Raymond originated from a low pressure system that formed within the eastern Northern Pacific monsoon trough. [1] On October 3, the National Hurricane Center (NHC) began monitoring an area of disturbed weather offshore southern Mexico. [2] On October 6, a broad area of low pressure formed off the coast of Guatemala. [3] The system was then designated as Invest 90E the next day. The system began to drift northwestward, while moving towards the coast of southwestern Mexico. [4] On the morning of October 9, the low began to slowly organize, with convective banding beginning to develop along the southern and western sections of the storm, and later that day it was designated as Tropical Depression Seventeen-E. [5] The depression strengthened into a tropical storm later that day and received the name Raymond. [6] Raymond then began to move west-northwestward, parallel to the Pacific coast of Mexico. [7] The system began to strengthen, with convection continuing to develop on the western and southern sections of the storm. [8] Raymond attained maximum sustained winds of 60 mph (95 km/h) with a minimum central pressure of 998 mbar (29.47 inHg) early on October 10, about 120 mi (195 km) west of Zihuatanejo, Guerrero. [9] Despite the system being in an environment with warm sea surface temperatures, strong easterly wind shear and the system's close proximity to land prevented any further strengthening. [10] [11] The system then began to turn more towards the northwest due to the influence of a mid-level ridge over northern Mexico. [11] The next day, dry air, wind shear, and the lack of an inner core caused caused Raymond to weaken. [12] Convection within the system began to wane and the center of circulation began to become more ragged. [13] Raymond then weakened to a tropical depression and degenerated into a remnant low off the coast of the Baja California peninsula on October 11, dissipating the next day. [14] [15] [1]

Preparations and impact

Following the formation of Tropical Depression Seventeen-E on October 9, a tropical storm watch was issued from Zihuatanejo to Cabo Corrientes, Jalisco. [16] When Raymond strengthened into a tropical storm, the watch was upgraded to a warning. [17] As Raymond approached the Baja California peninsula, a tropical storm warning was issued in Baja California Sur from Los Barriles to Santa Fe on October 10. [18] However, all watches and warnings were discontinued when Raymond was downgraded to a tropical depression on October 12. [19] A green emergency alert was issued for Colima, Jalisco, and Michoacán. A blue emergency alert was issued for Guerrero, Nayarit, and Baja California Sur. [20] In Jalisco, classes were suspended across ten municipalities. [21] In Oaxaca, more than 4,700 schools suspended classes. [22] The ports of Manzanillo, Colima, Barra de Navidad, and San Juan Bautista Tuxtepec were closed. [23] In Colima, several beaches were closed and tourists were evacuated. [24]

Mexico

In Chiapas, the trough of low pressure that spawned Raymond caused flooding and landslides. More than 260 homes were flooded and damage was reported across 21 municipalities. At least 300,000 people lost power during the storm. More than 49 people were evacuated from flooded areas and a wall collapse caused the suspension of traffic. [25] [26] [27] [28] More than 140 families were affected by the flooding. [29] Numerous bridges were destroyed, leaving at least nine communities isolated. Several farmers lost their crops and livestock following the storm. [30] A portion of the Chiapas-Guatemala highway collapsed after a sinkhole opened up. [31] In Simojovel, seven classrooms were damaged by a landslide. [32] In Oaxaca, thunderstorms associated with the development of Raymond caused flooding and mudslides. At least three people were killed and two others were injured. [33] [34] Several motorists were stranded. [35] Two people were forced to flee a cargo truck after it was buried by a landslide. More than 8,000 people were left isolated after landslides and flooding blocked roads. [36] A hospital was flooded. Numerous homes were damaged and farmers reported a partial loss of crops following the storm. [37] In Guerrero, rainfall from Raymond flooded nearly 50 homes. [38] At least 48 families were affected and seven neighborhoods were inundated. [39] In Tecpan de Galeana, one home collapsed. [40] In Zihuatanejo, a total of 151 mm (5.94 in) of rain fell. [41] At least six cars were stranded and ten vehicles were damaged. [42] [43] Several businesses were flooded and a taxi driver was forced to flee his vehicle after it became stranded in floodwaters. [44] A bridge collapsed, leaving several communities isolated. [45] A market was also flooded. [46] In Acapulco, flooding caused widespread traffic congestion and the closure of several businesses. [47]

