Tropical Storm Felice was a modest tropical cyclone that lightly affected parts of the Gulf Coast of the United States in mid-September 1970. Spawned by an upper-level trough over the Bahamas, the system crossed the Florida Keys and entered the Gulf of Mexico, where it gradually began to strengthen. Felice was a disorganized storm for its entire duration, plagued by dry air, a lack of deep thunderstorm activity, and an ill-defined center of circulation, but nevertheless managed to peak as a high-end tropical storm with winds just below Category 1 hurricane strength. Tracking northwestward, the storm brushed southern Louisiana on September 15 before making landfall northeast of Galveston, Texas, late that same day. Once ashore, Felice quickly deteriorated as it recurved into the central United States. While over southeastern Oklahoma, however, its remnants still closely resembled a formidable tropical cyclone.


In advance of the cyclone, officials prompted residents in vulnerable communities to leave their homes, and temporary storm shelters were established. However, the effects from Felice were generally light. Beneficial rains fell over parts of southern Florida, while sections of coastal Louisiana experienced minimal gale-force winds and above-normal tides. Winds gusting to 55 mph (89 km/h) at Galveston—and estimated near 70 mph (110 km/h) elsewhere—caused scattered power outages and minor tree damage, while heavy rainfall totaling over 6 in (150 mm) triggered some street flooding. Felice delayed the local rice harvest and damaged some hay that had been cut before the storm. Significant precipitation and gusty winds accompanied the system into northern Texas and Oklahoma. Overall, the storm left no fatalities or widespread property damage anywhere along its path.

Meteorological history

Developing as a tropical depression near Nassau in the Bahamas on September 12, Felice had its origins in a persistent upper-level trough over the area. The nascent depression tracked slowly toward the west-southwest without much intensification, ultimately passing just north of Key West, Florida as it entered the Gulf of Mexico. [1] [2] Over the open waters of the Gulf, the system accelerated toward the west-northwest along the southern periphery of a large ridge of high pressure to the north. [2] [3] [4] While reconnaissance aircraft data on the storm suggested that the depression strengthened into a tropical storm midday on September 14, [5] the official Atlantic tropical cyclone database known as HURDAT indicates the disturbance attained tropical storm status at 0000 UTC on September 15. [2]

Despite continued gradual intensification, Felice remained disorganized as it approached the northern Gulf Coast at forward speeds of up to 20 mph (32 km/h). [1] [5] The storm's center came within range of the weather radar site at New Orleans, Louisiana, resulting in close observation of the storm's progress. Felice suffered from restricted outflow and a nebulous circulation, marked by the appearance of two centers. [5] [6] Near daybreak on September 15, a more distinct center had apparently formed 100 mi (160 km) to the west-northwest of the storm's initial core, which reportedly dissipated. [7] Operationally, forecasters at the National Hurricane Center believed a surge of southerly inflow transported a significant amount of atmospheric vorticity away from the old center of low pressure, allowing for a new surface-based circulation to form. [8] Indeed, a special off-hour advisory was issued to identify the storm's new location. [9] However, post-season analysis of Felice determined that due to the cyclone's disheveled nature, as well as technical problems at the time of observation, the center relocation could not be conclusively proven; as a result, the official storm path does not reflect any significant jogs. [1]

Felice moved nearly parallel to the southern coast of Louisiana as it began to show signs of improved structure. [1] [10] It reached its peak intensity as a high-end tropical storm with winds of 70 mph (110 km/h) at 0000 UTC on September 16, while located about 100 mi south of Lafayette. [2] Dry continental air from the north likely prevented Felice from reaching Category 1 hurricane strength. [10] Even as a strong tropical storm, Felice lacked deep convection typical of mature tropical cyclones. [4] Shortly after peaking, Felice moved ashore at High Island, Texas—about 30 mi (48 km) to the northeast of Galveston—during the evening hours of September 15 local time. [11] The storm rapidly deteriorated once over land and slowed in forward speed. [10] Curving toward the northwest, Felice passed near Houston and weakened into a tropical depression. [2] [11] The diminishing system turned northward through north-central Texas late on September 16 and entered southeastern Oklahoma by September 17. [1]

