The Child Nutrition Act of 1966 (CNA) is a United States federal law (act) signed on October 11, 1966 by President Lyndon B. Johnson. The Act was created as a result of the "years of cumulative successful experience under the National School Lunch Program (NSLP) to help meet the nutritional needs of children." The National School Lunch Program feeds 30.5 million children per day (as of 2007). NSLP was operated in over 101,000 public and nonprofit private schools in 2007. [1] The Special Milk Program, functioning since 1954, was extended to June 30, 1970 and incorporated into the act. The act also provided Federal funding assistance towards non-food purchases for school equipment.
The act established the School Breakfast Program, a federally assisted meal program that provides low-cost or free breakfasts to children in public and non-profit schools as well as child care institutions. During the signing of the act, the president remarked that "good food is essential to good learning."
It is important for food programs such as these in schools because some students may receive all their meals from school. According to the CDC, a poor diet can lead to energy imbalance (e.g., eating more calories than one expends through physical activity) and can increase one’s risk for overweight and obesity. Without a well balanced diet it could cause a child's brain to not develop normally (Berger, 172). Children may be malnourished and could possibly suffer from Protein-calorie malnutrition (Berger 172). In the long run if children do suffer from lack of nutrients it will not only impede brain growth but affect their ability to learn as well (Berger, 172). Some students have recognized the importance of a well balanced diet and started programs on a local level. Programs like the School Food Plus Initiative & E.A.T.W.I.S.E (Cooper, 54). Parents are also getting in on the action and have formed school district wellness committees around the country. They are looking forward to developing wellness policies that will charge local school districts with setting targets for nutrition education (Cooper, 84).
The National School Breakfast Program feeds 10 million children each day, and the National School Lunch Program feeds more than 30 million students. However, the national standards and meal requirements for these meals were created more than a decade ago. The planning model used to develop current nutritional standards and related meal requirements is based on legislation (USDA, 1995) that provided specifications for use of 1995 Dietary Guidelines for American and the 1989 Recommended Dietary Allowances (Stallings, 89). This model considers needs of the entire population of school children rather than specific individuals (Stallings, 91).
The William F. Goodling Child Nutrition Reauthorization Act of 1998 (Pub. L. 105–336 (text) (PDF)) extended expiring authorizations for child nutrition and Commodity Assistance Programs, and the WIC program, through fiscal year 2003. Among other things, this law significantly expanded the availability of federal subsidies (through the school lunch program and the CACFP) for snacks served in after-school programs and authorized demonstration projects providing free breakfasts for elementary school children without regard to family income. Modest revisions were made to child nutrition and WIC program rules.
The Child Nutrition and WIC Reauthorization Act of 2004 (S. 2507, Pub. L. 108–265 (text) (PDF)) required that all school districts with a federally funded school meal program develop wellness policies that address nutrition and physical activity. [2]
The Fresh Fruit and Vegetable Snack Program (Food and Nutrition Service) was also designed to increase fruit and vegetables available to schools. In 2008, a farm bill called for gradual expansion of program to all states by 2012. [1]
In the fall of 2009 the Institute of Medicine recommended updates and revisions to the school lunch and breakfast programs, at the request of U.S. Department of Agriculture (USDA). The committee reviewed the current regulations for the National School Lunch Program and School Breakfast Program Nutrition Standards and Meal Requirements. The planning model used to develop current nutritional standards and related meal requirements is based on legislation (USDA,1995) that provided specifications for use of 1995 Dietary Guidelines for American and the 1989 Recommended Dietary Allowances (NRC, 1989). To meet its task, the IOM committee also reviewed and assessed the food and nutritional needs of school-aged children in the United States using the 2005 Dietary Guidelines for Americans set by the Department of Health and Human Services (HHS) and USDA, as well as the IOM’s Dietary Reference Intakes (DRI). The committee recommends numerous revisions and that emphasis be placed on revised Meal Requirements rather than on nutrients per se. The committee’s recommended new approach clearly focuses on providing meals that are consistent with the Dietary Guidelines for Americans. The Dietary Reference Intake (DRI) is a system of nutrition recommendations from the National Academy of Medicine (NAM) of the National Academies. It was introduced in 1997 in order to broaden the existing guidelines known as Recommended Dietary Allowances. The DRI values differ from those used in nutrition labeling on food and dietary supplement products in the U.S. and Canada, which uses Reference Daily Intakes (RDIs) and Daily Values (%DV) which were based on outdated RDAs from 1968 but were updated as of 2016.

