A fish screen is designed to prevent fish from swimming or being drawn into an aqueduct, cooling water intake, intake tower, dam or other diversion on a river, lake or waterway where water is taken for human use. They are intended to supply debris-free water without harming aquatic life. Fish screens are typically installed to protect endangered species of fishes that would otherwise be harmed or killed when passing through industrial facilities such as steam electric power plants, hydroelectric generators, petroleum refineries, chemical plants, farm irrigation water and municipal drinking water treatment plants. However, many fish are killed or injured on screens or elsewhere in the intake structures. [1]
Fish screens may be positive barriers (devices such as a perforated metal plate that physically prevents fish from passing) or behavioral barriers (devices that encourage fish to swim away). Most behavioral barriers are experimental and of unproven effectiveness. [2] : p. 4–19
Positive barriers are often effective at keeping aquatic organisms from entering a cooling system, but may also kill them by impinging them on the screens. [3] These barrier types are widely used and include:
Besides simply preventing fish from passing, fish screens are designed to minimize stress and injury that occur when fish impact the screen or are subjected to changes in water velocity and direction caused by the diversion. [2] : pp.4-3ff
The U.S. Environmental Protection Agency (EPA) has evaluated other barrier technologies and identified some as potentially effective, although not widely demonstrated (as of 2004):
Some fish screens are designed to protect a single species of fish (for example, salmon) and are not necessarily effective at protecting other fish species. Some screens are capable of protecting more than one species or type of life. Additionally, some screens may effectively protect juvenile and adult fish, but not fish eggs and larvae. [4]
The cost of a fish screen varies from thousands of US dollars for small, low-flow-rate screens to millions of US dollars in the case of very large custom-designed systems that filter a large flow of water. Maintenance costs can be significant, including repairs, removing trash, and adjusting the equipment for changes in stream conditions.
For some low volume, non-industrial water diversion applications, there are screens available that have no moving parts, do not require electricity, and have very little need for maintenance. [5]
Many power plants and other industries in the U.S. continue to use screens that impinge fish. For example, the cooling system at the Indian Point Energy Center in New York was claimed to kill over a billion fish eggs and larvae annually. [6] At the Bay Shore Power Plant in Ohio, 46 million fish were killed over an 18-month period. [3] [7] Organisms that pass through the screens are killed or stressed (depending on the species) as they become entrained in the cooling system. [4] 208 million fish eggs and over 2 billion small and larval fish were entrained at the Bay Shore plant over the same 18 months. [7] EPA estimates that billions of fish and other organisms are killed each year in cooling water intakes. [8]
In the United States, the National Marine Fisheries Service, a division of NOAA, mandates positive-barrier fishscreens in most new diversions from waterways where endangered or threatened fish species occur. Some existing unscreened diversions whose construction pre-dates fish-screen mandates are allowed to continue operating by grandfather rule.[ citation needed ]
The U.S. Clean Water Act requires EPA to issue regulations on industrial cooling water intake structures. [9] The agency issued regulations for new facilities in 2001 (amended 2003), [10] and for existing facilities in 2014. [11]
A pollutant or novel entity is a substance or energy introduced into the environment that has undesired effects, or adversely affects the usefulness of a resource. These can be both naturally forming or anthropogenic in origin. Pollutants result in environmental pollution or become public health concerns when they reach a concentration high enough to have significant negative impacts.
Industrial waste is the waste produced by industrial activity which includes any material that is rendered useless during a manufacturing process such as that of factories, mills, and mining operations. Types of industrial waste include dirt and gravel, masonry and concrete, scrap metal, oil, solvents, chemicals, scrap lumber, even vegetable matter from restaurants. Industrial waste may be solid, semi-solid or liquid in form. It may be hazardous waste or non-hazardous waste. Industrial waste may pollute the nearby soil or adjacent water bodies, and can contaminate groundwater, lakes, streams, rivers or coastal waters. Industrial waste is often mixed into municipal waste, making accurate assessments difficult. An estimate for the US goes as high as 7.6 billion tons of industrial waste produced annually, as of 2017. Most countries have enacted legislation to deal with the problem of industrial waste, but strictness and compliance regimes vary. Enforcement is always an issue.
