Cletus Komena Emein was Governor of Niger State in Nigeria from 9 Dec 1993 to 22 Aug 1996. [1] He became a member of the Niger Delta Committee,tasked with solving the endemic violence in the oil-producing region,in September 2008. [2]
As governor of Niger State he was noted for going to work without a security guard. [3] In 1994 he dethroned Etsu Muhammadu Attahiru of the Agaie Emirate due to allegations that he had murdered Alhaji Ibrahim Tsadu,Chairman of the Agaie Local Government Area. Attahiru was later cleared of the allegation. [4] He retired with the rank of Brigadier-General. [3]
Cletus Emein became chairman of Reach Engineering &Diving Services,a company involved in maintenance of offshore oil rigs. [5]
In October 2004,Cletus Emein and other Ijaw leaders asked a visiting delegation from the British government to advise the Shell Petroleum Development Company to avoid trouble in the region by ceasing to take undue advantage of the people of the Niger Delta. [6] In April 2005 Cletus Emein called on the Federal Government to ensure that oil companies operating in the Niger Delta comply with their legal obligations to the communities in the region,imposing severe penalties for non-compliance. [7]
Speaking about a Niger Delta stakeholders conference called by President Olusegun Obasanjo in April 2006,General Cletus Emein said he was not against dialogue. However,the Federal Government must already know that the people of the Niger-Delta,particularly the Ijaw,were being grossly marginalized. [8] In May 2008,speaking as a member and advisor on Peace and Security of the Izon Council of Elders in Delta State,Cletus Emein called for restraint by both the militants and the Joint Military Task Force to avoid causing further harm to Ijaw communities in the area. He called on the Federal Government to set up a panel to determine the cause of the recent crisis and recommend how to avoid a repeat. [9] In September 2008 Delta State Governor Emmanuel Uduaghan nominated General Cletus Emein to the Niger Delta committee as a representative of the Ijaw ethnic group. [2]

It is located within nine coastal southern Nigerian states,which include:all six states from the South South geopolitical zone,one state (Ondo) from South West geopolitical zone and two states from South East geopolitical zone.
Bayelsa is a state in the South South region of Nigeria,located in the core of the Niger Delta. Bayelsa State was created in 1996 and was carved out from Rivers State,making it one of the newest states in the federation. The capital,Yenagoa,is susceptible to high risk of annual flooding. It shares a boundary with Rivers State to the East and Delta State to the west,with the waters of the Atlantic Ocean dominating its southern borders. The Movement for the Emancipation of the Niger Delta (MEND) is a decentralised militant group in the Niger Delta region of Nigeria. MEND's actions –including sabotage,theft,property destruction,guerrilla warfare,and kidnapping –are part of the broader conflict in the Niger Delta and reduced Nigeria's oil production by 33% between 2006-07.
Asari-Dokubo,formerly Melford Dokubo Goodhead Jr. and typically referred to simply as Asari,is a major political figure of the Ijaw ethnic group in the Niger Delta region of Nigeria. He was president of the Ijaw Youth Council for a time beginning in 2001 and later founded the Niger Delta People's Volunteer Force which would become one of the most prominent armed groups operating in the Niger Delta region. He is a Muslim with populist views and an anti-government stance that have made him a folk hero amongst certain members of the local population.
Ateke Tom is a traditional ruler and the first Amanyanabo of Okochiri Kingdom,who was the former leader of the Niger Delta Vigilante,an ethnic Ijaw militia in the Niger Delta region of Nigeria. In August 2007,following days of gun fights between various militia groups and security forces in Port Harcourt,Ateke Tom wrote to the Governor of Rivers State Celestine Omehia,requesting amnesty in response to an offer of clemency and rehabilitation the government had offered to militia who surrendered.
The current conflict in the Niger Delta first arose in the early 1990s over tensions between foreign oil corporations and a number of the Niger Delta's minority ethnic groups who feel they are being exploited,particularly the Ogoni and the Ijaw. Ethnic and political unrest continued throughout the 1990s despite the return to democracy and the election of the Obasanjo government in 1999. Struggle for oil wealth and environmental harm over its impacts has fueled violence between ethnic groups,causing the militarization of nearly the entire region by ethnic militia groups,Nigerian military and police forces,notably the Nigerian Mobile Police. The violence has contributed to Nigeria's ongoing energy supply crisis by discouraging foreign investment in new power generation plants in the region.

The Agaie Emirate was a state created by Malam Baba,a Fulani warrior who conquered the Nupe people of the area in 1822. Its seat was the present town of Agaie in Niger State,Nigeria,and was subject to the Sokoto Caliphate. Baba's son Abdullahi was inaugurated as the first emir of Agaie in 1832. The Agaie Emirate comprised one part of the old Nupe Kingdom,the others being the Bida Emirate and the Lapai Emirate.

ChiefMofia Tonjo Akobo was a Nigerian politician and campaigner on environmental and resource control issues. He was the first Minister of Petroleum Resources in the Federal government of Nigeria. He was trained as a medical doctor and a soldier and was deployed in the Nigerian Civil War (1967-1970). As the first Minister of Petroleum,it made him a key figure in developing the economy after the war,unfortunately still heavily reliant on oil.
Edwin Clark is a Nigerian nationalist,Ijaw leader and politician from Delta State who worked with the administrations of military governor Samuel Ogbemudia and head of state,General Yakubu Gowon between 1966 and 1975. In 1966,he was a member of an advisory committee to the military governor of the Mid-Western Region province,David Ejoor and was appointed Federal Commissioner of Information in 1975.
