The Chief of the Defence Staff (CDS) is the most senior appointment in the Sri Lankan Armed Forces, and the highest-ranking military officer in service, outranking the heads of each service branch. [1] The CDS does not, however, have operational command authority over service branches, but rather oversees inter-service co-operation and develops and implements the joint operations doctrine of the Sri Lankan armed forces. [2] Coordination of inter-service joint operations are handled by the Office of the Chief of the Defence Staff, formally known as the Joint Operations Headquarters.

Contents

The CDS is the Chairman of a Committee made up of service commanders and is a member of the National Security Council.

It's subordinate command is known as the Overall Operational Command.

History

The post could be traced back to post of general officer commanding (GOC) of the Joint Operations Command when General T. I. Weerathunga was first appointed to it on November 2, 1985. The Joint Operations Command was created in 1985 due to a need to co-ordinate of joint operations among the tri-services and the police with the escalation of the Sri Lankan Civil War. The post itself was created in 1999 replacing the civilian post of chief of the Joint Operations Bureau which had existed briefly in 1999. Its powers expanded under the Chief of Defence Staff Act No. 35 of 2009.

In recent years, the Chief of the Defence Staff was appointed to the highest rank in the branch of the Sri Lankan armed forces to which he belonged (equivalent to a British "four-star" rank) being a General, an Admiral or an Air Chief Marshal. According to the new Bill, the president of Sri Lanka appoints to the post of Chief of Defence Staff any person presently serving as Commander of the Army, Navy or the Air Force, to function under the direction, supervision and control of the permanent secretary to the Ministry of Defence.

The CDS is assisted by a chief of staff (two-star rank) and four director generals (operations and systems, training, naval and air operations, coordination) making up the Office of the Chief of the Defence Staff. In addition, the CDS has a personal staff consisting of the secretary to the CDS, two aides-de-camp, and principal staff officers.

The Defence Services Command and Staff College (DSCSC) is situated at Batalanda, Makola (South) 12 Kilometers away from Colombo and its aim to develop the professional knowledge and understanding of experienced officers of the Sri Lanka Army, Sri Lanka Navy & the Sri Lanka Air Force to prepare them for the ranks of junior field officers in the army and the respective ranks of the Navy and Air force. Marshal of the Air Force W. D. M. J. Roshan Goonetileke, RWP and bar, VSV, USP is a Sri Lankan senior air force officer. He was a former Governor of the Western Province of Sri Lanka.

Admiral of the Fleet Wasantha Kumar Jayadeva Karannagoda, RSP, VSV, USP, MRIN, MNI is a Sri Lankan naval officer. He served as the Commander of the Sri Lankan Navy during the last phase of the Sri Lankan Civil War and Governor of North Western Province, Sri Lanka from 2021 to 2023.

Air Chief Marshal G Donald Perera VSV, USP is a Sri Lanka air officer who served as commander of the Air Force from 2002 to 2006 and Chief of the Defence Staff from 2006 to 2009. He served as Ambassador of Sri Lanka to Israel.

General Tissa Indraka Weeratunga, VSV was a Sri Lankan general. He was the Commander of the Sri Lankan Army from 1981 to 1985 and the first General Officer Commanding (GOC) of the Joint Operations Headquarters (JOH), he was later Sri Lanka's High Commissioner to Canada from 1986 till 1990.

General Jagath Jayasuriya, VSV, USP is a retired Sri Lanka Army officer; he was the Commander of the Sri Lanka Army from 15 July 2009 to 31 July 2013. During the closing stages of the Sri Lankan Civil War, he served as the Commander Security Forces Headquarters - Wanni with overall command of SLA offensives in the Wanni region during the 2008 - 2009 period. The National Defence College, located in New Delhi, is the defence service training institute and highest seat of strategic learning for officers of the Defence Service and the Civil Services. This is a very prestigious course attended only by a few hand-picked defence officers of One-Star rank and civil servants of the rank of Joint secretary to the Government of India. Each year, approximately 25 officers from friendly foreign countries like the US, UK, Canada, France, Germany, Australia, Vietnam, Sri Lanka, Nepal, UAE and others attend the course.

