The R-7 Expressway is a proposed expressway in Quezon City, Metro Manila, Philippines. Originally proposed in 1993, the project will be constructed over the most heavily congested corridors in Metro Manila, namely Quezon Avenue and Commonwealth Avenue. [1]
The alignment was to have 16.1 kilometers (10.0 mi) of route, and the project will be constructed over one of the most heavily congested corridors in Metro Manila, namely Quezon Avenue and Don Mariano Marcos Avenue. It will be partially elevated and partially underground expressway. The expressway will connect Quezon City and Manila with a high-speed transport facility, thus decongesting traffic on at-grade roads. The project is believed to cost PhP 23.980 billion (US$532.89 million). [2] [3] However, the project was not included in the priority projects list under the administration of Benigno Aquino III.
In 2014, under the Roadmap for Transport Infrastructure Development for Metro Manila and Its Surrounding Areas (Region III & Region IV-A; also known as the Metro Manila Dream Plan), the Japan International Cooperation Agency (JICA) study proposes a dual 2-lane elevated expressway with a length of 10.2 kilometers (6.3 mi) between Manila and Tandang Sora Avenue. [4] A proposal was mentioned again in the 2019 follow-up report. [5]

From a previously underdeveloped state of transportation, the government of the Philippines has been improving transportation through various direct infrastructure projects, and these include an increase in air, sea, road, and rail transportation and transport hubs.
The North Luzon Expressway (NLEX), signed as E1 of the Philippine expressway network, partially as N160 of the Philippine highway network, and partially as R-8 of the Metro Manila arterial road network, is a controlled-access highway that connects Metro Manila to the provinces of the Central Luzon region in the Philippines. The expressway, which includes the main segment and its various spurs, has a total length of 101.8 kilometers (63.3 mi) and travels from its northern terminus at Santa Ines Interchange in Mabalacat, Pampanga, to its southern terminus at Balintawak Interchange in Quezon City, which is adjacent to its connection to Skyway, an elevated toll road that connects the expressway to its counterpart in the south, the South Luzon Expressway. The segment of the expressway between Santa Rita Exit in Guiguinto and the Balintawak Interchange is part of Asian Highway 26 of the Asian highway network. Although its name implies a connection to northern Luzon, the expressway's northern end is actually in Central Luzon.
Rail transportation in the Philippines is currently used mostly to transport passengers within Metro Manila and provinces of Laguna and Quezon, as well as a commuter service in the Bicol Region. Freight transport services once operated in the country, but these services were halted. However, there are plans to restore old freight services and build new lines. From a peak of 1,100 kilometers (680 mi), the country currently has a railway footprint of 533.14 kilometers (331.28 mi), of which only 129.85 kilometers (80.69 mi) are operational as of 2024, including all the urban rail lines. World War II, natural calamities, underspending, and neglect have all contributed to the decline of the Philippine railway network. In the 2019 Global Competitiveness Report, the Philippines has the lowest efficiency score among other Asian countries in terms of efficiency of train services, receiving a score of 2.4, and ranking 86th out of 101 countries globally. The government is currently expanding the railway network up to 1,900 kilometers (1,200 mi) by 2022 through numerous projects.
Mega Manila is a megalopolis on the island of Luzon in the Philippines. There are varying definitions of the megalopolis, but it is generally seen as encompassing the administrative regions of Central Luzon, Calabarzon, and Metro Manila. On some occasions, the administrative region of Mimaropa is also included.
The Metro Manila Skyway, officially the Metro Manila Skyway System (MMSS) or simply the Skyway, is an elevated highway serving as the main expressway of Metro Manila, Philippines. It connects the North and South Luzon Expressways with access to Ninoy Aquino International Airport via the NAIA Expressway (NAIAX). It is the first fully grade-separated highway in the Philippines and one of the longest elevated highways in the world, with a total length of approximately 39.2 kilometers (24.4 mi).
The North Luzon East Expressway (NLEE) is a proposed four-lane, 92.1-kilometer (57.2 mi) long limited-access toll expressway in the Central Luzon region of the Philippines. The expressway was originally planned in 2000, when the route would have linked to the Cagayan Valley, and was later revised in the 2010s under the subsequent administrations.
Circumferential Road 5 (C-5), informally known as the C-5 Road, is a network of roads and bridges which comprise the fifth beltway of Metro Manila in the Philippines. Spanning some 43.87 kilometers (27.26 mi), it connects the cities of Las Piñas, Parañaque, Pasay, Pasig, Quezon City, Taguig, and Valenzuela.
Circumferential Road 3 (C-3), informally known as the C-3 Road, is a network of roads and bridges which comprise the third beltway of Metro Manila in the Philippines. Spanning some 10.8 kilometers (6.7 mi), it connects the cities of Caloocan, Navotas, Quezon City, and San Juan.
