Patrick Harmon was a 50-year-old African-American man [7] [8] fatally shot from behind by police officer Clinton Fox in Salt Lake City, Utah, on August 13, 2017. [9] The shooting took place after Harmon was pulled over by an officer for riding a bicycle without proper lighting. The incident led to protests in Salt Lake City, some organized by Black Lives Matter.

Incident

Harmon had been pulled over by police officer Kris Smith for bicycling without a red rear light. [9] [10] Officers tried to arrest Harmon after discovering an outstanding warrant. [1] Harmon attempted to flee the scene and was chased by the police, at which point officers said he turned towards them with a knife and was shot. [4] [9] The shooting of Harmon by Fox was recorded by police body cameras. Police also stated that Harmon verbally threatened them prior to the shooting saying "I’ll cut you". [9] [11] [12]

Harmon was tasered by Smith while [9] or when on the ground after [1] being shot by Fox.

Aftermath

The police and district attorney's office initially declined to release the body camera footage, [6] prompting public protest in Salt Lake City. [2] [13]

In early October 2017, some of the body camera footage was released, and the district attorney in Salt Lake City announced the decision not to file charges against the officers. The district attorney claimed that Harmon posed a threat to the officers. [14] Critics have argued that the video footage from the scene does not show such a threat because he was running away when he was shot. [12] [15] [10] [9] A local Black Lives Matter representative said that the community wanted the district attorney to resign, or else they would respond with protesting marches. [16]

Salt Lake City police Sgt. Brandon Shearer claimed that the officers had used police de-escalation tactics. [13] [3] Fox was criticized by a Black Lives Matter representative, for failing to de-escalate the situation. [9] [10]

In October 2017, following further public protests, the district attorney asked the FBI to review his decision not to prosecute the police involved. [17] [18]

Sean Monterrosa was a 22-year-old Latino American man who was fatally shot on June 2, 2020, by Vallejo police officer Jarrett Tonn. Monterrosa was on his knees and had his hands above his waist when Tonn shot him through the windshield of his unmarked police pickup truck. The police later said Tonn shot him because he erroneously believed a hammer in Monterrosa's pocket was a gun. Monterrosa later died at a local hospital.

On May 23, 2020, police officers killed 22-year-old Bernardo Palacios-Carbajal in Salt Lake City, Utah. Officers fired 34 shots at Palacios-Carbajal, striking him 13–15 times, after chasing him while he ran away carrying a gun and repeatedly dropping it and retrieving it. The shooting triggered protests coinciding with the worldwide protests following the murder of George Floyd. Bodycam footage was released on June 5. District Attorney Sim Gill announced on July 9 that the shooting was legally justified and that the officers would not face criminal charges.

On October 26, 2020, Walter Wallace Jr., a 27-year-old African-American man, was fatally shot by Philadelphia police officers Sean Matarazzo and Thomas Munz in Cobbs Creek, Philadelphia, Pennsylvania. The two officers arrived in the area to respond to a domestic dispute. When they arrived, Wallace walked out of his house carrying a knife. The two officers backed away while telling him to drop the knife shortly before they each fired several rounds at Wallace, hitting him in the shoulder and chest. He later died from his wounds in the hospital. Wallace's family stated that Wallace was having a mental health crisis.

On April 21, 2021, Andrew Brown Jr., a 42-year-old black American, was killed by a gunshot to the back of the head by the Sheriff Department in Elizabeth City, North Carolina, United States. The shooting occurred while deputies were serving drug-related search and arrest warrants at the Brown residence. The arrest warrant, issued on April 20, was for possession with intent to sell "approximately three grams of cocaine." Seven officers were placed on leave as a result of the shooting.

On March 31, 2021, Anthony Alvarez, a 22-year-old Latino man, was shot and killed by a Chicago Police Department officer in the Portage Park neighborhood on the Northwest Side of Chicago. Police body camera footage of Alvarez' death was released on April 28, showing Alvarez being shot in the back while fleeing from police with a firearm in his hand. The footage of Alvarez' death was the third high-profile release of footage showing police killing a young Latino in the month of April 2021, following Adam Toledo and Mario Gonzalez.

Law enforcement authorities fatally shot Winston Boogie Smith Jr., a 32-year-old black American man, in the Uptown area of Minneapolis at 2:08 p.m. CDT on June 3, 2021. Smith was being pursued by a U.S. Marshals Service task force that apprehends wanted fugitives. The arrest operation had the participation of undercover agents from several local police agencies in Minnesota. The officers did not use body cameras or dashcams when apprehending Smith. Controversy over the lack of law enforcement footage of the arrest operation led to local police agencies ceasing aid to the Marshals Service's fugitive task force, and to changes to body and dash camera policies by the Marshals and other federal law enforcement agencies.

On June 27, 2022, at approximately 12:30 a.m., Akron, Ohio, police officers shot Jayland Walker, a 25-year-old American from Akron. Following a traffic stop and car chase, footage showed an officer saying that Walker’s car is slowing down, having reached speeds of more than 50 miles per hour (80 km/h) in residential neighborhoods. Seconds later, Walker, wearing a ski mask, exited the vehicle and began to flee on foot. Officers pursued on foot and fired more than 90 times at Walker. Autopsy results showed that Walker's body was hit by more than 46 bullets.

On August 24, 2023, Ta'Kiya Young, a 21-year-old pregnant woman, was shot to death by a police officer in Blendon Township, Ohio after she accelerated her vehicle. The shooting occurred after police attempted to question her about alleged shoplifting from a local grocery store.