Although Felice officially dissipated as a tropical cyclone at 1200 UTC on September 17, [2] its remnants exhibited a structure very similar to that of a healthy tropical cyclone, as depicted by radar imagery from the National Severe Storms Laboratory in Norman. Curved rainbands surrounded a distinct eye feature, which passed about 90 mi (140 km) southeast of Norman. Two aircraft flew into the area to collect data on the unique storm; notably, they discovered that the system retained a deep warm core relative to its environment. Throughout the day on September 17, the remnants of Felice continued to weaken. [12] The residual surface low recurved toward the east-northeast over Oklahoma and Arkansas before fully dissipating after September 19. [13]

Preparations and impact

As Felice neared the coast, gale warnings were hoisted from Morgan City, Louisiana, to Galveston, while a hurricane watch extended from Morgan City to Port O'Connor, Texas. [14] Small craft advisories were also posted, cautioning light vessels to remain in port. [15] All coastal advisories were discontinued by the early hours of September 16. [16] Residents in the path of the storm generally evacuated in a timely manner. [11] Over 3,000 fled the storm in Cameron Parish, Louisiana; [17] around half of the residents in the low-lying southern part of the parish had already left before the mandatory evacuation was ordered. [18] Farther west, one of two evacuation routes out of Sabine Pass, Texas, had been rendered unusable a few days before the storm when a bridge was damaged in a maritime accident. As the remaining highway was considered susceptible to coastal flooding, officials quickly worked to evacuate 1,300 people in Sabine Pass before the storm's approach. The American Red Cross converted nine public schools into temporary storm shelters in and around Beaumont. [11] Shelters were also set up in Houston and Baton Rouge, Louisiana, though they went mostly unused. [19] The post offices in Sabine Pass, Gilchrist, and Port Bolivar transferred money orders, first-class parcels and postage stamps to the Beaumont office as a safety precaution. [20]

While crossing the Florida Keys on September 13, the depression dropped modest but beneficial rainfall of around 1 to 3 in (25 to 75 mm) over the southern Florida Peninsula. [13] [21] The highest tides associated with Felice ran 3.9 ft (1.2 m) above normal at Cameron, Louisiana. [10] Rainfall in Louisiana was light, peaking near 2.5 in (65 mm) in areas closest to the storm's path. Coastal locations experienced gusty winds, occasionally blowing gale-force; [17] an anemometer at Grand Chenier recorded northeasterly gusts up to 42 mph (68 km/h) on the evening of September 15. [22] Though the winds may have affected the quality of sugar cane crops in extreme southern areas of the state, no flooding or property damage was reported. [17]

The storm's landfall was accompanied by significant rainfall, gusty winds, and heightened tides. At Crystal Beach, near where Felice crossed the coast, a distinct lull in the wind and rain coincided with the passage of the storm's poorly defined eye. [23] Weather observers in Gilchrist and Humble estimated gusts at 70 mph (110 km/h) from the east and southwest, respectively. [20] Galveston endured sustained winds of 43 mph (69 km/h) and gusts as high as 55 mph (89 km/h). [20] The storm uprooted some newly planted palm trees, one of which landed on a parked car. Isolated power outages affected parts of the area, including the east side of Galveston after a transformer was hit by lightning. [23] Elsewhere, Felice brought down numerous tree limbs and power lines. [20] In Washington County to the north, the storm damaged vegetation, [24] and winds gusted to 46 mph (74 km/h) in Houston. [11]

Heavy rains, accumulating to 6.73 in (171 mm), triggered minor urban flooding in downtown Galveston. [13] [21] Moderate to heavy rainfall affected a broad area along the storm's path, with multiple reports of 5 in (130 mm) or more. The precipitation resulted in a few instances of inconsequential flooding, but more commonly proved beneficial as it helped to relieve dry conditions throughout eastern Texas. [11] [20] Rice and hay crops sustained minor damage, with the harvest of the former delayed by about a week. Along the coast, storm tides peaked at 3.0 ft (0.9 m) above normal. [20] As the weakening storm progressed inland, it continued to drop heavy rainfall. Over 6 in (150 mm) of rain fell over Denton County in northern Texas. [20] In southeastern Oklahoma, the remnants of Felice produced rainfall rates up to 2 in (50 mm) per hour, contributing to totals over 4 in (100 mm). Relatively strong winds, peaking around 50 mph (80 km/h), occurred near the remnant center of circulation. [12] The system continued to generate showers and thunderstorms over the central Mississippi River Valley, [25] producing a swath of 3 inch or greater rainfall totals across northern Arkansas. [13]

