The 2023 European Youth Olympic Winter Festival was held in Friuli-Venezia Giulia, Italy, [1] between 21 and 28 January 2023. This was Italy's second time as host of the winter festival after Aosta 1993. As the 2003 Winter Universiade, in addition of Italy, several events were held in Austria and Slovenia.

Freestyle skiing and ski mountaineering made their EYOF debut. Medals were awarded in record 59 events in 12 sports, compared to 39 in 9 sports at the previous edition.

Friuli-Venezia Giulia is one of the 20 regions of Italy and one of five autonomous regions with special statute. The regional capital is Trieste on the Gulf of Trieste, a bay of the Adriatic Sea.
Trieste Airport is an international airport located 0.3 NM west of Ronchi dei Legionari, near Trieste in Friuli-Venezia Giulia, north-eastern Italy. The airport has a catchment area of approximately 4 million people, stretching beyond Friuli-Venezia Giulia into neighboring Slovenia, Austria and Croatia.
The Olympic Committee of Serbia is the National Olympic Committee representing Serbia. It organizes the country's participation at the Olympic Games and other multisport events.
Nina Micić is a Serbian snowboarder. She won a silver medal at the 2007 European Youth Winter Olympic Festival in the parallel giant slalom event. She is the first Serbian athlete who won a medal at the Winter EYOF. Nina qualified for 2014 Winter Olympics and became first Serbian Olympic snowboarder in history.

The EOC Refugee Team has participated at the European Youth Olympic Festival summer editions in 2019, 2022 and 2023. The team competes under the flag of the European Olympic Committees and uses the code “ERT”.
The 2023 German Figure Skating Championships were held on January 5–7, 2023 at the Eissportzentrum Oberstdorf in Oberstdorf. Skaters competed in the disciplines of men's singles and ladies' singles on the senior level and pair skating and ice dance on the senior, junior, and novice levels. Single skating competitions on the junior and novice levels were held on December 16-18, 2022 at the Eissportzentrum Oberstdorf in Oberstdorf.
Figure skating at the 2023 European Youth Olympic Winter Festival was held from 25 to 27 January 2023 at the Ice Stadium "Claudio Vuerich" in Pontebba, Italy. Medals were awarded in boys' and girls' singles. To be eligible, skaters must have been born between 1 July 2006 and 30 June 2008.
Freestyle skiing at the 2023 European Youth Olympic Winter Festival was held from 22 to 27 January at Ski Area Ravascletto Zoncolan in Ravascletto, Italy. This was the first time freestyle skiing has been included in the EYOF programme.
Ice hockey at the 2023 European Youth Olympic Winter Festival comprised two ice hockey tournaments – a boys' under-17 tournament and a girls' under-16 tournament – during the Friuli-Venezia Giulia 2023 edition of the European Youth Olympic Festival (EYOF). Both tournaments were held during 22 to 27 January 2023. The boys' tournament was played in the Friuli-Venezia Giulia region of Italy at the Fiera di Udine in Udine and the girls' tournament was played at the Eissportarena in Spittal an der Drau, Austria, the only event of the festival to be held in Austria.
Ski mountaineering at the 2023 European Youth Olympic Winter Festival was held from 24 to 27 January at Ski area Forni di Sopra in Forni di Sopra, Italy. This was the first time that Ski mountaineering was part of European Youth Olympic Winter Festival due to the sport making its debut at the 2026 Winter Olympics.
Curling at the 2023 European Youth Olympic Winter Festival was held from 23 to 27 January at Ice skating stadium in Claut, Italy. The sport returned to the EYOF program after being absent from the 2022 edition.