The Richard B. Russell National School Lunch Act is a 1946 United States federal law that created the National School Lunch Program (NSLP) to provide low-cost or free school lunch meals to qualified students through subsidies to schools. The program was established as a way to prop up food prices by absorbing farm surpluses, while at the same time providing food to school-age children. It was named after Richard Russell Jr., signed into law by President Harry S. Truman in 1946, and entered the federal government into schools' dietary programs on June 4, 1946.

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is an American federal assistance program of the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA) for healthcare and nutrition of low-income pregnant women, breastfeeding women, and children under the age of five as part of child nutrition programs. Their mission is to be a partner with other services that are key to childhood and family well-being. WIC serves 53% of all infants born in the United States.
Food policy is the area of public policy concerning how food is produced, processed, distributed, purchased, or provided. Food policies are designed to influence the operation of the food and agriculture system balanced with ensuring human health needs. This often includes decision-making around production and processing techniques, marketing, availability, utilization, and consumption of food, in the interest of meeting or furthering social objectives. Food policy can be promulgated on any level, from local to global, and by a government agency, business, or organization. Food policymakers engage in activities such as regulation of food-related industries, establishing eligibility standards for food assistance programs for the poor, ensuring safety of the food supply, food labeling, and even the qualifications of a product to be considered organic.
The Child and Adult Care Food Program (CACFP) is a type of United States federal assistance provided by the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA) to states in order to provide a daily subsidized food service for an estimated 3.3 million children and 120,000 elderly or mentally or physically impaired adults in non-residential, day-care settings. It is a branch within the Policy and Program Development Division of the Child nutrition programs, along with the School Programs Branch, which runs the National School Lunch Program. The program is commonly referred to as the Child Care, Child Care Food, Adult Care, or Adult Care Food Program, and is often operating in conjunction with other child and adult day-care programs, such as the Head Start. Its federal identification number, or CFDA number, is 10.558. Section 17 of the National School Lunch Act, and USDA issues the program regulations under 7 CFR part 226.
The ketchup as a vegetable controversy stemmed from proposed regulations of school lunches by the USDA's Food and Nutrition Service (FNS) in 1981, early in the presidency of Ronald Reagan. The regulations were intended to provide meal planning flexibility to local school lunch administrators coping with cuts to the National School Lunch Program enacted by the Omnibus Reconciliation Acts of 1980 and 1981. The proposed changes allowed administrators to meet nutritional requirements by crediting food items not explicitly listed. While ketchup was not mentioned in the original regulations, pickle relish was used as an example of an item that could count as a vegetable.
Farm to School is a program in the United States through which schools buy and feature locally produced, farm-fresh foods such as dairy, fruits and vegetables, eggs, honey, meat, and beans on their menus. Schools also incorporate nutrition-based curriculum and provide students with experiential learning opportunities such as farm visits, garden-based learning, and recycling programs. As a result of Farm to School, students have access to fresh, local foods, and farmers have access to new markets through school sales. Farmers are also able to participate in programs designed to educate kids about local food and agriculture.
The Dietary Guidelines for Americans (DGA) provide nutritional advice for Americans who are healthy or who are at risk for chronic disease but do not currently have chronic disease. The Guidelines are published every five years by the US Department of Agriculture, together with the US Department of Health and Human Services. Notably, the most recent ninth edition for 2020–25 includes dietary guidelines for children from birth to 23 months. In addition to the Dietary Guidelines per se, there are additional tools for assessing diet and nutrition, including the Healthy Eating Index (HEI), which can be used to assess the quality of a given selection of foods in the context of the Dietary Guidelines. In the United States, the Child Nutrition Programs are a grouping of programs funded by the federal government to support meal and milk service programs for children in schools, residential and day care facilities, family and group day care homes, and summer day camps, and for low-income pregnant and postpartum women, infants, and children under age 5 in local WIC clinics.
