Viña del Mar is a city and commune on central Chile's Pacific coast. Often referred to as La Ciudad Jardín, Viña del Mar is located within the Valparaíso Region, and it is Chile's fourth largest city with a population of 324,836. Viña del Mar is also part of the Greater Valparaíso area, the country's second largest metropolitan area, after the Metropolitan area of Santiago. The Greater Valparaíso Area is home to five municipalities: Valparaíso, Viña del Mar, Concon, Quilpue and Villa Alemana.

The Viña del Mar International Song Festival is an annual international music festival held every 3rd week of February in Viña del Mar, Chile. Started in 1960 it is the oldest and largest music festival in Latin America, and one of the longest running music festivals in the world. It was cancelled in 2021 and 2022 due to COVID.

Raúl Eduardo Iturriaga Neumann is a Chilean Army general and a former deputy director of the DINA, the Chilean secret police under the Augusto Pinochet military dictatorship. He was in charge of a secret detention center known as La Venda Sexy and La Discothèque—because of the sexual abuse inflicted on blindfolded prisoners as loud music masked their screams. An aide to General Manuel Contreras, head of the DINA, he was in charge of several assassinations carried out as part of Operation Condor. He has been condemned in absentia in Italy for the failed murder of Christian-Democrat Bernardo Leighton, and is wanted both in Spain and in Argentina. In the latter country, he is accused of the assassination of General Carlos Prats. He was later found to have played a prominent role in the assassination of Spanish-Chilean United Nations diplomat Carmelo Soria as well.

Los Huasos Quincheros are a popular Chilean folk musical group, first formed in 1937. It currently consists of the musicians Antonio Antoncich, Jose Vicente Leon and Rafael Prieto. The group was nominated for an International Music Prize in 1970.

Carlos José Ramón Echazarreta Iñiguez was the 27th and 30th Mayor of the commune of Pichilemu, office which he held between May 1963 and May 1967, and through the early months of the Augusto Pinochet military regime, between September and November 1973. In 1967 he was succeeded by Carlos Rojas Pavez, and in 1973 he was succeeded by Mario Urrutia Carrasco. Echazarreta also was a regidor of Pichilemu for several terms between 1959 and 1973.

The Viña del Mar psychopaths were Chilean serial killer duo Jorge José Sagredo Pizarro and Carlos Alberto Topp Collins, both members of the Carabineros, the local Chilean police forces. They committed ten murders and four rapes between 5 August 1980 and 1 November 1981, in the city of Viña del Mar.

Guillermo "Willy" Alfonso Bascuñán Dockendorff, is a Chilean composer and actor. He is the only composer who has obtained both the first place in the folkloric and international competitions in the same edition of the Viña del Mar International Song Festival.
