United Nations Security Council resolution 855, adopted on 9 August 1993, after reaffirming resolutions at putting an end to the conflict in the former Yugoslavia and hearing representations from the Organization for Security and Co-operation in Europe (OSCE) and the Federal Republic of Yugoslavia (Serbia and Montenegro), the council called upon Serbia and Montenegro to reconsider its refusal to allow OSCE missions in its territory. The OSCE missions were noted as an example of preventive diplomacy which had greatly contributed to promoting stability and counteracting the risk of violence in Kosovo, Sandžak and Vojvodina. The council was determined to avoid any extension of the conflict in the former Yugoslavia and attached importance to the international community monitoring the situation in Kosovo, Sandžak and Vojvodina.
Urging Serbia and Montenegro to reconsider its decision, it recommended co-operation with the OSCE so that steps could be taken to resume monitoring and agree to an increase in the number of monitors. The resolution concluded by calling on the authorities in Serbia and Montenegro to ensure the safety and security of the monitors and allow them unimpeded access necessary to complete their mission.
Resolution 855 was adopted by 14 votes to none, with one abstention from China. [2]
The State Union of Serbia and Montenegro or simply Serbia and Montenegro, known until 2003 as the Federal Republic of Yugoslavia and commonly referred to as FR Yugoslavia (FRY) or simply Yugoslavia, was a country in Southeast Europe located in the Balkans that existed from 1992 to 2006, following the breakup of the Socialist Federal Republic of Yugoslavia. The state was founded on 27 April 1992 as a federation comprising the Republic of Serbia and the Republic of Montenegro. In February 2003, it was transformed from a federal republic to a political union until Montenegro seceded from the union in June 2006, leading to the full independence of both Serbia and Montenegro.
Since the breakup of the Socialist Federal Republic of Yugoslavia in the early 1990s, the foreign policy of the newly established Federal Republic of Yugoslavia was characterized primarily by a desire to secure its political and geopolitical position and the solidarity with ethnic Serbs in other former Yugoslav republics through a strong nationalist campaign. While the country was involved in Yugoslav Wars and therefore exposed to several rounds of devastating sanctions against Yugoslavia this involvement was often denied for political or ideological reasons. In the initial period Federal Republic of Yugoslavia unsuccessfully aspired to gain international recognition as the sole legal successor state to SFR Yugoslavia, the country which was one of the most prominent foreign policy subjects during the Cold War.
United Nations Security Council resolution 1244, adopted on 10 June 1999, after recalling resolutions 1160 (1998), 1199 (1998), 1203 (1998) and 1239 (1999), authorised an international civil and military presence in the Federal Republic of Yugoslavia and established the United Nations Interim Administration Mission in Kosovo (UNMIK). It followed an agreement by Yugoslav President Slobodan Milošević to terms proposed by President of Finland Martti Ahtisaari and former Prime Minister of Russia Viktor Chernomyrdin on 8 June, involving withdrawal of all Yugoslav state forces from Kosovo.
The political status of Kosovo, also known as the Kosovo question, is the subject of a long-running political and territorial dispute between the Serbian government and the Government of Kosovo, stemming from the breakup of Yugoslavia (1991–92) and the ensuing Kosovo War (1998–99). In 1999, the administration of the Autonomous Province of Kosovo and Metohija was handed on an interim basis to the United Nations under the terms of UNSCR 1244 which ended the Kosovo conflict of that year. That resolution reaffirmed the territorial integrity of Serbia over Kosovo but required the UN administration to promote the establishment of 'substantial autonomy and self-government' for Kosovo pending a 'final settlement' for negotiation between the parties.
United Nations Security Council resolution 779, adopted unanimously on 6 October 1992, after reaffirming Resolution 743 (1992) and subsequent resolutions and noting a report by the Secretary-General Boutros Boutros-Ghali submitted pursuant to resolutions 743 and 762 (1992), the Council authorised the United Nations Protection Force (UNPROFOR) to assume responsibility for monitoring the complete withdrawal of the Yugoslav People's Army from Croatia, demilitarization of the Prevlaka peninsula and the removal of heavy weapons from neighbouring areas of Croatia and Montenegro in co-operation with the European Community Monitoring Mission.
United Nations Security Council resolution 795, adopted on 11 December 1992, after expressing concern about possible developments which could undermine confidence and stability in the Republic of Macedonia and welcoming the Organization for Security and Co-operation in Europe (OSCE) mission in Macedonia, the Council recalled Chapter VIII of the United Nations Charter and authorised the Secretary-General Boutros Boutros-Ghali to deploy a presence of the United Nations Protection Force (UNPROFOR) in the border areas of Macedonia.
United Nations Security Council resolution 820, adopted on 17 April 1993, after reaffirming all previous resolutions on the topic for a lasting peace settlement in Bosnia and Herzegovina and the region, the council discussed the peace plan for Bosnia and Herzegovina and comprehensive steps to ensure its implementation.

United Nations Security Council resolution 1015, adopted unanimously on 15 September 1995, after reaffirming all resolutions on the situation in the former Yugoslavia, in particular resolutions 943 (1994), 970 (1995), 988 (1995) and 1003 (1995), the Council noted measures by the Federal Republic of Yugoslavia to continue the border closure with Bosnia and Herzegovina and therefore extended the partial suspension of sanctions against Serbia and Montenegro for an additional 180 days until 18 March 1996.
United Nations Security Council resolution 1031, adopted unanimously on 15 December 1995, after recalling all previous resolutions on the conflicts in the former Yugoslavia, the council, acting under Chapter VII of the United Nations Charter, discussed the transfer of authority from the United Nations Protection Force (UNPROFOR) to the multinational Implementation Force (IFOR).
United Nations Security Council resolution 1145, adopted unanimously on 19 December 1997, after noting the termination of the mandate of the United Nations Transitional Authority for Eastern Slavonia, Baranja and Western Sirmium on 15 January 1998 in accordance with Resolution 1120 (1997), the Council authorised a support group of 180 civilian police monitors, known as the United Nations Civilian Police Support Group (UNPSG), to observe the situation in eastern Croatia for an additional nine months.

United Nations Security Council resolution 1207, adopted on 17 November 1998, after recalling all resolutions concerning the conflicts in the former Yugoslavia, in particular Resolution 827 (1993), the Council condemned the Federal Republic of Yugoslavia for its failure to execute arrest warrants issued by the International Criminal Tribunal for the former Yugoslavia (ICTY).
United Nations Security Council resolution 1239, adopted on 14 May 1999, after recalling resolutions 1160 (1998), 1199 (1998) and 1203 (1998), the Council called for access for the United Nations and other humanitarian personnel operating in Kosovo to other parts of the Federal Republic of Yugoslavia.
United Nations Security Council resolution 1345, adopted unanimously on 21 March 2001, after reaffirming resolutions 1160 (1998), 1199 (1998), 1203 (2000), 1239 (1999) and 1244 (1999) on the situation in the former Yugoslavia, the council condemned extremist violence and terrorist activities in parts of Macedonia and southern Serbia and called upon Kosovo Albanian leaders to condemn the violence.
The OSCE Kosovo Verification Mission (KVM) was an OSCE mission to verify that the Serbian and Yugoslav forces were complying with the UNSC Resolution 1203 and the Clark-Naumann agreement, to end atrocities in Kosovo, withdraw armed forces from Kosovo, and abide by a ceasefire. The mission was deployed on 25 October 1998, withdrawn in March 1999 and was closed on 9 June 1999.