Hurricane Lili was the second costliest, deadliest, and strongest hurricane of the 2002 Atlantic hurricane season, only surpassed by Hurricane Isidore, which affected the same areas around a week before Lili. Lili was the twelfth named storm, fourth hurricane, and second major hurricane of the 2002 Atlantic hurricane season. The storm developed from a tropical disturbance in the open Atlantic on September 21. It continued westward, affecting the Lesser Antilles as a tropical storm, then entered the Caribbean. As it moved west, the storm dissipated while being affected by wind shear south of Cuba, and regenerated when the vertical wind shear weakened. It turned to the northwest and strengthened up to category 2 strength on October 1. Lili made two landfalls in western Cuba later that day, and then entered the Gulf of Mexico. The hurricane rapidly strengthened on October 2, reaching Category 4 strength that afternoon. It weakened rapidly thereafter, and hit Louisiana as a Category 1 hurricane on October 3. It moved inland and dissipated on October 6.

Hurricane Alicia Category 3 Atlantic hurricane in 1983

Hurricane Alicia was a small but powerful tropical cyclone that caused significant destruction in the Greater Houston area of Southeast Texas in August 1983. Although Alicia was a relatively small hurricane, its track over the rapidly growing metropolitan area contributed to its $3 billion damage toll, making it the costliest Atlantic hurricane at the time. Alicia spawned from a disturbance that originated from the tail-end of a cold front over the northern Gulf of Mexico in mid-August 1983. The cyclone was named on August 14 when it became a tropical storm, and the combination of weak steering currents and a conducive environment allowed Alicia to quickly intensify as it drifted slowly westward. On August 17, Alicia became a hurricane and continued to strengthen, topping out as a Category 3 major hurricane as it made landfall on the southwestern end of Galveston Island, Texas. Alicia's eye passed just west of Downtown Houston as the system accelerated northwestwards across East Texas; Alicia eventually weakened into a remnant area of low pressure over Oklahoma on August 20 before they were last noted on August 21 over eastern Nebraska.

Tropical Storm Allison was a tropical storm that devastated southeast Texas in June of the 2001 Atlantic hurricane season. An arguable example of the "brown ocean effect", Allison lasted unusually long for a June storm, remaining tropical or subtropical for 16 days, most of which when the storm was over land dumping torrential rainfall. The storm developed from a tropical wave in the northern Gulf of Mexico on June 4, 2001, and struck the upper Texas coast shortly thereafter. It drifted northward through the state, turned back to the south, and re-entered the Gulf of Mexico. The storm continued to the east-northeast, made landfall on Louisiana, then moved across the southeast United States and Mid-Atlantic. Allison was the first storm since Tropical Storm Frances in 1998 to strike the northern Texas coastline.

1943 Surprise Hurricane Category 2 Atlantic hurricane in 1943

The 1943 Surprise hurricane was the first hurricane to be entered by a reconnaissance aircraft. The first tracked tropical cyclone of the 1943 Atlantic hurricane season, this system developed as a tropical storm while situated over the northeastern Gulf of Mexico on July 25. The storm gradually strengthened while tracking westward and reached hurricane status late on July 26. Thereafter, the hurricane curved slightly west-northwestward and continued intensifying. Early on July 27, it became a Category 2 hurricane on the modern-day Saffir–Simpson hurricane wind scale and peaked with winds of 105 mph (165 km/h). The system maintained this intensity until landfall on the Bolivar Peninsula in Texas late on July 27. After moving inland, the storm initially weakened rapidly, but remained a tropical cyclone until dissipating over north-central Texas on July 29.

1970 Atlantic hurricane season Hurricane season in the Atlantic Ocean

The 1970 Atlantic hurricane season was the first season of the most recent low-activity era of tropical cyclone formation in the Atlantic. It was also the first year in which reconnaissance aircraft flew into all four quadrants of a tropical cyclone. The season officially began on June 1 and lasted until November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the Atlantic basin. The season was fairly average, with 10 total storms forming, of which five were hurricanes. Two of those five became major hurricanes, which are Category 3 or higher on the Saffir–Simpson scale. The first system, Hurricane Alma, developed on May 17. The storm killed eight people, seven from flooding in Cuba and one from a lightning strike in Florida. In July, Tropical Storm Becky brought minor flooding to Florida and other parts of the Southern United States, leaving one death and about $500,000 (1970 USD) in damage.

