The Anti-Distracted Driving Act (ADDA), officially designated as Republic Act No. 10913, is a Philippine law that prohibits distracted driving by restricting and penalizing the use of mobile phones and other electronics devices while driving on any public thoroughfare, highway, or street in the Philippines. [1] The republic act defines "distracted driving" as "using mobile communications device to write, send, or read a text-based communication or to make or receive calls" or "using an electronic entertainment or computing device to play games, watch movies, surf the internet, compose messages, read e-books, perform calculations, and other similar acts" while behind the wheel of a moving vehicle or while temporarily stopped at a red light. [2] The law covers all private and public vehicles, including agricultural machines, construction equipment, public utility buses and jeepneys, taxicabs, motorcycles, tricycles, pedicabs, kuligligs and carriages. [1]
On February 3, 2016, Senators Bong Revilla, Jinggoy Estrada and Sergio Osmeña III filed Senate Bill No. 3211 at the Philippine Senate Committee on Public Services which aimed to "safeguard its citizenry from the ruinous and extremely injurious effects of vehicular accidents" caused by the "unrestrained use of electronic mobile devices." [3] Similar legislation was also introduced in the Philippine House of Representatives as House Bill No. 4531 on June 6, 2016, by Tarlac Rep. Susan Yap, Northern Samar Rep. Harlin Abayon, Buhay Party-List Reps. Irwin Tieng and Lito Atienza, Pampanga Rep. Gloria Macapagal Arroyo, Antipolo Rep. Romeo Acop, DIWA Party-List Rep. Emmeline Aglipay, Camarines Sur Rep. Rolando Andaya Jr., Catanduanes Rep. Cesar Sarmiento, Camiguin Rep. Xavier Jesus Romualdo, and Quezon Rep. Angelina Tan. [4]
The road safety measure was submitted by the 16th Congress of the Philippines to President Benigno Aquino III on July 27, 2015, and lapsed into law without the President's signature or veto on July 21, 2016. [2] [5] Under Article 6 of the 1987 Constitution of the Philippines, "the President shall communicate his veto of any bill to the House where it originated within 30 days after the date of receipt thereof; otherwise, it shall become a law as if he had signed it." [5] It also states that a law will take effect 15 days after its publication in at least two newspapers of general circulation. [5]
The Anti-Distracted Driving Act initially took effect on May 18, 2017, under the new administration of President Rodrigo Duterte. [1] [6] After the lifting of its suspension, it resumed on July 6, 2017. Under the law, drivers are only allowed to use hands-free functions of gadgets, such as speaker phones, provided that these do not block their line of sight. [1] The implementing agency is the Land Transportation Office (LTO) under the Department of Transportation that was tasked to promulgate the necessary implementing rules and regulations within 60 days from the law coming into effect. It also ordered the LTO, the Philippine Information Agency, the Department of Education, the Department of the Interior and Local Government and the Philippine National Police (PNP) to undertake a nationwide information, education and communication campaign for a period of six months from the effectivity of the Act. The Metropolitan Manila Development Authority, the PNP and other law enforcement agencies are required to enforce the act. [2]
A motorist caught in violation of the Act shall be fined ₱5,000 for the first offense, ₱10,000 for the second offense, and ₱15,000 for the third offense plus suspension of his or her driving license for three months. On the fourth offense, the erring driver shall be fined ₱20,000 plus a revocation of the driving license. [1]
Erring drivers of public utility vehicles, school buses, school service vehicles, and common carriers hauling volatile, flammable or toxic material shall be fined ₱30,000 and suspension of their driving license for three months. The same penalty applies to motorists caught in violation of the Act within a 50-meter (160 ft) radius of school premises. [2]
The LTO (Land Transportation Office), as implementing agency, may increase the amount of fines once every five years, in the amount not exceeding ten percent of the existing rates, which shall take effect only upon publication in at least two newspapers of general circulation. [2]

On May 23, 2017, enforcement of the Act was suspended after it caused confusion among motorists due to lack of proper information dissemination. [8] The House Committee on Transportation asked for a review of the implementing rules and regulations after it was learned that the Land Transportation Office only conducted an awareness campaign for enforcers and not the public at large. The committee pointed out the provision in the law that stipulates that its full implementation should only come after a six-month aggressive information campaign. [8] LTO chief Edgar Galvante admitted the lapse in implementation and said that the LTO does not have the authority to carry out the information drive unless approved first by both chambers of Congress. The House Committee then passed a motion to hold in abeyance the law's implementation. [8] The implementation of the law resumed on July 6, 2017, after the release of the revised Implementing Rules and Regulations (IRR) [9]
Driving under the influence (DUI) is the offense of driving, operating, or being in control of a vehicle while impaired by alcohol or drugs, to a level that renders the driver incapable of operating a motor vehicle safely. Multiple other terms are used for the offense in various jurisdictions.
