Ukraine has formal relations with many nations and in recent decades has been establishing diplomatic relations with an expanding circle of nations. The foreign relations of Ukraine are guided by a number of key priorities outlined in the foreign policy of Ukraine.
Russia–European Union relations are the international relations between the European Union (EU) and Russia. Russia borders five EU member states: Estonia, Finland, Latvia, Lithuania and Poland; the Russian exclave of Kaliningrad is surrounded by EU members. Until the radical breakdown of relations following the 2022 Russian invasion of Ukraine, the EU was Russia's largest trading partner and Russia had a significant role in the European energy sector. Due to the invasion, relations became very tense after the European Union imposed sanctions against Russia. Russia placed all member states of the European Union on a list of "unfriendly countries", along with NATO members, Switzerland, Ukraine, and several Asia-Pacific countries.
Russia–South Africa relations are foreign relations between Russia and South Africa. Full diplomatic relations were established between both countries in 1942 as the Soviet Union. Russia has an embassy in Pretoria and a consulate-general in Cape Town. South Africa has an embassy in Moscow. Both countries are also members of BRICS.
China–Ukraine relations are foreign relations between Ukraine and China. The earliest contact in record between the nations date back to the first Russian Orthodox mission in China in 1715, which was led by the Ukrainian Archimandrite Hilarion (Lezhaysky). As part of the Soviet Union, Ukraine recognized the People's Republic of China in October 1949. After Ukraine gained independence from the Soviet Union in 1991, the two countries built formal diplomatic relations in 1992, and declared a strategic partnership in 2011.
There are currently no diplomatic or bilateral relations between Russia and Ukraine. The two states have been at war since Russia invaded the Crimean peninsula in February 2014, and Russian-controlled armed groups seized Donbas government buildings in May 2014. Following the Ukrainian Euromaidan in 2014, Ukraine's Crimean peninsula was occupied by unmarked Russian forces, and later illegally annexed by Russia, while pro-Russia separatists simultaneously engaged the Ukrainian military in an armed conflict for control over eastern Ukraine; these events marked the beginning of the Russo-Ukrainian War. In a major escalation of the conflict on 24 February 2022, Russia launched a large scale military invasion across a broad front, causing Ukraine to sever all formal diplomatic ties with Russia.
The foreign policy of Vladimir Putin concerns the policies of the Russian Federation's president Vladimir Putin with respect to other nations. He has held the office of the President previously from 2000 to 2008, and reassumed power again in 2012 and has been President since.
Qatar–Russia relations are the bilateral foreign relations between the two countries, Qatar and Russia.
Opposition to the government of President Vladimir Putin in Russia, commonly referred to as the Russian opposition, can be divided between the parliamentary opposition parties in the State Duma and the various non-systemic opposition organizations. While the former are largely viewed as being more or less loyal to the government and Putin, the latter oppose the government and are mostly unrepresented in government bodies. According to Russian NGO Levada Center, about 15% of the Russian population disapproved of Putin in the beginning of 2023.
The Russo-Ukrainian War is an ongoing war between Russia and Ukraine, which began in February 2014. Following Ukraine's Revolution of Dignity, Russia occupied and annexed Crimea from Ukraine and supported pro-Russian separatists fighting the Ukrainian military in the Donbas war. The first eight years of conflict also included naval incidents, cyberwarfare, and heightened political tensions. In February 2022, Russia launched a full-scale invasion of Ukraine and began occupying more of the country.
During the prelude to the Russian invasion of Ukraine and the Russian invasion of Ukraine, multiple cyberattacks against Ukraine were recorded, as well as some attacks on Russia. The first major cyberattack took place on 14 January 2022, and took down more than a dozen of Ukraine's government websites. According to Ukrainian officials, around 70 government websites, including the Ministry of Foreign Affairs, the Cabinet of Ministers, and the National and Defense Council (NSDC), were attacked. Most of the sites were restored within hours of the attack. On 15 February, another cyberattack took down multiple government and bank services.
On the Historical Unity of Russians and Ukrainians is an essay by Russian president Vladimir Putin published on 12 July 2021.
As part of the Russian invasion of Ukraine, the Russian state and state-controlled media have spread disinformation in their information war against Ukraine. Ukrainian media and politicians have also been accused of using propaganda and deception, although such efforts have been described as more limited than the Russian disinformation campaign.
"On conducting a special military operation" was a televised broadcast by Russian president Vladimir Putin on 24 February 2022, announcing the Russian invasion of Ukraine.
The Russian invasion of Ukraine violated international law. The invasion has also been called a crime of aggression under international criminal law, and under some countries' domestic criminal codes – including those of Ukraine and Russia – although procedural obstacles exist to prosecutions under these laws.
Following the Russian invasion of Ukraine, China's position has been ambivalent. On one hand, it has blamed enlargement of NATO, which Russia has stated as a reason for starting the war. On the other hand, it has stressed respect for Ukraine's territorial integrity. China has not condemned the Russian invasion of Ukraine and has abstained during United Nations votes on the war in Ukraine.
The United States has supported Ukraine during the ongoing Russian invasion of Ukraine. After it began on 24 February 2022, President Joe Biden condemned the invasion, provided military and humanitarian aid to Ukraine, and sanctioned Russia and Belarus, the two countries most involved in invading Ukraine.
Following the Russian invasion of Ukraine that started in late February 2022, more than 300,000 Russian citizens and residents are estimated to have left Russia by mid-March 2022, at least 500,000 by the end of August 2022, and an additional 400,000 by early October, for a total of approximately 900,000. This number includes economic migrants, conscientious objectors, and some political refugees.
The Freedom of Russia Legion, also called the Free Russia Legion, is a Ukrainian-based paramilitary unit of Russian citizens, which opposes the Russian regime of Vladimir Putin and its invasion of Ukraine. It was formed in March 2022 and is reportedly part of Ukraine's International Legion. It consists of defectors from the Russian Armed Forces, and other Russian volunteers, some of whom had emigrated to Ukraine. It is one of several such units participating in the Russo-Ukrainian War on behalf of Ukraine.
Events in the year 2023 in Ukraine.
This timeline of the prelude to the Russian invasion of Ukraine covers a period of heightened tensions between Russia and Ukraine from early 2021 until the start of the Russian invasion of Ukraine on 24 February 2022.