Hurricane Carla Category 4 Atlantic hurricane in 1961

Hurricane Carla ranks as the most intense U.S. tropical cyclone landfall on the Hurricane Severity Index. The third named storm of the 1961 Atlantic hurricane season, Carla developed from an area of squally weather in the southwestern Caribbean Sea on September 3. Initially a tropical depression, it strengthened slowly while heading northwestward, and by September 5, the system was upgraded to Tropical Storm Carla. About 24 hours later, Carla was upgraded to a hurricane. Shortly thereafter, the storm curved northward while approaching the Yucatán Channel. Late on September 7, Carla entered the Gulf of Mexico while passing just northeast of the Yucatán Peninsula. By early on the following day, the storm became a major hurricane after reaching Category 3 intensity. Resuming its northwestward course, Carla continued intensification and on September 11, became what would today be classified as a Category 4 hurricanes. Later that day, Carla weakened slightly but was still a large and intense hurricane when the storm made landfall near Port O'Connor, Texas. It weakened quickly inland and was reduced to a tropical storm on September 12. Heading generally northward, Carla transitioned into an extratropical cyclone on September 13, while centered over southern Oklahoma. Rapidly moving northeastward, Carla's remnants reached the Labrador Sea, Canada and dissipated on September 17, 1961.

1943 Atlantic hurricane season Hurricane season in the Atlantic Ocean

The 1943 Atlantic hurricane season marked the first deliberate reconnaissance aircraft flights into tropical cyclones. The season officially lasted from June 16 to October 31, which was, at the time, considered the most likely period for tropical cyclone formation in the Atlantic Ocean. A total of ten storms from 1943 are listed in the Atlantic hurricane database, and an eleventh system that affected Florida and Georgia has been identified as a probable tropical depression. The first system of the year, dubbed the "Surprise hurricane", caused severe damage throughout Texas and Louisiana in June, partially because information about its approach was censored in the fray of World War II; the storm caused 19 deaths and $17 million in damage. A major hurricane in mid-August produced hurricane-force winds in Bermuda, and several other tropical cyclones throughout the year resulted in strong winds there. In September, a hurricane impacted the western Gulf Coast of the United States, then a tropical storm struck the Mid-Atlantic. The two storms resulted in $419,000 and $20,000 in damage, respectively; one death was attributed to the latter system. In mid-October, a strong hurricane resulted in flooding and damage to crops throughout the Caribbean; after becoming post-tropical, it contributed to moderate impacts across Nova Scotia.

The 2008 Atlantic hurricane season was the most destructive Atlantic hurricane season since 2005, causing over 1,000 deaths and nearly $50 billion in damage. The season ranked as the third costliest ever at the time, but has since fallen to ninth costliest. It was an above-average season, featuring sixteen named storms, eight of which became hurricanes, and five which further became major hurricanes. It officially started on June 1 and ended on November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the Atlantic basin. However, the formation of Tropical Storm Arthur caused the season to start one day early. It was the only year on record in which a major hurricane existed in every month from July through November in the North Atlantic. Bertha became the longest-lived July tropical cyclone on record for the basin, the first of several long-lived systems during 2008.

Hurricane Claudette (2003) Category 1 Atlantic hurricane

Hurricane Claudette was a moderately strong tropical cyclone that struck South Texas in July 2003. A fairly long-lived July Atlantic hurricane, Claudette was the fourth depression, third tropical storm and first hurricane of the 2003 Atlantic hurricane season. Claudette began as a tropical wave in the eastern Caribbean. It moved quickly westward, brushing past the Yucatán Peninsula before moving northwestward through the Gulf of Mexico. Claudette remained a tropical storm until just before making landfall in Port O'Connor, Texas, when it quickly strengthened to a strong Category 1 hurricane on the Saffir-Simpson Hurricane Scale. Forecasting of its path and intensity was uncertain throughout its lifetime, resulting in widespread and often unnecessary preparations along its path.

Tropical Storm Matthew was a weak tropical storm in the 2004 Atlantic hurricane season that made landfall on Louisiana. It was the thirteenth tropical storm of the season and the ninth to affect the United States. It formed over the western Gulf of Mexico on October 8 and struck south-central Louisiana two days later. The combination of the storm and an upper cyclone over the southern Plains brought heavy rains to much of the Gulf Coast, with the highest amounts reported over 15 inches (381 mm) in northern Louisiana. Damage was minimal, totaling $305,000 (2004 USD), and no casualties were reported.