Mobile phone use while driving is common but it is dangerous due to its potential for causing distracted driving and subsequent crashes. Due to the number of crashes that are related to conducting calls on a phone and texting while driving, some jurisdictions have made the use of calling on a phone while driving illegal in an attempt to curb the practice, with varying levels of efficacy. Many jurisdictions have enacted laws making handheld mobile phone use illegal. Many jurisdictions allow use of a hands-free device. Driving while using a hands-free device has been found by some studies to provide little to no benefit versus holding the device itself and carrying on a conversation. In some cases restrictions are directed only at minors, those who are newly qualified license holders, or to drivers in school zones. In addition to voice calling, activities such as texting while driving, web browsing, playing video games, or phone use in general may also increase the risk of a crash.
For driving in the United States, each state and territory has its own traffic code or rules of the road, although most of the rules of the road are similar for the purpose of uniformity, given that all states grant reciprocal driving privileges to each other's licensed drivers. There is also a "Uniform Vehicle Code" which was proposed by a private, non-profit group, based upon input by its members. The UVC was not adopted in its entirety by any state. As with uniform acts in general, some states adopted selected sections as written or with modifications, while others created their own sui generis statutes touching upon the same subject matter. As required by the federal Highway Safety Act of 1966, all states and territories have adopted substantially similar standards for the vast majority of signs, signals, and road surface markings, based upon the Manual on Uniform Traffic Control Devices from the U.S. Department of Transportation. Many of the standard rules of the road involve consistent interpretation of the standard signs, signals, and markings such as what to do when approaching a stop sign, or the driving requirements imposed by a double yellow line on the street or highway. In order to implement their own traffic laws on the property of their own facilities, several federal agencies have also developed their own traffic laws.
Many countries have adopted a penalty point or demerit point system under which a person’s driving license is revoked or suspended based on the number of points they’ve accumulated over a specific period of time, points are given for traffic offenses or infringements committed by them in that period. The demerit points schemes of each jurisdiction varies. These demerit schemes are usually in addition to fines or other penalties which may be imposed for a particular offence or infringement, or after a prescribed number of points have been accumulated.
The Land Transportation Franchising and Regulatory Board is an agency of the Republic of the Philippines under the Department of Transportation (DOTr). The LTFRB was established on June 19, 1987, during the former president Corazon Aquino’s administration.
The Land Transportation Office is an agency of the Philippine government under the Department of Transportation responsible for all land transportation in the Philippines. Functions of the LTO include the inspection and registration of motor vehicles, issuance of licenses and permits, enforcement of land transportation rules and regulations, and adjudication of traffic cases.
Most seat belt laws in the United States are left to state law. However, the recommended age for a child to sit in the front passenger seat is 13. The first seat belt law was a federal law, Title 49 of the United States Code, Chapter 301, Motor Safety Standard, which took effect on January 1, 1968, that required all vehicles to be fitted with seat belts in all designated seating positions. This law has since been modified to require three-point seat belts in outboard-seating positions, and finally three-point seat belts in all seating positions. Seat belt use was voluntary until New York became the first state to require vehicle occupants to wear seat belts, as of December 1, 1984. New Hampshire is the only state with no law requiring adults to wear seat belts in a vehicle.