The School Breakfast Program (SBP) is a federally funded meal program that provides free and reduced cost breakfasts to children at public and private schools, and child care facilities in the United States. All children in participating schools and residential institutions are eligible for a federally subsidized meal, regardless of family income. However, free meals must be offered to children from families with incomes below 130% of the federal poverty level, and reduced price meals to those with family incomes between 130% and 185% of the poverty level. Those families over 185% poverty level have to pay full price for their meals which are set by the school. Even though the children have to pay for their own meals, the school is still reimbursed to some extent.
The Healthy Meals for Healthy Americans Act of 1994 reauthorized several expiring programs under the National School Lunch Act and Child Nutrition Amendments of 1966 through FY1998. Required that federally subsidized meal programs conform their meal requirements to the Dietary Guidelines for Americans, permanently authorized the nutrition education and training program and made it an entitlement, and expanded the outreach and coordination of WIC. Subsequently, P.L. 104-193 restored NET to discretionary status and to a multi-year authorization rather than a permanent authorization.
The Healthy, Hunger-Free Kids Act of 2010 is a federal statute signed into law by President Barack Obama on December 13, 2010. The law is part of the reauthorization of funding for child nutrition. It funded child nutrition programs and free lunch programs in schools for 5 years. In addition, the law set new nutrition standards for schools, and allocated $4.5 billion for their implementation. The new nutrition standards were a centerpiece of First Lady Michelle Obama's Let's Move! initiative to combat childhood obesity. In FY 2011, federal spending totaled $10.1 billion for the National School Lunch Program. The Healthy, Hunger-Free Kids Act allows USDA, for the first time in 30 years, opportunity to make real reforms to the school lunch and breakfast programs by improving the critical nutrition and hunger safety net for millions of children. Healthy, Hunger-Free Kids Act and Michelle Obama were a step in transforming the food pyramid recommendation, which has been around since the early 1990s, into what is now known as "MyPlate".
Nutrition education is a combination of learning experiences designed to teach individuals or groups about the principles of a balanced diet, the importance of various nutrients, how to make healthy food choices, and how both dietary and exercise habits can affect overall well-being. It includes a combination of educational strategies, accompanied by environmental supports, designed to facilitate voluntary adoption of food choices and other nutrition-related behaviors conducive to well-being. Nutrition education is delivered through multiple venues and involves activities at the individual, community, and policy levels. Nutrition Education also critically looks at issues such as food security, food literacy, and food sustainability.
MyPlate is the current nutrition guide published by the United States Department of Agriculture's Center for Nutrition Policy and Promotion, and serves as a recommendation based on the Dietary Guidelines for Americans. It replaced the USDA's MyPyramid guide on June 2, 2011, ending 19 years of USDA food pyramid diagrams. MyPlate is displayed on food packaging and used in nutrition education in the United States. The graphic depicts a place setting with a plate and glass divided into five food groups that are recommended parts of a healthy diet. This dietary recommendation combines an organized amount of fruits, vegetables, grains, protein, and dairy. It is designed as a guideline for Americans to base their plate around in order to make educated food choices. ChooseMyPlate.gov shows individuals the variety of these five subgroups based on their activity levels and personal characteristics.
School meals are provided free of charge, or at a government-subsidized price, to United States students from low-income families. These free or subsidized meals have the potential to increase household food security, which can improve children's health and expand their educational opportunities. A study of a free school meal program in the United States found that providing free meals to elementary and middle school children in areas characterized by high food insecurity led to increased school discipline among the students.
The Summer Food Service Program (SFSP) began in 1968. It was an amendment to the National School Lunch Act. Today, the SFSP is the largest federal resource available for local sponsors who want to combine a child nutrition program with a summer activity program. Sponsors can be public or private groups, such as non-profit organizations, government entities, churches, universities, and camps. The government reimburses sponsors for the food at a set rate. There are still communities that have not created a Summer Food Service Program in their community. For those individuals that want to help ensure children have meals during the summer, they can get more information from the USDA or their state government agencies.

The Institute of Child Nutrition (ICN), formerly known as the National Food Service Management Institute (NFSMI), is a Mississippi-based, federally funded national center dedicated to child nutrition. Established in 1989, the Institute conducts applied research, develops training materials, provides training, and serves as a clearinghouse of information for professionals within federally assisted child nutrition programs. It is located within the School of Applied Sciences at the University of Mississippi. The Institute, authorized by Congress under Section 21 of the Richard B. Russell National School Lunch Act, is funded by a grant administered through the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS).
