Permatang Tinggi is a village within the city of Seberang Perai in the Malaysian state of Penang. [1] It is situated not far from Bukit Mertajam. It is also located a short distance from the Penang-Kuala Lumpur North-South Expressway (Bukit Tambun exit).

Wan Azizah was the Leader of the Opposition as well as the President of the Parti Keadilan Rakyat (PKR), a component party of the opposition Pakatan Rakyat (PR) coalition. The by-election was contested by the PR candidate former Deputy Prime Minister Anwar Ibrahim. This election has been dubbed "the mother of all by-elections" by the media due to the potentially significant implication of the election as well as the high profile of Anwar Ibrahim.

He is a member of Democratic Action Party (DAP), a component party of the PH coalition. He has also served as the State Deputy Chairman of DAP of Penang since September 2024. He is presently the youngest Cabinet minister at the age of 42. He is the son of Karpal Singh and younger brother of Gobind Singh Deo, the Minister of Digital and the MP for Damansara as well as Jagdeep Singh Deo, the Deputy Chief Minister of Penang II and Member of the Penang State Legislative Assembly (MLA) for Datok Keramat.

Elections in Penang have been held in the Malaysian state of Penang since 1954, and have chosen Penang's elected representatives in the federal Dewan Rakyat and the Penang State Legislative Assembly.