The Office of the Chief of Defence Staff (OCDS) is the Sri Lanka Armed Forces operational level headquarters of the Chief of the Defence Staff (CDS), responsible for coordinating joint armed force's operations. However the respective service commands have much autonomy for their deployments.

General Shavendra Silva, is a Sri Lanka Army four star general who is the current Chief of Defence Staff, the head of the Sri Lanka Armed Forces serving from 1 January 2020. He also served as the Commander of the Sri Lanka Army from 19 August 2019 to 31 May 2022. His other important appointments include, Chief of Staff of the army, Adjutant General and Director of Operations of the Army. During the Sri Lankan civil war he gained fame as the General Officer Commanding of the elite 58 Division. He had also served as the Deputy Permanent Representative to the United Nations Headquarters.

General Shantha H.S. Kottegoda, WWV, RWP, RSP, VSV, USP is a retired senior Sri Lanka Army officer. He was the seventeenth commander of the Sri Lankan Army from 1 July 2004 – 5 December 2005. He had served as the Sri Lankan Ambassador to Brazil and Thailand. In April 2019, following the Easter Sunday bombings he was appointed as the permanent secretary to the Ministry of Defence.

<span class="mw-page-title-main">Ravindra Wijegunaratne</span> Sri Lankan admiral

Admiral Ravindra Chandrasiri Wijegunaratne, WV, RWP and Bar, RSP, VSV, USP, NI(M), ndc, psn, is a retired Sri Lankan admiral, and former Chief of Defence Staff of the Sri Lanka Armed Forces. He has also served as the Commander of the Sri Lankan Navy, Chief of Staff of the Sri Lanka Navy, the Director General of the Sri Lanka Coast Guard and held, at various times, four of the seven Naval Commands of the SLN. Wijegunaratne has also served as Director Naval Operations, and is a recipient of the Weerodara Vibhushanaya.

<span class="mw-page-title-main">Lieutenant-general (Sri Lanka)</span>

Lieutenant general is the second-highest rank of the Sri Lanka Army and generally it is the highest active rank as the Sri Lanka army do not have any appointment in the rank of full general but in the case of the appointment of Chief of Defence Staff, the rank of full general is given. It was created as a direct equivalent of the British military rank of lieutenant general, and is considered a three-star rank.

General Rohan De Silva Daluwatte, WWV, RWP, RSP, VSV, USP was a senior officer of the Sri Lanka Army. He served as Commander of the Sri Lanka Army and Chief of the Defence Staff. Following his retirement from the army, he served as Sri Lankan Ambassador to Brazil among other appointments.

General Lionel Piyananda Balagalle,, was a senior Sri Lanka Army officer, who served as the Commander of the Sri Lanka Army and the Chief of the Defence Staff. He is known for formalising military intelligence operations within the Sri Lanka Army, having founded the Directorate of Military Intelligence and the Military Intelligence Corps.

General N.U.M. Mahesh W. Senanayke, RWP, RSP, VSV, USP is a retired Sri Lankan Army senior officer who served as the Commander of the Sri Lanka Army from 2017 to 2019. Senanayake had previously been the Commander, Security Forces Headquarters – Jaffna, General Officer Commanding, 52 Division and Brigade Commander, Special Forces Brigade. Having started his military career as a military engineer, Senanayake became a special forces officer and is a veteran of all four phases of the Sri Lankan Civil War, he has served in both its Northern and Eastern theaters. Following his retirement, he contested the 2019 Sri Lankan presidential election and came fourth after the three candidates of the three major political parties in the island.

The Chiefs of Staff Committee (COSC) is an administrative forum of the senior-most military leaders of the Indian Armed Forces, which advises the Government of India on all military and strategic matters deemed privy to military coordination, direction and policy between the country's three armed services.