Driver's license in the Philippines consists of three types. These are student permit, non-professional, and professional. The minimum age for driving in the Philippines is 16 years old, provided that the driver has applied for a student permit and is accompanied by a duly licensed person, whether professional or non-professional. An applicant can only apply for a non-professional driver's license one month after acquiring a student permit. An applicant needs to have a non-professional driver's license for six months to be eligible for a professional driver's license. An applicant must pass both the Land Transportation Office written exam and a driving exam. If the applicant fails the tests, the applicant must wait for a month before being able to take the tests again.
A move over law is a law which requires motorists to move over and change lanes to give safe clearance to law enforcement officers, firefighters, ambulances, utility workers, and in some cases, tow-truck drivers and disabled vehicles. In the past, Canada and United States have used this term to apply to two different concepts; however, this is beginning to change as Canadian provinces have begun expanding the scope of their move over laws.
Texting while driving, also called texting and driving, is the act of composing, sending, or reading text messages on a mobile phone while operating a motor vehicle. Texting while driving is considered extremely dangerous by many people, including authorities, and in some places has either been outlawed or restricted. As a form of distracted driving, texting while driving significantly increases the chances that a driver will be involved in a motor vehicle accident.
Speed limits in the Philippines are specified in Republic Act No. 4136, or the Land Transportation and Traffic Code of the Philippines, which took effect on its approval on June 20, 1964. The act covers a number of areas other areas than speed limits, and was amended regarding some of those areas by Republic Act No. 10930, which was approved on August 2, 2017.
Distracted driving is the act of driving while engaging in other activities which distract the driver's attention away from the road. Distractions are shown to compromise the safety of the driver, passengers, pedestrians, and people in other vehicles.
Various laws in the United States regulate the use of mobile phones and other electronics by motorists. Different states take different approaches. Some laws affect only novice drivers or commercial drivers, while some laws affect all drivers. Some laws target handheld devices only, while other laws affect both handheld and handsfree devices.
People who are driving as part of their work duties are an important road user category. First, workers themselves are at risk of road traffic injury. Contributing factors include fatigue and long work hours, delivery pressures, distractions from mobile phones and other devices, lack of training to operate the assigned vehicle, vehicle defects, use of prescription and non-prescription medications, medical conditions, and poor journey planning. Death, disability, or injury of a family wage earner due to road traffic injury, in addition to causing emotional pain and suffering, creates economic hardship for the injured worker and family members that may persist well beyond the event itself.
The Public Utility Vehicle Modernization Program (PUVMP) is a program made by the Department of Transportation of the Philippines in 2017, with the goal of making the country's public transportation system efficient and environmentally friendly by 2020. The program calls for the phasing-out of jeepneys, buses and other Public Utility Vehicles (PUVs) that are at least 15 years old and replacing them with safer, more comfortable and more environmentally-friendly alternatives over the next three years. Currently, there are 220,000 jeepney units operating throughout the country.
The Bayanihan to Heal as One Act, also known as the Bayanihan Act, and officially designated as Republic Act No. 11469, is a law in the Philippines that was enacted in March 2020 granting the President additional authority to combat the COVID-19 pandemic in the Philippines. The word "bayanihan" is a Tagalog word for communal work.
The EDSA Carousel, also known as Route 1 and formerly and still referred to as Route E, is a bus rapid transit (BRT) system, part of several bus routes in Metro Manila. It is situated along EDSA and other roads, running on a dedicated right-of-way called the EDSA Busway, separated from normal road traffic in most of its stretch by concrete barriers and steel bollards on the innermost lane.
The No Contact Apprehension Policy (NCAP) refers to different active traffic management and road traffic safety measures being implemented by local government units all over the Philippines.
On the late afternoon of August 8, 2023, a road rage incident occurred when former Philippine National Police (PNP) officer Wilfredo Gonzales, driving a red Kia Rio, cut off Allan Bandiola, who was riding his bicycle in the bicycle lane near Welcome Rotonda in Doña Josefa, Quezon City, the Philippines. Following the altercation, Gonzales exited his car, threatened to shoot the cyclist with a handgun, and slapped him on the head. On the same day, a settlement was reached between both parties, with Bandiola paying ₱500 to Gonzales for damages to his car.
Traffic law in the Philippines consists of multiple laws that govern the regulation and management of road transportation and the conduct of road users within the country.
