The Chairman, Chiefs of Staff Committee (Chairman COSC) [1] is a position in the Indian Armed Forces, usually held by a four-star officer serving as the Chief of Defence Staff (CDS) of the Indian military. The position holder chairs the Chiefs of Staff Committee, and serves as the principal adviser to the prime minister and Minister of Defence. The position is not a statutory office but rather a title held by the senior most serving military officer of India. Until 2020, the chairmanship of the COSC was held in rotation by the senior-most service chief until his retirement, but this arrangement was found to be unsatisfactory. [3] [4] Thus, when the post of the CDS was established, its holder was also made the permanent Chairman COSC. [5] [6]

In the absence of the CDS, a temporary Chairman Chiefs of Staff Committee may be appointed. On 15 December 2021, after the demise of General Bipin Rawat, the then Chief of Defence Staff on 8 December in a plane crash, General Manoj Mukund Naravane was appointed Chairman COSC. He remained in office until his retirement on 30 April 2022, following which the position fell vacant. [7] After four months, Lieutenant General Anil Chauhan (Retired) was appointed the CDS and permanent Chairman, COSC on 28 September.

History

The Chiefs of Staff Committee was established on 15 August 1947, upon Indian independence, and was conceived as the "supreme professional body" to advise the Minister of Defence and the Cabinet Committee on Political Affairs on all military-related matters. The chairman of the committee was the Commander-in-Chief (Chief of Staff from 1955) of the three armed forces who has been on the committee for the longest. General Sir Robert Lockhart was the first chairman, with General K. M. Cariappa appointed the first Indian chairman on 14 October 1951. [2] The committee was assisted by several sub-committees dealing with specific problems pertaining to administrative, training and planning matters.

Following the end of the Kargil war, Kargil Review Committee found there was a lack of communication between the service branches, and therefore suggested to create the position of Chief of Defence Staff (CDS). This was however rejected by many members of the military, arguing that only great or imperial powers engaging in power projection needed that amount of integration. [8] A compromise was reached with the office of the COSC. [9] The chairman was responsible for inter-service synergy. [3] However, as the Chairman COSC only served as Primus inter pares to the other Chiefs of Staff, he did not wield any power. [10] The chairman was assisted by the Integrated Defence Staff. [11] [12]

Talks concerning the creation of a Chief of Defence Staff position continued for over a decade, [10] along with a suggestion the position of chairman be made permanent, with a renewable two-year term. [10] Both of these suggestions were rejected by the Indian Air Force. [10] In December 2018, however, the Chairman Chiefs of Staff Committee Admiral Sunil Lanba stated the heads of the three services had "finally agreed on a permanent chief of staff committee," and the matter had been sent to the Defence Ministry for consideration. [13]

On Independence Day 2019, Prime Minister Narendra Modi announced the government's decision to make the Chief of Defence Staff the permanent Chairman COSC, with the CDS being a "first among equals" among the service chiefs, who would deal with India's national security with a comprehensive approach, acting as a single-point military adviser to the prime minister and defence minister. [14]

Following the death of the late CDS Bipin Rawat in a helicopter crash in December 2021, the government reverted to the previous system as a stop-gap arrangement and appointed General Manoj Mukund Naravane as Chairman COSC. [15] [16] [17] He remained in office until his retirement on 30 April 2022. The post remained vacant until the appointment of Lieutenant General Anil Chauhan (Retired) as CDS and permanent Chairman, COSC on 28 September.

Air Chief Marshal Birender Singh Dhanoa, PVSM, AVSM, YSM, VM, ADC is an Indian air force officer who was the 22nd Chief of the Air Staff of the Indian Air Force and served from 31 December 2016 to 30 September 2019. Dhanoa also served as the Chairman of the Chiefs of Staff Committee.

<span class="mw-page-title-main">Manoj Mukund Naravane</span> 27th Chief of the Army Staff (India)

General Manoj Mukund Naravane, is a retired Indian Army General who served as the 28th Chief of the Army Staff (COAS), as well as the temporary Chairman of the Chiefs of Staff Committee from 15 December 2021 until his superannuation on 30 April 2022. He took over as COAS from General Bipin Rawat on 31 December 2019 after the latter completed his term. Prior to his appointment as the COAS, the general served as the 40th Vice Chief of Army Staff (VCOAS) of the Indian Army, General Officer Commanding-in-Chief (GOC-in-C) of Eastern Command and General Officer Commanding-in-Chief of Army Training Command.

General Anil Chauhan is a four-star general of the Indian Army, who is the current and 2nd Chief of Defence Staff (CDS) of the Indian Armed Forces, since 30 September 2022.

<span class="mw-page-title-main">Podali Shankar Rajeshwar</span> Indian general

Lieutenant General Podali Shankar Rajeshwar PVSM, AVSM, VSM, ADC is a former General officer in the Indian Army. He last served as the 14th Commander-in-Chief, Andaman and Nicobar Command, from December 2019 to May 2020. He took office on 1 December 2019 when Vice Admiral Bimal Verma retired. He superannuated on 31 May 2020, handing over command to Lieutenant General Manoj Pande. Earlier, he had served as the 12th Chief of Integrated Defence Staff, from November 2018 to November 2019.

<span class="mw-page-title-main">Chief of Defence Staff (India)</span> Overall professional head of the Indian Armed Forces

The Chief of Defence Staff (CDS) is the principal military authority and senior-most appointment of the Indian Armed Forces. Deemed the overall professional head of India’s three armed services, namely, the Indian Army, the Indian Navy and the Indian Air Force, the CDS is the highest-ranking military officer in service, responsible for overseeing inter-service jointness across all disciplines related to military functioning. Primarily, the office operates on a status of primus inter pares i.e., first among equals with the chiefs of the three services, and functions as the Permanent-Chairman of the Chiefs of Staff Committee (COSC) – the inter-service syndicate responsible for ensuring the establishment-cum-preservation of military integration.

The Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC) is the head of the Integrated Defence Staff which acts as the point organisation for jointmanship in the Ministry of Defence. In November 2019, government sources disclosed the post of Chief of Integrated Defence Staff would be converted to that of Vice Chief of Defence Staff some in the future.

The Commandant of the Defence Services Staff College is the head and overall in-charge of the Defence Services Staff College. The Commandant of the Academy is a Three-star rank officer from the Indian Army. He is supported by the chief instructors of the Army, Navy and Air wings, Major General in charge of Administration, Brigadier General Staff and a staff officer.

<span class="mw-page-title-main">2021 Indian Air Force Mil Mi-17 crash</span> Helicopter crash in India with 14 fatalities

On 8 December 2021, a Mil Mi-17V-5 transport helicopter operated by the Indian Air Force (IAF) crashed between Coimbatore and Wellington in the state of Tamil Nadu, after departing from Sulur Air Force Station. The helicopter was carrying Chief of Defence Staff General Bipin Rawat and 13 others, including his wife and staff. Everyone on board was killed in the immediate aftermath, except Group Captain Varun Singh, who died from his injuries at a hospital a week later.