In Puerto Vallarta, Jalisco, the outer rain bands of Raymond caused severe flooding. At least 30 neighborhoods, 1,260 homes, 85 businesses, six schools and a church were inundated. At least Mex$2.5 million (US$136,000) were requested to assist those affected by the storm. Flooding up to 40-150 centimeters was reported in several structures. [48] [49] At least seven sewage canals overflowed, damaging more than 300 vehicles. [50] At least 600 people were affected by the flooding. [51] A 67-year-old man drowned after his truck was swept away by an overflowing river. [52] [53] A soldier was injured after being electrocuted while rescuing families from flooded areas. [54] A university was damaged, with losses estimated at Mex$5 million (US$270,000). [55] More than 50 farms suffered crop damage during the storm. [56] Families were evacuated from their flooded homes. [57] Crocodiles were sighted following the rains. [58] In Nayarit, several steams overflowed, flooding several streets, schools, and homes. [59] [60] More than 80 homes and four schools were flooded. At least ten landslides were reported. [61] [62] At least three homes and three bridges collapsed. Several roads were destroyed, isolating communities. [63] Tomato and watermelon farmers lost up to 70% of their crops. [64] In Zacualpan, several cattle drowned after being swept away by an overflowing river. [65] Several areas were flooded up to 1.02 m (3.3 ft). [66] In Colima, at least three dams reached their full capacity. [67]

In Sinaloa, remnant moisture from Raymond caused heavy rains triggered several landslides on roads. Two sewage canals overflowed. [68] In Ahome, 114 mm (4.5 in) of rain fell. At least two neighborhoods were flooded, affecting 30 families. [69] More than 26 people were evacuated from flooded areas. [70] In Los Mochis, rainfall peaked at 120.4 mm (4.74 in). [71] In Mazatlán, more than five communities were left without running water. [72] Following the storm, Governor of Sinaloa Rubén Rocha Moya approved the distribution of 6,000 pesos to each family affected by the rains. [70] In Sonora, the remnants of Raymond caused heavy rainfall that triggered flooding. There were at least 70 reports of minor damage throughout the state, with one hospital being flooded. [73] More than five vehicles were swept away. [74] In Cajeme, more than 25 people were evacuated from their flooded homes. In Guaymas, landslides caused road closures. [75] As Raymond approached Baja California Sur, moisture from the storm caused heavy rainfall across the state. In Cabo San Lucas, flooding caused landslides and sinkholes. At least 107 people fled to shelters. [76] More than 21 sewage spills were reported. [77]

Additionally, moisture from Raymond's remnants, combined with remnant moisture from Hurricane Priscilla, contributed to flash flooding and landslides across central and southeastern Mexico that caused at least 76 fatalities. [78]

Elsewhere

The trough of low pressure that spawned Raymond also caused heavy rainfall in El Salvador. Flooding, landslides and fallen trees were reported. [79] Eight people were evacuated from flooded areas. A car and a motorcycle collided due to slippery roads and poor visibility conditions. [80] Three people were rescued from their flooded home. [79] A total of 16.8 mm (0.66 in) of rain fell in Santa Ana. Three others were rescued from stranded vehicles. [81] In San Salvador, a 32-year-old woman was killed after being buried by a landslide. [82]

Raymond brought moderate but significant rainfall to New Mexico, peaking at 0.95 in (24 mm) in Grants. [83] A flash flood emergency was also issued in Pinal County, Arizona. [84] In Arizona, remnant moisture from Raymond, generated severe thunderstorms across the state. Several washes overflowed, flooding streets. More than 15 homes were flooded in Queen Valley. In Tempe, wind gusts of 80-90 mph blew off roofs, and downed trees and power lines. Phoenix Sky Harbor International Airport recorded a total of 3.26 in (83 mm) of rain. One person drowned after their vehicle was swept away by floodwaters. [85]
