The mayor of Southland officiates over the Southland District Council. The mayor is directly elected using the first-past-the-post electoral system. The current mayor is Rob Scott, who was elected in 2022. [3]
Southland District was established as part of the 1989 local government amalgamation. [4] Frana Cardno joined the Southland District as a councillor in 1989, before being elected mayor in 1992. [5] She retired from that role in October 2013 prior to that year's local elections, [5] and was New Zealand's longest-serving female mayor ever. [6]

Territorial authorities are a tier of local government in New Zealand, alongside regional councils, which administer the districts and cities of New Zealand. There are 67 territorial authorities: 13 city councils, 53 district councils and the Chatham Islands Council. District councils serve a combination of rural and urban communities, while city councils administer the larger urban areas. Auckland, Nelson, Gisborne, Tasman and Marlborough each have unitary authorities which perform the functions of both a territorial authority and a regional council. The Chatham Islands Council is a sui generis territorial authority that is similar to a unitary authority.
Southland District is a New Zealand territorial authority district that covers most of the southern end of the South Island as well as Stewart Island.

The council consists of a mayor who is elected at large, and 11 councillors elected across five wards, one of whom gets chosen as deputy mayor. The councillors are elected under the first-past-the-post (FPTP) system in triennial elections.

Frana Grace Cardno was a New Zealand local-body politician. She served as Mayor of Southland District from 1992 until 2013, becoming the longest-serving female mayor in New Zealand's history.
The Mayor of Marlborough officiates over the Marlborough District of New Zealand, which is administered by the Marlborough District Council, with Blenheim as its main town. The role was created as a result of the 1989 local government reforms, when Blenheim Borough was amalgamated with Picton Borough, and Marlborough County to form Marlborough District.

Mary Elizabeth Ogg was a New Zealand local politician. She served as the mayor of Gore from 1995 until 2001, and was the first woman to hold that position.
The Water Services Reform Programme was a public infrastructure restructuring programme launched by the Sixth Labour Government to centralise the management of water supply and sanitation in New Zealand. It originally proposed shifting control of stormwater, drinking water and wastewater management from the country's 67 local councils to several new publicly-owned regional entities by July 2024. Details of the proposed reforms were announced in October 2021. The Three Waters reforms were criticised by several mayors and the opposition National and ACT parties.