Water pollution is the contamination of water bodies, usually as a result of human activities, so that it negatively affects its uses. Water bodies include lakes, rivers, oceans, aquifers, reservoirs and groundwater. Water pollution results when contaminants mix with these water bodies. Contaminants can come from one of four main sources: sewage discharges, industrial activities, agricultural activities, and urban runoff including stormwater. Water pollution is either surface water pollution or groundwater pollution. This form of pollution can lead to many problems, such as the degradation of aquatic ecosystems or spreading water-borne diseases when people use polluted water for drinking or irrigation. Another problem is that water pollution reduces the ecosystem services that the water resource would otherwise provide.
Water cooling is a method of heat removal from components and industrial equipment. Evaporative cooling using water is often more efficient than air cooling. Water is inexpensive and non-toxic; however, it can contain impurities and cause corrosion.
The Clean Water Act (CWA) is the primary federal law in the United States governing water pollution. Its objective is to restore and maintain the chemical, physical, and biological integrity of the nation's waters; recognizing the responsibilities of the states in addressing pollution and providing assistance to states to do so, including funding for publicly owned treatment works for the improvement of wastewater treatment; and maintaining the integrity of wetlands.
Pilgrim Nuclear Power Station (PNPS) is a decommissioned nuclear power plant in Massachusetts in the Manomet section of Plymouth on Cape Cod Bay, south of the tip of Rocky Point and north of Priscilla Beach. Like many similar plants, it was constructed by Bechtel, and was powered by a General Electric BWR 3 boiling water reactor inside of a Mark 1 pressure suppression type containment and generator. With a 690 MW production capacity, it produced about 14% of the electricity generated in Massachusetts.
A fecal coliform is a facultatively anaerobic, rod-shaped, gram-negative, non-sporulating bacterium. Coliform bacteria generally originate in the intestines of warm-blooded animals. Fecal coliforms are capable of growth in the presence of bile salts or similar surface agents, are oxidase negative, and produce acid and gas from lactose within 48 hours at 44 ± 0.5°C. The term "thermotolerant coliform" is more correct and is gaining acceptance over "fecal coliform".
Thermal pollution, sometimes called "thermal enrichment", is the degradation of water quality by any process that changes ambient water temperature. Thermal pollution is the rise or drop in the temperature of a natural body of water caused by human influence. Thermal pollution, unlike chemical pollution, results in a change in the physical properties of water. A common cause of thermal pollution is the use of water as a coolant by power plants and industrial manufacturers. Urban runoff—stormwater discharged to surface waters from rooftops, roads, and parking lots—and reservoirs can also be a source of thermal pollution. Thermal pollution can also be caused by the release of very cold water from the base of reservoirs into warmer rivers.
Onsite sewage facilities (OSSF), also called septic systems, are wastewater systems designed to treat and dispose of effluent on the same property that produces the wastewater, in areas not served by public sewage infrastructure.
New Source Performance Standards (NSPS) are pollution control standards issued by the United States Environmental Protection Agency (EPA). The term is used in the Clean Air Act Extension of 1970 (CAA) to refer to air pollution emission standards, and in the Clean Water Act (CWA) referring to standards for water pollution discharges of industrial wastewater to surface waters.
Effluent is wastewater from sewers or industrial outfalls that flows directly into surface waters, either untreated or after being treated at a facility. The term has slightly different meanings in certain contexts, and may contain various pollutants depending on the source.
A combined sewer is a type of gravity sewer with a system of pipes, tunnels, pump stations etc. to transport sewage and urban runoff together to a sewage treatment plant or disposal site. This means that during rain events, the sewage gets diluted, resulting in higher flowrates at the treatment site. Uncontaminated stormwater simply dilutes sewage, but runoff may dissolve or suspend virtually anything it contacts on roofs, streets, and storage yards. As rainfall travels over roofs and the ground, it may pick up various contaminants including soil particles and other sediment, heavy metals, organic compounds, animal waste, and oil and grease. Combined sewers may also receive dry weather drainage from landscape irrigation, construction dewatering, and washing buildings and sidewalks.
