The 3rd Plenary Session of the 20th Central Committee of the Chinese Communist Party was conducted in Beijing from 15 to 18 July 2024. [1] [2]
The third plenary session of the Central Committee of the Chinese Communist Party is typically convened between September and December of the year following the Party Congress,as per previous practice. [3] [4] Nevertheless,this session was held on July 2024. According to certain analysts,the postponement may be attributable to the necessity for additional time to coordinate and develop significant reform strategies. However,this meeting continued to emphasize economic and reform concerns,as has been the case in previous third plenary sessions. [5] [6] [7]
On 20 May 2024,the CCP Central Committee convened a symposium at Zhongnanhai to gather input and recommendations from non-CCP members regarding the Central Committee's decision to intensify reforms and promote Chinese modernization. Xi Jinping,the General Secretary of the Chinese Communist Party,presided over the symposium and delivered a significant address. The meeting was attended by Wang Huning,Cai Qi,and Ding Xuexiang,members of the Politburo Standing Committee. [8] Speeches were given by Chairman Zheng Jianbang of the Revolutionary Committee of the Chinese Kuomintang (RCCK),Chairman Ding Zhongli of the China Democratic League (CDL),Chairman Hao Mingjin of the China National Democratic Construction Association (CNDCA),Chairman Cai Dafeng of the China Association for Promoting Democracy (CAPD),Chairman He Wei of the Chinese Peasants' and Workers' Democratic Party (CPWDP),Chairman Jiang Zuojun of the China Zhi Gong Party (CZGP),Chairman Wu Weihua of the Jiusan Society,Chairwoman Su Hui of the Taiwan Democratic Self-Government League (TDSL),Chairman Gao Yunlong of the All-China Federation of Industry and Commerce (ACFIC),and non-CCP representative Piao Shilong. During the plenum,Xi Jinping presented a work report to the 20th Central Committee on behalf of the Politburo,focusing on further deepening reforms and advancing Chinese-style modernization. The plenum heard and debated the work report presented by Xi on behalf of the Politburo. [10] The plenum also reviewed and approving the "Resolution of the CCP Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization",with Xi explaining the Resolution to the plenary session. Regarding economics,the resolution said they must "better leverage the role of the market" and "make resource allocation as efficient and productive as possible",calling on to "lift restrictions on the market" while ensuring effective regulation" and "strive to better maintain order in the market and remedy market failures". The resolution also highlighted efforts in "building a unified national market". [11] [12] The resolution also focused heavily on "deepening the reform of the fiscal system,deepening financial system reform,and improving the mechanism for implementing the regional coordinated development strategy," referring to the financial and fiscal sectors as "key areas." [13] The communique of the plenum stated all the reform tasks laid out in the resolution would be completed by the 80th anniversary of the People's Republic of China in 2029. [14]
Following CCP Constitution,the Plenary Session agreed to replace alternate members of the Central Committee Ding Xiangqun,Yu Lijun,and Yu Jihong to members. [15] The Plenary Session also agreed to remove Qin Gang from the Central Committee by accepting his appeal for resignation. [16] [17] The Plenary Session reviewed and approved the CCP Central Military Commission on the investigation of the issues of significant disciplinary violations by Li Shangfu,Li Yuchao,and Sun Jinming and confirmed the disciplinary actions previously taken by the Politburo in dismissing Li Shangfu,Li Yuchao,and Sun Jinming from the Party. Following the conferences,early on July 19 at 10 a.m.,the CCP Central Committee convened a news conference to present and explain the decisions of the Third Plenary Session. Li Qiang,Zhao Leji,Wang Huning,and Li Xi respectively oversaw the State Council Executive Meeting and Party Leadership Group Meeting,the Party Leadership Group Meeting of the Standing Committee of the National People's Congress,the Party Leadership Group Meeting of the Chinese People's Political Consultative Conference,and the Standing Committee Meeting of the Central Commission for Discipline Inspection,in order to transmit and analyze the of Third Plenary Session. Along with the complete text of Xi Jinping's justifications of the decisions presented to the assembly,the "Decision of the CCP Central Committee on Further Deepening Reform and Advancing Chinese-Style Modernizing" was published on July 21,2024. [23] Emphasizing voluntariness and flexibility,it discussed the slow and orderly advancement of the reform to progressively postpone the statutory retirement age. [24] [25]
The Secretariat, officially the Secretariat of the Central Committee of the Communist Party of China, is a body serving the Chinese Communist Party (CCP)'s Politburo and Standing Committee. The secretariat is mainly responsible for carrying out routine operations of the Politburo and coordinating organizations and stakeholders to achieve tasks set out by the Politburo. It is empowered by the Politburo to make routine day-to-day decisions on issues of concern in accordance with the decisions of the Politburo, but it must consult the Politburo on substantive matters.
