The second elections to the Carmarthenshire County Council were held in May 1999. [1] It was preceded by the 1995 election and followed by the 2004 election. They resulted in a coalition between Independent councillors and Plaid Cymru for the next five years.
Carmarthenshire County Council is the local council for the county of Carmarthenshire, Wales, providing a range of services under the control of elected county councillors that include education, planning, transport, social services and public safety. The council is one of twenty-two unitary authorities that came into existence on 1 April 1996 under the provisions of the Local Government (Wales) Act 1994. It took over local government functions previously provided by Carmarthen District, Dinefwr Borough, Llanelli Borough councils and the Carmarthenshire area of what was Dyfed County Council.

One of the seats was won by the Liberal Democrats in 1995 but lost to an Independent at a by-election following the death of the sitting member. The sitting Labour councillor, who had served on Carmarthen District Council since 1979, was de-selected by the party but was re-elected as an Independent Labour candidate. [2]

Carmarthen Town South is an electoral ward, representing part of the community of Carmarthen, Carmarthenshire, Wales. Much of its southern border is defined by the River Towy, with the Carmarthen Town North and Carmarthen Town West wards to the north.
The fifth election to the Carmarthenshire County Council was held on 1 May 2012. It was preceded by the 2008 election and was followed by the 2017 election. Plaid Cymru won 28 seats whilst Labour and the Independents won 23 each. The main feature of the election was a Labour recovery in the Llanelli area, and to some extent in the Gwendraeth and Ammanford area also, mainly at the expense of Independent candidates. Plaid Cymru lost ground to Labour in the Llanelli area but gained seats elsewhere, becoming the largest party. An Independent-Labour coalition was again formed, but with Labour as the leading partner. As a result, Kevin Madge replaced Meryl Gravell as the leader of the council.
