Rule 22 : Duties of the Bureau
1. The Bureau shall carry out the duties assigned to it under the Rules of Procedure.
2. The Bureau shall take financial, organisational and administrative decisions on matters concerning Members and the internal organisation of Parliament, its Secretariat and its bodies.
3. The Bureau shall take decisions on matters relating to the conduct of sittings.
4. The Bureau shall adopt the provisions referred to in Rule 31 concerning Non-attached Members.
5. The Bureau shall decide the establishment plan of the Secretariat and lay down regulations relating to the administrative and financial situation of officials and other servants.
6. The Bureau shall draw up Parliament's preliminary draft estimates.
7. The Bureau shall adopt the guidelines for the Quaestors pursuant to Rule 25.
8. The Bureau shall be the authority responsible for authorising meetings of committees away from the usual places of work, hearings and study and fact-finding journeys by rapporteurs.
Where such meetings are authorised, the language arrangements shall be determined on the basis of the official languages used and requested by the members and substitutes of the committee concerned.
The same shall apply in the case of the delegations, except where the members and substitutes concerned agree otherwise.
9. The Bureau shall appoint the Secretary-General pursuant to Rule 197.
10. The Bureau shall lay down the implementing rules relating to European Parliament and Council Regulation (EC) No 2004/2003 on the regulations governing political parties at European level and the rules regarding their funding and shall, in implementing that Regulation, assume the tasks conferred upon it by these Rules of Procedure.
11. The President and/or the Bureau may entrust one or more members of the Bureau with general or specific tasks lying within the competence of the President and/or the Bureau. At the same time the ways and means of carrying them out shall be laid down.
12. When a new Parliament is elected, the outgoing Bureau shall remain in office until the first sitting of the new Parliament.
The Council of the European Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Ministers, is the third of the seven Institutions of the European Union (EU) as listed in the Treaty on European Union. It is one of two legislative bodies and together with the European Parliament serves to amend and approve or veto the proposals of the European Commission, which holds the right of initiative.
Diana Paulette Wallis, is a British former Liberal Democrat Member of the European Parliament (MEP) for Yorkshire and the Humber. Wallis was first elected in 1999 and re-elected in 2004 and in 2009. She resigned her seat in January 2012 and went on to pursue academic, legal and mediation-related activities.
Nicole Fontaine was a French politician who served as Member of the European Parliament for the Île-de-France from 1984 until 2002 and from 2004 until 2009. She was a member of the Union for a Popular Movement, part of the European People's Party. Fontaine was the President of the European Parliament from 1999 to 2001, and was then replaced by Pat Cox, from the European Liberal, Democrat and Reform Party, in accordance with an agreement between the two groups at the start of the term.
The Secretariat of the European Parliament is the administrative body of the European Parliament headed by a Secretary-General. It is based in the Kirchberg district of Luxembourg City and around the Brussels-Luxembourg Station in Brussels and employs around 4,000 officials.
Monica Frassoni is an Italian politician who served as a Member of the European Parliament from 1999 to 2009 and as co-chair of the European Green Party from 2009 to 2019. In 2018, she was elected at the local Council of Ixelles in the Brussels Region, representing the Ecolo party.
Elisa Maria da Costa Guimarães Ferreira, GCC is a Portuguese politician and economist who has been serving as European Commissioner for Cohesion and Reforms in the administration of President Ursula von der Leyen since 2019. She previously served as vice-governor of the Bank of Portugal from 2016 until 2019. She was as Member of the European Parliament (MEP) for the Socialist Party; part of the Party of European Socialists between 2004 and 2016. In 2019, she was selected by Portugal to serve as a European Commissioner. Previously, she was in charge of the Ministries of Environment (1995-1999) and Public Works (1999-2001) during the governments of António Guterres.
Declarations of financial interests are a means of making conflict of interests of people in public office known and to reduce them by making them public.
The Bureau of the Pan-African Parliament is the essential leadership of the Pan-African Parliament (PAP), consisting of one President and four Vice-Presidents.
In the European Parliament, the quaestors are elected to oversee administrative and financial matters directly affecting members (MEPs) as well as other duties assigned to them by the Parliament's Rules of Procedure or the Bureau of the European Parliament. Five quaestors are elected among the MEPs for two and a half year-terms, i.e. half a parliamentary term.
The committees of the European Parliament are designed to aid the European Commission in initiating legislation.
In the European Union, the Conference of Presidents is a governing body of the European Parliament. The body is responsible for the organisation of Parliament, its administrative matters and agenda.
There are fourteen vice-presidents of the European Parliament who sit in for the president in presiding over the plenary of the European Parliament.
The State Council of Crimea is the parliament of the Russia-administered Republic of Crimea. It claims to be a continuation of the 'Supreme Council of Crimea' following a vote by the Ukrainian parliament to dissolve the Supreme Council of Crimea. European Union (EU) concepts, acronyms, and jargon are a terminology set that has developed as a form of shorthand, to quickly express a (formal) EU process, an (informal) institutional working practice, or an EU body, function or decision, and which is commonly understood among EU officials or external people who regularly deal with EU institutions.
The Body of European Regulators for Electronic Communications (BEREC) is the body in which the regulators of the telecommunications markets in the European Union work together. Other participants include representatives of the European Commission, as well as telecommunication regulators from the member states of the EEA and of states that are in the process of joining the EU.
The European Citizens' Initiative (ECI) is a European Union (EU) mechanism aimed at increasing direct democracy by enabling "EU citizens to participate directly in the development of EU policies", introduced with the Treaty of Lisbon in 2007. This popular initiative enables one million citizens of the European Union, with a minimum number of nationals from at least seven member states, to call directly on the European Commission to propose a legal act in an area where the member states have conferred powers onto the EU level. This right to request the commission to initiate a legislative proposal puts citizens on the same footing as the European Parliament and the European Council, who enjoy this right according to Articles 225 and 241 of the Treaty on the Functioning of the European Union (TEFU). The commission holds the right of initiative in the EU. The first registered ECI, Fraternité 2020, was initiated on 9 May 2012, although the first submitted ECI was One Single Tariff.
The Treaties of the European Union are a set of international treaties between the European Union (EU) member states which sets out the EU's constitutional basis. They establish the various EU institutions together with their remit, procedures and objectives. The EU can only act within the competences granted to it through these treaties and amendment to the treaties requires the agreement and ratification of every single signatory.
The ninth European Parliament was elected during the 2019 elections and sat until the tenth European Parliament was sworn in on 16 July 2024.

The Bureau of the European Parliament election was held on 16 and 17 July 2024, where members of the European Parliament, elected in the 2024 election, voted to elect its Bureau for the 2.5 years term during the Tenth European Parliament. On 16 July, Roberta Metsola was elected president of the European Parliament together with 14 vice-presidents. On 17 July, 5 quaestors were elected.
