The Chief of the Defence Force (CDF) is the highest-ranking and most senior military officer in the Australian Defence Force (ADF) and is the principal military advisor to the National Security Committee and the Minister for Defence. The current Chief of the Defence Force is Admiral David Johnston, who took office on 10 July 2024.
The CDF commands the ADF under the direction of the Minister for Defence and provides advice on matters that relate to military activity, including military operations. [2] In a diarchy, the CDF serves as co-chairman of the Defence Committee, conjointly with the Secretary of Defence, in the command and control of the Australian Defence Organisation. [3]
The CDF is the Australian equivalent position of what in NATO and the European Union is known as the Chief of Defence, in the United Kingdom is known as the Chief of the Defence Staff, and in the United States is known as the Chairman of the Joint Chiefs of Staff, although with the latter prohibited by law from having operational command authority over the US Armed Forces. [4]
Constitutionally, the Governor-General of Australia, is the de jure Commander-in-Chief of the Australian Defence Force. However, in practice, the Australian Government de facto exercises executive power via the Federal Executive Council. [5] The CDF is appointed by the Governor-General on the advice of his/her ministers. The appointment is politically neutral, as are all military positions, and not affected by a change of government.
Since 4 July 2014, the CDF is appointed for a fixed four-year term under the Defence Act (1903). Prior to this date, the appointment was for three years. [1] The position of CDF is notionally rotated between the Royal Australian Navy, the Australian Army and the Royal Australian Air Force. However, in practice this has not been the case; of eighteen appointees, nine have been from the Army, five from the Navy and four from the Air Force. [6] The current Chief of the Defence Force is General Angus Campbell.
During peacetime, the Chief of the Defence Force is the only four-star officer in the ADF (admiral, general, or air chief marshal). The CDF is assisted by the Vice Chief of the Defence Force (VCDF) and serves as the Chairman of the Chiefs of Service Committee, composed of the service chiefs: the Chief of Navy (CN), Chief of Army (CA), and Chief of Air Force (CAF), all of whom are three-star officers (vice admiral, lieutenant general, and air marshal), as is the VCDF.
Prior to 1958 there was no CDF or equivalent; a Chiefs of Staff Committee (COSC) existed but no separate position was established as its senior officer. Instead, the senior service chief served as Chairman of the Chiefs of Staff Committee. [7] In March 1958, Lieutenant General Sir Henry Wells was appointed Chairman, Chiefs of Staff Committee, a role independent of and notionally senior to the Army, Navy and Air Force chiefs. However, Wells and his successors did not command the Australian armed forces in any legal sense; the chairman had only an advisory role in the running of the separate services. In February 1976, COSC was dissolved and the new position of Chief of Defence Force Staff (CDFS) was created with command authority over the ADF. In October 1984 the position was renamed Chief of the Defence Force to more clearly reflect the role and its authority. [8]

The Australian Defence Force (ADF) is the military organisation responsible for the defence of the Commonwealth of Australia and its national interests. It has three branches: the Royal Australian Navy (RAN), Australian Army and the Royal Australian Air Force (RAAF). The ADF has a strength of just over 89,000 personnel and is supported by the Department of Defence alongside other civilian entities.
The title chief of staff identifies the leader of a complex organization such as the armed forces, institution, or body of persons and it also may identify a principal staff officer (PSO), who is the coordinator of the supporting staff or a primary aide-de-camp to an important individual, such as a president, or a senior military officer, or leader of a large organization.
The chief of the Defence Staff is the professional head of the Canadian Armed Forces. As the senior military position, the chief of the Defence Staff advises the Cabinet, particularly the minister of national defence and the prime minister. The role is a Crown-in-Council appointment made by the viceroy on the advice of the prime minister.
Chief of Air Force (CAF) is the most senior appointment in the Royal Australian Air Force (RAAF), responsible to the Chief of the Defence Force (CDF) and the Secretary of the Department of Defence. The rank associated with the position is air marshal (three-star). The role encompasses "the delivery of aerospace capability, enhancing the Air Force's reputation and positioning the Air Force for the future". It does not include direction of air operations, which is the purview of the Air Commander Australia, a two-star position responsible directly to CDF in such circumstances but nominally reporting to CAF.

Air Chief Marshal Mark Donald Binskin, is a senior officer in the Royal Australian Air Force Reserve. He served as Chief of Air Force (2008–11), Vice Chief of the Defence Force (2011–14), and Chief of the Defence Force from June 2014 until his retirement in July 2018. In February 2020 he was appointed as a Commissioner and Chairman of the Royal Commission into National Natural Disaster Arrangements. He is the current chair of the Civil Aviation Safety Authority of Australia.

Vice Admiral Raymond James Griggs, is an Australian senior public servant and a senior officer in the Royal Australian Navy Reserve. He served as Chief of Navy from June 2011 to June 2014, before being appointed Vice Chief of the Defence Force until his transfer to the reserve in July 2018.
Admiral David Lance Johnston, is a senior officer in the Royal Australian Navy. He served as Deputy Commander Joint Task Force 633 on Operation Slipper in 2010, Commander Border Protection Command from 2011 to 2013 and, following promotion to vice admiral, was posted as Chief of Joint Operations from 2014 until 2018. Johnston was appointed Vice Chief of the Defence Force in July 2018. He was promoted to admiral and appointed Chief of the Defence Force on 10 July 2024.
The Chairman, Chiefs of Staff Committee is a position in the Indian Armed Forces, usually held by a four-star officer serving as the Chief of Defence Staff (CDS) of the Indian military. The position holder chairs the Chiefs of Staff Committee, and serves as the principal adviser to the prime minister and Minister of Defence. The position is not a statutory office but rather a title held by the senior most serving military officer of India. Until 2020, the chairmanship of the COSC was held in rotation by the senior-most service chief until his retirement, but this arrangement was found to be unsatisfactory. Thus, when the post of the CDS was established, its holder was also made the permanent Chairman COSC.

Vice Admiral Mark David Hammond, is a senior officer in the Royal Australian Navy (RAN), serving as the Chief of Navy since July 2022. He joined the RAN as an electronics technician in 1986 and, after being accepted for officer training, graduated from the Australian Defence Force Academy in 1990. Much of Hammond's career has been spent in the Submarine Service. He has served on operations in the Indo-Pacific, commanded the Collins-class submarineHMAS Farncomb, was Deputy Chief of Navy from 2018 to 2020, and served as Commander Australian Fleet from November 2020 to June 2022. He succeeded Vice Admiral Michael Noonan as Chief of Navy on 6 July 2022.
