Ryan D. McCarthy (born 1973) is an American politician, business executive and former United States Army Ranger serving as the 24th and current United States Secretary of the Army. In June 2017, President Donald Trump nominated him to become the United States Under Secretary of the Army. [3] He was confirmed as United States Under Secretary of the Army by the United States Senate on August 1, 2017, by voice vote. From August 3 to November 20, 2017, he served as acting secretary of the Army. From June 24, 2019 to July 15, 2019, while secretary of the Army Mark Esper was acting secretary of Defense, McCarthy assumed performing duties as secretary of the Army. [4] [5] The President nominated McCarthy to become the Secretary of the Army on June 21, 2019. [6] He was confirmed on September 26, 2019 and was sworn in on September 30, 2019 as Secretary of the Army. [7]
McCarthy graduated with a Bachelor of Arts in history from the Virginia Military Institute. He has a Master of Business Administration degree from the Robert H. Smith School of Business at the University of Maryland. A former United States Army Ranger, he served in the 75th Ranger Regiment during the United States invasion of Afghanistan. [8]
Early in his career, McCarthy worked at The Hongkong and Shanghai Banking Corporation. He became a professional staff member on the United States House Committee on Foreign Affairs. McCarthy later served as a special assistant to former United States Secretary of Defense Robert Gates, where he was "the right hand of the Defense secretary with front-office access." [8]
McCarthy joined Lockheed Martin in 2011, where he worked on programs including the Lockheed Martin F-35 Lightning II. He most recently served as the vice president of the sustainment program for the F-35 program. [9]

He was designated as Acting United States Secretary of the Navy on April 7, 2020, following the resignation of Thomas Modly.
Robert Leon Wilkie Jr. is an American lawyer and government official serving as the United States Secretary of Veterans Affairs. He was confirmed on July 23, 2018 by the United States Senate. The confirmation vote in the Senate was 86–9. He was sworn in on July 30, 2018.
Joseph Francis Dunford Jr. is a retired United States Marine Corps general, who served as the 19th Chairman of the Joint Chiefs of Staff from October 1, 2015 until September 30, 2019. He was the 36th Commandant of the Marine Corps. He previously served as acting secretary of defense and was the 23rd United States secretary of the Army from 2017 to 2019. President Donald Trump announced on June 18, 2019, that Esper would become acting secretary of defense, succeeding acting secretary Patrick Shanahan. Before Shanahan withdrew his name from consideration for the position, Esper had been considered a leading candidate for the nomination, had the Senate declined to confirm Shanahan. Esper assumed the office of acting secretary on June 24, and was confirmed as 27th secretary of defense by the United States Senate with a vote of 90–8 on July 23, 2019.

Thomas B. Modly is an American businessman and government official who served as acting United States Secretary of the Navy from November 25, 2019 to April 7, 2020. Modly's resignation occurred in the wake of firing and berating Brett Crozier, the captain of the aircraft carrier USS Theodore Roosevelt, for allegedly going outside his chain of command in calling for help to deal with a COVID-19 outbreak onboard. Later, Modly traveled to the ship at port in Guam, where he addressed the crew in a manner that was perceived as disrespectful. He was subsequently widely criticized, and soon resigned.
