The 2023 Premier Volleyball League Second All-Filipino Conference [1] was the sixteenth conference of the Premier Volleyball League. The tournament began on October 15, 2023. [2] [3] This tournament was set to be the second post-pandemic import-laden conference known as the 2023 Premier Volleyball League Reinforced Conference, with the Angels set to defend their crown, but was made into a second All-Filipino Conference as a consequence of sanctions from the Philippine National Volleyball Federation.

Contents

The conference not only marked the arrival of two debuting teams – Nxled Chameleons, the sister team of Akari Chargers, and Galeries Tower Highrisers, but it also marked the return of using a cross-over format for the semifinals which was last implemented on the same conference earlier this year which is the 2023 Premier Volleyball League First All-Filipino Conference. [4] Meanwhile the Foton Tornadoes withdrew from the PVL. This is the first conference of the league catering to the most local club teams with twelve.

Changes

Due to PNVF sanctions

The tournament was originally planned to be organized as the Reinforced Conference and was meant to feature teams reinforced by an import or a foreign player. However, the Philippine National Volleyball Federation penalized the PVL for violating Article 6.1.1.b of the FIVB Regulations 2022 which states that the national team period should be prioritized by professional leagues. However, the league proceeded with the opening of the Invitational Conference on June 27. [5]

The FIVB has allowed the PVL to organize a third conference but the PNVF will not be able to issue international transfer certificates which would allow clubs to sign in foreign players for the tournament. [5]

Timeout

The timeout regulations was changed starting from this conference in a bid to minimize match duration. A technical timeout lasting from one to two minutes will come to effect when one team reaches 13 points. Teams will have one regular timeout and another 30-second timeout for each set. [6]

Preliminary Round
  1. The twelve teams will compete in a single round-robin elimination.
  2. Teams are ranked using the FIVB Ranking System.
  3. Top four teams will advance to the semifinals.
Semifinals
  1. Best-of-three series.

  3. 2nd ranked team vs. 3rd ranked team
Finals
  1. Best-of-three series.
  2. Bronze medal: SF1 Loser vs. SF2 Loser
  3. Gold medal: SF1 Winner vs. SF2 Winner

Pool standing procedure

  1. Set ratio: number of sets won divided by number of sets lost.
  2. Setpoint ratio: number of points scored divided by number of points allowed.
  3. Head-to-head standings: any remaining tied teams are ranked based on the results of head-to-head matches involving the teams in question.

The Premier Volleyball League (PVL) is a women's professional volleyball league in the Philippines organized by Sports Vision Management Group, Inc. The league began in 2004 as the Shakey's V-League (SVL), a women's collegiate league. In 2017 the league was renamed into Premier Volleyball League. From 2011 to 2020, the league was open to participation of corporate clubs and other non-collegiate teams. The league status turned professional in 2021.

Michele Theresa Imperial Gumabao is a Filipino volleyball player and beauty pageant titleholder. The 2019 Premier Volleyball League Reinforced Conference was the seventh conference of the Premier Volleyball League. Conference started on May 26, 2019. Grand Fans Day was held at the Trinoma Activity Center, Quezon City on April 25, 2019. Games were held at the Filoil Flying V Centre, San Juan, Philippines. Philippine Army returned as Pacific Town-Army Lady Troopers and Motolite Power Builders returned with a new set of players.

Kyla Llana Magdaraog Atienza is a Filipina volleyball player. She currently plays for the Creamline Cool Smashers volleyball team in the Premier Volleyball League. She was a member of the FEU Lady Tamaraws volleyball team in both indoor and beach volleyball. She impressed in her debut for the Philippine team by keeping the ball alive for most of Vietnam's attacks at the AVC Cup on August 21, 2022. ASEAN Grand Prix named her Best Libero on September 11, 2022.

The 2021 Premier Volleyball League Open Conference was the tenth conference of the Premier Volleyball League and its first conference as a professional league. The conference started on July 17, 2021 and ended on August 13, 2021, at the PCV Socio-Civic and Cultural Center in Bacarra, Ilocos Norte in a bubble. The PVL has been approved by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) to begin team practices to be followed by the official start of the 2021 season.

Celine Elaiza Domingo is a Filipino volleyball player who currently plays for the Nakhon Ratchasima QminC VC in the Thailand League. She was the team captain of the Philippines women's national under-23 volleyball team that competed in the 2019 Women's Volleyball Kor Royal Cup held in Thailand.
