The Davao City Expressway is a proposed Philippine expressway in Davao City. It was proposed by then-Philippine president Rodrigo Duterte to mitigate the congestion on the section of the Pan-Philippine Highway located in Davao City. [1]

Project description

The Davao City Expressway is one of the flagship infrastructure projects proposed under the Build Build Build Program of the Duterte administration. The proposed project is a two-way, four-lane urban 29.21-kilometer expressway which aims to link Davao City’s main areas with the Port of Davao and Francisco Bangoy International Airport. It is divided into three phases, with a T-shaped interchange in Ma-a that would connect south to the Davao Coastal Road, east to Panacan, and west to Toril. Phase 1 of the project will consist of an 8.479 km elevated viaduct structure, covering Davao Coastal Road via Sta. Ana Port Interchange to the Carlos P. Garcia Interchange in Ma-a. Phase 2 consists of an 8.510 km elevated viaduct structure from Ma-a Interchange to Panacan. Phase 3 will be a 12.821 km at-grade structure, including a 0.27 km expressway tunnel, from Ma-a Interchange to Dumoy Interchange. [2]

The proposal also details that the expressway will be a 23.1 meter-wide, four-lane main road with 34 viaducts, a 260 meter-long tunnel, and 9 interchanges (3 T-Hub, 1 partial cloverleaf and 5 diamond interchanges). Viaducts at various lengths make up 90% of the project, while the rest will be built at-grade. The project's total cost is estimated to be P80.528 billion, including a road right of way (ROW) cost estimate of P4.12 billion. The project will be under an ODA (Official Development Assistance) mode of financing. [2] [3]

The Davao City Expressway is expected to greatly improve the traffic capacity of Davao section of Asian Highway 26 (AH26) once completed. The project is expected to boost economic and social development in Davao City, and potentially drive rapid economic development to the rest of Mindanao.

The expressway, which includes the main segment and its various spurs, has a total length of 101.8 kilometers (63.3 mi) and travels from its northern terminus at Santa Ines Interchange to its southern terminus in Balintawak Interchange, which is adjacent to its connection to Skyway, an elevated toll road that connects the NLEX to its counterpart in the south, the South Luzon Expressway. The segment of the expressway between Santa Rita Exit in Guiguinto and the Balintawak Interchange in Quezon City is part of Asian Highway 26 of the Asian highway network. Despite that the name stating the word "North Luzon", the expressway only ends at Santa Ines Exit at Mabalacat, Pampanga which is located in Central Luzon.

Rail transportation in the Philippines is currently used mostly to transport passengers within Metro Manila and provinces of Laguna and Quezon, as well as a commuter service in the Bicol Region. Freight transport services once operated in the country, but these services were halted. However, there are plans to restore old freight services and build new lines. From a peak of 1,100 kilometers (680 mi), the country currently has a railway footprint of 533.14 kilometers (331.28 mi), of which only 129.85 kilometers (80.69 mi) are operational as of 2024, including all the urban rail lines. World War II, natural calamities, underspending, and neglect have all contributed to the decline of the Philippine railway network. In the 2019 Global Competitiveness Report, the Philippines has the lowest efficiency score among other Asian countries in terms of efficiency of train services, receiving a score of 2.4, and ranking 86th out of 101 countries globally. The government is currently expanding the railway network up to 1,900 kilometers (1,200 mi) by 2022 through numerous projects.

From its northern terminus at Rosario in La Union to its southern terminus at Tarlac City, the expressway has a length of 89.21-kilometer (55.43 mi), cutting through the various provinces in northern Central Luzon. The expressway also passes Nueva Ecija between Tarlac and Pangasinan, only that it is not included on the expressway's name because there are no exits to directly serve the province although the exits indirectly serving it are Victoria, Pura, and Anao which are located in Tarlac.

The North Luzon East Expressway (NLEE) is a proposed four-lane, 92.1-kilometre (57.2 mi) long limited-access toll expressway in the Central Luzon region of the Philippines.

The Pasig River Expressway (PAREX) is a proposed elevated expressway in Metro Manila, Philippines that plans to skirt the banks of the Pasig River and connect the cities of Manila, Mandaluyong, Makati, Pasig, Taguig and the municipality of Taytay. The expressway is proposed to alleviate east-west traffic congestion in Metro Manila. It is visioned to be a joint venture between the Philippine National Construction Corporation and the San Miguel Corporation. The project broke ground on September 24, 2021, while construction of the expressway was yet to start pending the approval of its Environmental Compliance Certificate (ECC). The project was deemed cancelled in 2024 due to public uproar against the project. However, Ramon Ang announced renewed interest with the project, though citing the need to adjust it towards public sentiments.

The Laguna Lakeshore Expressway Dike is a proposed expressway in the Philippines that will start from the coastal area of Laguna de Bay from Taguig in Metro Manila to Calamba and Los Baños in Laguna.

<span class="mw-page-title-main">Central Luzon Link Expressway</span> Toll highway under construction in the Philippines

The Central Luzon Link Expressway (CLLEX), also known as the Central Luzon Link Freeway, is a partially operational expressway in the Central Luzon region of the Philippines. It will connect the Subic–Clark–Tarlac Expressway (SCTEX) and the Tarlac–Pangasinan–La Union Expressway (TPLEX) to the currently under-construction North Luzon East Expressway in Cabanatuan towards San Jose, Nueva Ecija. It is currently toll-free and exclusively open to Class 1 vehicles but it will be tolled and opened to other classes of vehicles in the future.

The Mindanao Railway, previously known as the Trans-Mindanao High Speed Railway and upon completion will be called the Eagle Express, is a proposed railway system in Mindanao, the southernmost major island of the Philippines. Originally proposed in 1936 as part of Manuel L. Quezon's efforts to strengthen the presence of Commonwealth government in Mindanao against the rising influence of Imperial Japan before World War II, the line was shelved. Other proposals and studies were made in the 1950s, 1990s, and the 2000s, but never materialized. The current line began development in 2018; however, construction has yet to start. It will be initially built as a single-track standard gauge system to be operated by diesel-powered rolling stock, but will have provisions for upgrading to double-track and electrification through overhead lines.