Sewage treatment is a type of wastewater treatment which aims to remove contaminants from sewage to produce an effluent that is suitable to discharge to the surrounding environment or an intended reuse application, thereby preventing water pollution from raw sewage discharges. Sewage contains wastewater from households and businesses and possibly pre-treated industrial wastewater. There are a high number of sewage treatment processes to choose from. These can range from decentralized systems to large centralized systems involving a network of pipes and pump stations which convey the sewage to a treatment plant. For cities that have a combined sewer, the sewers will also carry urban runoff (stormwater) to the sewage treatment plant. Sewage treatment often involves two main stages, called primary and secondary treatment, while advanced treatment also incorporates a tertiary treatment stage with polishing processes and nutrient removal. Secondary treatment can reduce organic matter from sewage, using aerobic or anaerobic biological processes.
Ballast water discharge typically contains a variety of biological materials, including plants, animals, viruses, and bacteria. These materials often include non-native, nuisance, exotic species that can cause extensive ecological and economic damage to aquatic ecosystems. Ballast water discharges are believed to be the leading source of invasive species in U.S. marine waters, thus posing public health and environmental risks, as well as significant economic cost to industries such as water and power utilities, commercial and recreational fisheries, agriculture, and tourism. Studies suggest that the economic cost just from introduction of pest mollusks to U.S. aquatic ecosystems is more than $6 billion per year.
In the United States, several federal agencies and laws have some jurisdiction over pollution from ships in U.S. waters. States and local government agencies also have responsibilities for ship-related pollution in some situations.
An ash pond, also called a coal ash basin or surface impoundment, is an engineered structure used at coal-fired power stations for the disposal of two types of coal combustion products: bottom ash and fly ash. The pond is used as a landfill to prevent the release of ash into the atmosphere. Although the use of ash ponds in combination with air pollution controls decreases the amount of airborne pollutants, the structures pose serious health risks for the surrounding environment.
Mercury regulation in the United States limit the maximum concentrations of mercury (Hg) that is permitted in air, water, soil, food and drugs. The regulations are promulgated by agencies such as the Environmental Protection Agency (EPA) and Food and Drug Administration (FDA), as well as a variety of state and local authorities. EPA published the Mercury and Air Toxics Standards (MATS) regulation in 2012; the first federal standards requiring power plants to limit emissions of mercury and other toxic gases.
Entergy Corp. v. Riverkeeper, Inc., 556 U.S. 208 (2009), is a decision by the United States Supreme Court that reviewed the Environmental Protection Agency's (EPA) interpretation of the Clean Water Act regulations with regard to cooling water intakes for power plants. Existing facilities are mandated to use the "Best Technology Available" to "minimize the adverse environmental impact." The issue was whether the agency may use a cost–benefit analysis (CBA) in choosing the Best Available Technology or (BAT) to meet the National Performance Standards (NPS).
Point source water pollution comes from discrete conveyances and alters the chemical, biological, and physical characteristics of water. In the United States, it is largely regulated by the Clean Water Act (CWA). Among other things, the Act requires dischargers to obtain a National Pollutant Discharge Elimination System (NPDES) permit to legally discharge pollutants into a water body. However, point source pollution remains an issue in some water bodies, due to some limitations of the Act. Consequently, other regulatory approaches have emerged, such as water quality trading and voluntary community-level efforts.
Water in Arkansas is an important issue encompassing the conservation, protection, management, distribution and use of the water resource in the state. Arkansas contains a mixture of groundwater and surface water, with a variety of state and federal agencies responsible for the regulation of the water resource. In accordance with agency rules, state, and federal law, the state's water treatment facilities utilize engineering, chemistry, science and technology to treat raw water from the environment to potable water standards and distribute it through water mains to homes, farms, business and industrial customers. Following use, wastewater is collected in collection and conveyance systems, decentralized sewer systems or septic tanks and treated in accordance with regulations at publicly owned treatment works (POTWs) before being discharged to the environment.
