Michael DeWayne Brown is an American attorney, and former government official who served as the administrator of the Federal Emergency Management Agency (FEMA) from 2003 to 2005. Bush to lead FEMA, Brown resigned in September 2005 following his controversial handling of Hurricane Katrina. Brown currently hosts a radio talk show on 630 KHOW in Denver, Colorado.

Specifically, there was a delayed response to the flooding of New Orleans, Louisiana.

The disaster recovery response to Hurricane Katrina in late 2005 included U.S. federal government agencies such as the Federal Emergency Management Agency (FEMA), the United States Coast Guard (USCG), state and local-level agencies, federal and National Guard soldiers, non-governmental organizations, charities, and private individuals. Tens of thousands of volunteers and troops responded or were deployed to the disaster; most in the affected area but also throughout the U.S. at shelters set up in at least 19 states.

"Hell No We Ain't All Right!" is a protest song released by hip hop group Public Enemy within weeks of Hurricane Katrina, criticizing President George W. Bush and his administration for his response to the catastrophe, and for wider administration policies. The song specifically links the poor response to the hurricane to the commitment of resources to the war in Iraq, and to the social status of most victims of the disaster. The song was reportedly written by Chuck D on September 2, 2005, and reunited Flavor Flav with Public Enemy for its recording over Labor Day weekend. The premier public performance was on the Morning Sedition radio show, on September 16, 2005.

The response to the 2006 State of the Union Address was delivered by Virginia Governor Tim Kaine on January 31, 2006, after United States President George W. Bush delivered his 2006 State of the Union address. The theme of Kaine's speech, "A Better Way", advocates the Democratic Party's policies and states' rights. Kaine delivered the speech from Virginia's historic Executive Mansion in Richmond and the speech was televised nationwide.