Hurricane Chantal (1989) Category 1 Atlantic hurricane in 1989

Hurricane Chantal was one of three tropical cyclones to make landfall in Texas during the 1989 Atlantic hurricane season. The third named storm and the first hurricane of the season, Chantal slowly developed on July 30 in the southern Gulf of Mexico from a tropical disturbance that was previously within Intertropical Convergence Zone (ITCZ) while near Trinidad and Tobago. While heading north-northwestward, the depression steadily intensified and was upgraded to Tropical Storm Chantal on the following day. Thereafter, Chantal quickly strengthen and became a hurricane on August 1. After intensifying slightly further, Chantal made landfall near High Island, Texas later that day. The storm quickly weakened upon moving inland and fell to tropical storm intensity a few hours after landfall. Early on August 2, Chantal weakened to a tropical depression and dissipated over Oklahoma by August 4.

Tropical Storm Grace (2003) Atlantic tropical storm in 2003

Tropical Storm Grace was a weak tropical storm that struck Texas in the 2003 Atlantic hurricane season. The eleventh tropical depression and the seventh tropical storm of the season, Grace was also the weakest storm of the season. On August 30 the storm developed from a long-track tropical wave in the western Gulf of Mexico. Grace remained disorganized throughout its lifetime due to an upper level low to its west. The weak storm moved northwestward and made landfall on southeastern Texas. Grace quickly weakened over land, and dissipated on September 2 as it merged into a cold front.

Tropical Storm Cindy (1963) Atlantic tropical storm in 1963

Tropical Storm Cindy was a strong tropical storm which impacted portions of the United States Gulf Coast in September 1963. The third named storm of the 1963 Atlantic hurricane season, Cindy developed within a trough as a tropical storm in the Gulf of Mexico on 16 September. The disturbance quickly intensified, with a distinct eye becoming visible on satellite imagery as it drifted north-northwestwards toward the Texas coastline. After peaking with 1-minute maximum sustained winds of 65 mph (100 km/h), it made landfall at High Island on the morning of 17 September at peak strength with an atmospheric pressure of 997 mbar. Cindy remained nearly stationary for almost a day, dropping copious rainfall over the Texas coastal plain, before finally turning west-southwestward and dissipating west of Corpus Christi on 20 September.

Hurricane Humberto (2007) Category 1 Atlantic hurricane in 2007

Hurricane Humberto was a Category 1 hurricane that formed and intensified faster than any other North Atlantic tropical cyclone on record, before landfall. The ninth named storm and third hurricane of the 2007 Atlantic hurricane season, Humberto developed on September 12, 2007, in the northwestern Gulf of Mexico,. The tropical cyclone rapidly strengthened and struck High Island, Texas, with winds of about 90 mph (150 km/h) early on September 13. It steadily weakened after moving ashore, and on September 14, Humberto began dissipating over northwestern Georgia as it interacted with an approaching cold front.

Tropical Storm Arlene (1959) Atlantic tropical storm in 1959

Tropical Storm Arlene was a short lived, pre-season tropical storm which made landfall on the central Louisiana coastline on May 30, 1959, causing minor damages and one fatality. Arlene developed out of a tropical wave which was first noted near the Dominican Republic on May 23. Development of the system was slow before it gained enough convection to be declared Tropical Storm Arlene on May 28. The storm slowly intensified and reached its peak intensity of 60 mph (95 km/h) on May 30. Rapid weakening took place as the storm neared land and Arlene made landfall with winds of 45 mph (75 km/h) later that night. Arlene weakened to what is now classified as a Tropical Depression early the next morning. The system degenerated into a remnant low on the afternoon of May 31 and fully dissipated late on June 2 while located over South Carolina.

1920 Louisiana hurricane Category 2 Atlantic hurricane in 1920

The 1920 Louisiana hurricane was a strong tropical cyclone that caused significant damage in parts of Louisiana in September 1920. The second tropical storm and hurricane of the annual hurricane season, it formed from an area of disturbed weather on September 16, 1920, northwest of Colombia. The system remained a weak tropical depression as it made landfall on Nicaragua, but later intensified to tropical storm strength as it moved across the Gulf of Honduras, prior to making a second landfall on the Yucatán Peninsula. Once in the Gulf of Mexico, the storm quickly intensified as it moved towards the north-northwest, reaching its peak intensity as a Category 2 hurricane with winds of 100 mph (160 km/h) prior to making landfall near Houma, Louisiana with no change in intensity. Afterwards, it quickly weakened over land, before dissipating on September 23 over eastern Kansas.