The transportation system in Metro Manila covers the road network, rail network, ferries, ports and airports located within the metropolitan Manila area. Road transportation in Metro Manila is diverse, composed of many types of private and public transport vehicles. These include taxis, buses, jeepneys, tricycles and pedicabs. In some areas, especially in Divisoria and large public markets, two-stroke motors are fitted in the pedicabs and are used for goods transport. Regardless of modernity, horse-drawn kalesas are still used in the streets of Binondo and Intramuros. Ridesharing services such as Grab also operate within Metro Manila.
The Pasig River Expressway (PAREX) is a proposed elevated expressway in Metro Manila, Philippines skirting the banks of the Pasig River and connecting the cities of Manila, Mandaluyong, Makati, Pasig, Taguig and the municipality of Taytay. The expressway is proposed to alleviate east-west traffic congestion in Metro Manila. It is envisioned as a joint venture between the Philippine National Construction Corporation and the San Miguel Corporation. The project broke ground on September 24, 2021, while construction of the expressway was yet to start, pending the approval of its Environmental Compliance Certificate (ECC). The project was deemed cancelled in 2024 due to public uproar against the project. However, Ramon Ang announced renewed interest in the project, albeit citing the need to adjust it toward public sentiment.
Shaw Boulevard is a 4-8 lane highway connecting the cities of Mandaluyong and Pasig in the Philippines. The boulevard is named after William James Shaw, founder of the Wack Wack Golf and Country Club in Mandaluyong. The road is one of the major thoroughfares of the Ortigas Center in Mandaluyong and Pasig, housing many shopping malls like the Starmall shopping center and the posh Shangri-La Plaza at the EDSA-Shaw intersection and The Marketplace, which is visible from the Kalentong-Shaw intersection and Sevilla Bridge.
Kalayaan Avenue is a major east–west route in Makati and Taguig, Metro Manila, Philippines. For most of its length, it runs parallel to Jose P. Rizal Avenue to the north from East Rembo near Fort Bonifacio to Barangay Singkamas by the border with Santa Ana, Manila. It is interrupted by Bel-Air Village between Rockwell Drive and Epifanio de los Santos Avenue (EDSA). The avenue east of EDSA is designated as a component of National Route 190 of the Philippine highway network.
The Central Luzon Link Expressway (CLLEX), also known as the Central Luzon Link Freeway, is a partially operational expressway in the Central Luzon region of the Philippines. It will connect the Subic–Clark–Tarlac Expressway (SCTEX) and the Tarlac–Pangasinan–La Union Expressway (TPLEX) to the currently under-construction North Luzon East Expressway in Cabanatuan towards San Jose, Nueva Ecija. It is currently toll-free and exclusively open to Class 1 vehicles, but it will be tolled and opened to other classes of vehicles in the future.
The Metro Manila Dream Plan, formally titled the Roadmap for Transport Infrastructure Development for Metro Manila and Its Surrounding Areas, refers to a 2014 integrated plan for improving the transport system in Metro Manila, Philippines, with the hope of turning it into a focal point for addressing Metro Manila's interlinked problems in the areas of transportation, land use, and environment.
Circumferential Road 6 (C-6), informally known as the C-6 Road, is a network of roads and bridges which will comprise the sixth and outermost beltway of Metro Manila in the Philippines once completed.
The Metro Manila Subway, formerly known as the Mega Manila Subway (MMS) is an under-construction underground rapid transit line in Metro Manila, Philippines. The 33-kilometer (21 mi) line, which will run north–south between Valenzuela, Quezon City, Pasig, Taguig, Parañaque and Pasay, consists of 17 stations between the East Valenzuela and Bicutan stations. It will become the country's second direct airport rail link after the North–South Commuter Railway, with a branch line to Ninoy Aquino International Airport.
The Southeast Metro Manila Expressway (SEMME), also known as Skyway Stage 4, C-6 Expressway and formerly Metro Manila Expressway, is an proposed 32.664-kilometer (20.296 mi) tolled expressway running across eastern Metro Manila and western Rizal. The expressway will help decongest the existing roadways across Metro Manila, such as EDSA and Circumferential Road 5. The expressway is part of the larger Circumferential Road 6 project, expanding from the original C-6 currently passing from General Santos Avenue in Taguig up to Highway 2000 in Taytay, will expand to Cainta, Pasig, Marikina, San Mateo, and in Quezon City.
NLEX Harbor Link, signed as E5 of the Philippine expressway network, is a four- to six-lane expressway that serves as a spur of North Luzon Expressway (NLEX) linking it to the Port of Manila to the west and Quezon City to the east. It runs from Katipunan and C.P. Garcia Avenues in Quezon City to Radial Road 10 in Navotas, leading to the Port of Manila. Currently, its segment from Mindanao Avenue in Valenzuela to Navotas is operational.
The North–South Commuter Railway, also known as the Clark–Calamba Railway, is a 147-kilometer (91-mile) commuter rail system under construction on the island of Luzon in the Philippines. Running from New Clark City in Capas, Tarlac, to Calamba, Laguna, with 36 stations and four services, the railway is designed to improve connectivity within the Greater Manila Area and will be integrated with the railway network in the region.