Zhang Qingli born 10 February 1951 in Dongping County, Shandong) is a retired politician of the People's Republic of China. He was the first-ranked vice-chairman of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC). He was the vice-chairman and secretary-general of the 12th National Committee of the CPPCC. Previously he was the Chinese Communist Party Committee Secretary of Tibet Autonomous Region from 2006 to 2011 and of Hebei Province from 2011 to 2013. He was a member of the 16th, 17th and 18th Central Committees of the Chinese Communist Party (CCP).
Guo Jinlong is a Chinese politician, who served as the Vice Chairman of the Central Guidance Commission on Building Spiritual Civilization, and was a member of the Politburo of the Chinese Communist Party. Between 2008 and 2012 Guo served as the Mayor of Beijing, and Chinese Communist Party Committee Secretary of Beijing between 2012 and 2017. As the Mayor of Beijing during the 2008 Olympics, Guo served as the executive chairman of the Beijing Organizing Committee for the Olympic Games (BOCOG).
Li Shenglin, a native of Nantong, Jiangsu Province, is a Chinese politician. He has, since 2013, served as the Chair of the Financial and Economic Affairs Committee of the National People's Congress. He was the Minister of Transport from December 2005 to July 2012.
Chen Kuiyuan is a former Chinese politician. In a lengthy public career, Chen served variously as the vice chairman of Chinese People's Political Consultative Conference (CPPCC), the president and the Chinese Communist Party Committee Secretary of the Chinese Academy of Social Sciences, and CCP Committee Secretary of the Tibet Autonomous Region and Henan. He retired in 2013.
The Ministry of Civil Affairs the cabinet-level executive department of the State Council of China which is responsible for social and administrative affairs. It is the 10th-ranked department in the State Council. It was founded in its current form in May 1978, and the current minister is Lu Zhiyuan.
The Eight-point Regulation from the Central is a set of Chinese Communist Party regulations stipulated by the Politburo in 2012 aimed at instilling more discipline among party members and making the party "closer to the masses". They were first announced on 4 December 2012, after a Politburo meeting led by Xi Jinping, who then had recently became General Secretary of the CCP. Detailed implementing regulations were adopted by the Politburo in 2022.
Du Runsheng was a Chinese military officer, revolutionary leader, politician, and economist. He has been hailed as "China's father of rural reform". From 1982 to 1986, he drew up the annual "Document No.1 of the Central Government" about rural reform, which promoted the development of rural areas. Du's students included Wang Qishan, Justin Yifu Lin, Zhou Qiren, Wen Tiejun, Wang Xiaoqiang, Chen Xiwen, Zhang Musheng, Du Ying and Weng Yongxi.
The General Office of the Central Military Commission, simply known as the CMC General Office or the Military Office, is an administrative agency of the Central Military Commission of Theater Deputy-grade, which assists the leaders with the day to day administrative operations of the CMC. Like all other CMC departments, it is a two names, one agency organization with both a state and Communist party name.
The Huairen Hall or Huairentang is a building inside Zhongnanhai, the Chinese government's leadership compound in Beijing. It has been the site of several major events in Chinese history. Huairen Hall is the main meeting place of the Politburo of the Chinese Communist Party (CCP) and an alternate meeting place of the CCP Politburo Standing Committee. The building is also the meeting location of several of the CCP's leading groups such as the Financial and Economic Affairs Leading Group and the Leading Group for Comprehensively Deepening Reforms. The building has a main auditorium that can seat approximately a thousand people as well as a conference room on the second floor that is used for smaller scale meetings.

It is mainly responsible for organizing, planning, and deploying the work of the CCP in central and state organs.

The 1st Plenary Session of the 20th Central Committee of the Chinese Communist Party was convened on October 23, 2022, immediately after the closing of the 20th National Congress of the Chinese Communist Party. The following were elected during the session: the General Secretary, the Politburo Standing Committee, and the Politburo. Members of the Secretariat were authorized on the basis of nominations from the Standing Committee of the Politburo, and the Central Military Commission's composition was determined. The election of the Secretary, Deputy Secretaries, and members of the Politburo Standing Committee, as selected in the first plenary session of the 20th Central Commission for Discipline Inspection, was also ratified during the session.
