The Ghana Civil Service is the single largest employer in Ghana. [1]

History

The service was established to replace the Gold Coast Civil Service. [2] The mission of the Civil Service, as stated in the Civil Service Law, 1993 PNDCL 327, “is to assist the Government in the formulation and implementation of government policies for the development of the country.” The following have occurred since the inception of the service;

  1. Before the wars of 1914 - 1918, there were many indigenous people in many senior grade positions in the civil service.
  2. In 1925 – 1926, Sir Gordon Guggisberg, the then Governor of the Gold Coast promulgated the first proposal for the development of indigenous civil service. This development was to increase the number of Africans holding high European positions and reduce the cost of employing Europeans and create a local machinery for accelerated development.
  3. In 1941 a scholarship program was launched to further the Africanisation project.
  4. 1948- an interim Public Service Commission was inaugurated to advice the Governor on the appointment and promotion in civil service.
  5. In 1951, there was restructuring of government machinery and the establishment of statutory corporation to assume certain functions of government.
  6. The Lidbury Committee report in 1951.
  7. Upon attaining independence and republican status in 1957 and 1960 respectfully, various Ministries and Government Departments have been created, restructured or re-aligned to suit the needs of the times
  8. In 1960, the Constituent Assembly passed the Civil Service Act, 1960 (CA.5). It provided for the following:
    • The creation of Civil Service posts,
    • The setting up of Ministries and Departments,
    • The appointment and retirement of Civil Servants, and for
    • The conditions of service, disciplinary proceedings and other matters relating to the Civil Service.
  9. The Civil Service Act, 1960, was later complemented by the Civil Service (Interim) Regulations, 1960 (L1.47).
  10. In 1993, the Civil Service Law, 1993 (PNDCL 327), was passed to replace the Civil Service Act, 1960 (CA.5).

Functions

For the purpose of achieving its object under the law, the Service performs the following functions-PNDC Law 32;

Mandate [3]

PNDC Law 327 (7) of 1993 [4] mandates the office of the civil service to undertake the following:

  1. Ensuring efficiency of the service;
  2. Having charge over all Civil Servants
  3. Ensuring effective implementation of government policies and plans;
  4. Advising government on employment and policy formulation within the Service;
  5. Advising on conduct of management audits and review, and
  6. Determining and advising on manpower limits for the Service.

Institutes

The Office of the Head of Civil Service currently has three(3) training institutions which perform different but complementary services to help the office achieve its objectives. [5] These institutes include;

The Accra Metropolitan District is one of the 254 Metropolitan, Municipal and Districts in Ghana, and among the 26 such districts in the Greater Accra Region with a population of 1,665,086 as of 2010. As of March 2018, it spans an area of approximately 60 km2 (23 sq mi) and encompasses the Ablekuma South, Ashiedu Keteke, and Okaikoi South sub-metropolitan district councils.

The Ministry of Education (MOE) is a multiportfolio government ministry of Ghana, responsible for the governance and management of Ghana's education. It is responsible for the national education curriculum, primarily instituted by Ghana Education Service, which is part of the Ministry.

Ghana Civil Aviation Authority

GCAA or Ghana Civil Aviation Authority is the national aviation authority and regulatory agency of the Republic of Ghana for air transportation in the country. It has its headquarters in Kotoka Airport in Accra.

Council for Scientific and Industrial Research – Ghana

The Council for Scientific and Industrial Research (CSIR) was established by NLC Decree 293 of October 10, 1968 amended by NLCD 329 of 1969, and re-established in its present form by CSIR Act 521 on November 26, 1996. The genesis of the Council however, dates back to the erstwhile National Research Council (NRC), which was established by the government in August 1958 to organize and coordinate scientific research in Ghana. In 1963, the NRC merged with the former Ghana Academy of Sciences, a statutory learned society. Following a review in 1966, the Academy was reconstituted into, essentially, its original component bodies, namely a national research organization redesignated the CSIR and a learned Society, designated the Ghana Academy of Arts and Sciences.

Ghana Immigration Service

The Ghana Immigration Service (GIS) is an agency of the government of Ghana under the Ministry of the Interior. The GIS regulates examination and authorization of application for visas, entry and residence permits in Ghana. Control of foreign nationals in Ghana, Facilitation of Ghanaian passport application processing, border control and management, Refugee registration, protection and management. The service advises on and ensures the effective implementation of all laws and regulations pertaining to immigration and related issues.[1]

Ministry of Youth and Sports (Ghana)

The Ministry of Youth and Sports of Ghana is the government agency responsible for youth empowerment and sports development.

Customs Excise and Preventive Service Government Agency

The Customs Excise and Preventive Service (CEPS) is the Government of Ghana agency responsible for the monitoring, regulation and inspection of exports into Ghana.

Takoradi Technical University is a public tertiary education institution (university) located in Sekondi-Takoradi, the capital of the Western Region of Ghana. Takoradi Technical University was established as a Government Technical Institute in 1954, and became part of the State Tertiary Education System. Later after the passage of the Polytechnic Law of 1992. It was replaced by Polytechnics Law in 2007. In 2016, the Bill to convert six out of the 10 polytechnics into a fully fledged university received a unanimous approval of Ghanaian legislators.

The Ghana Revenue Authority (GRA) is the Ghana administration charged with the task of assessing, collecting and accounting for tax revenue in Ghana. The core mandate of the Authority is to ensure maximum compliance with relevant laws in order to ensure a sustainable revenue stream for government as well as the controlled and safe flow of goods across the county’s borders.

Ministry of Trade and Industry (MOTI) is a government ministry of Ghana, headquartered in Accra.

The Ministry for Chieftaincy and Traditional Affairs is the official Ghanaian agency responsible the creation of linkages between the Government of Ghana and the traditional authorities in the country. Based on recommendations by the African Peer Review Mechanism and the citizenry the Jerry John Rawlings administration established the ministry to address the recommendations. The Ministry was set up in 1993 and is backed by the Civil Service Law, 1993. Prior to its establishment, its functions were performed by two agencies namely the Chieftaincy Division Secretariat under the Office of the President and the Culture Division under the National Commission on Culture.

The National Youth Authority (NYA) was established in 1974 by NRDC 241. It is thus, a Statutory Public Organization with the mandate to co-ordinate and facilitates youth empowerment activities in Ghana to ensure the development of the Ghanaian youth as a whole.

The National Commission for Civic Education (NCCE) is a government agency in Ghana. It is the commission responsible for the education of Ghanaians on civic matters. The commission was established by Act 452 of the Parliament of Ghana in 1993.

The Ministry of Lands and Natural Resources is a Government of Ghana ministry with the responsibility of formulating policies and exercising oversight responsibilities for all land and resources in Ghana. The ministry is headed by Hon. Kwaku Asomah-Cheremeh.

The Ministry of Fisheries and Aquaculture Development is a ministry in the Ghanaian government that concentrates on carrying out development interventions to move the fisheries sector and the industry to contribute efficiently to the overall development of the Ghanaian economy. This forms part of the 2014-2017 Sector Medium Term Development Plan.

Accra Technical University Public technical university school in Accra, Ghana

The Accra Technical University was established in 1949 as a Technical School in Ghana and commissioned in 1957 as Accra Technical Institute and converted into a Technical University by the Parliament of Ghana in 2013.

The Public Services Commission of Ghana is an independent, constitutionally-mandated, human resource planning institution tasked with managing the workforce of the Ghanaian public sector in a holistic manner.

National Development Planning Commission (NDPC)

The National Development Planning Commission  is a Ghanaian state agency committed to eradicating poverty and reducing inequalities in deprived areas and rural communities. The commission was established in 1992.
