Lealaialoa Fredrickus Michael Kruse is the Chief Justice of the High Court of American Samoa. Kruse made history as the first person of Samoan descent to be appointed Chief Justice of the High Court of American Samoa. Kruse earned his AB degree from Victoria University in Wellington,New Zealand,and later obtained an MCL degree from George Washington University Law School in Washington,DC. He practiced law for 11 years at the firm of Kruse,Sunia,and Ward in Pago Pago before being appointed Chief Justice by U.S. Secretary of the Interior,Donald Hodel. In January 2009,Kruse was chosen to serve as Secretary of the Pacific Judicial Council,a group comprising judges and justices from across the Pacific region.
General elections were held in American Samoa on November 6,2012,to elect a new governor and lieutenant governor,twenty members of the American Samoa House of Representatives and the Delegate to United States House of Representatives. Incumbent governor Togiola Tulafono was term-limited and could not seek re-election.

Feleti Barstow Public Library is the main library in American Samoa,and is located in the village of Utulei in Maoputasi County. It is the central public library for the territory and is situated immediately across from the Office of Tourism,next to the Executive Office Building,and just behind Samoana High School. Besides a permanent display depicting American Samoa’s involvement in the Apollo Space Program,the library has also worked with the American Samoa Historic Preservation Office (ASHPO) since 2000 at creating a historic Polynesian Photo Archive. The goal of the project has been to electronically catalog and archive around 6,000 still and moving images of Polynesia which were collected by the American Samoa Government. The library has an extensive Pacific Collection which houses articles,books,and reports relevant to Pacific- and Samoan history. A large collection of photographs are stored in its Polynesian Photo Archive,which is a subset of their Pacific Collection.
United States gubernatorial elections were held on November 5,2024,in 11 states and two territories. The previous gubernatorial elections for this group of states took place in 2020,except in New Hampshire and Vermont,where governors only serve two-year terms and elected their governors in 2022. In addition to state gubernatorial elections,the territories of American Samoa and Puerto Rico held elections for their governors. This was also the first time since 1988 that a Republican nominee won the gubernatorial election in American Samoa and also the first time since 1996 that an incumbent governor there lost re-election.

Voters elected a governor,lieutenant governor,faipule (members) of the House of Representatives,and the American Samoan delegate to the United States Congress. The gubernatorial election required a run-off on November 19 as no candidate received a majority of the vote in the first round. Pula Nikolao Pula was elected governor and Pulu Ae Ae Jr. as lieutenant governor. They defeated the incumbent governor and lieutenant governor Lemanu Peleti Mauga and Eleasalo Ale by a margin of nearly 20 percentage points in the runoff. Both are affiliated with the Republican Party.
