The Build! Build! Build! Infrastructure Program (BBB) was the infrastructure program of the administration of Rodrigo Duterte, the 16th president of the Philippines. A key component of his socioeconomic policy, the program aimed to reduce poverty, encourage economic growth and reduce congestion in Metro Manila, and address the country's infrastructure gap. [1] [2] Launched on April 18, 2017, [3] the program also included the continuation of 44 infrastructure projects under previous administrations. [4] [5]
The Build! Build! Build! program was superseded by the Build Better More (BBM) infrastructure program of the administration of Duterte's successor, Bongbong Marcos; [6] government officials have described the new program as an expansion of the BBB program.

In November 2019, the government revised its list of flagship infrastructure projects under the program, expanding it to 100. [7] [8] It was revised again in August 2020, bringing the total number of projects to 104, expanding its scope included health, information and communications technology, as well as water infrastructure projects to support the country's economic growth and recovery from the effects of the COVID-19 pandemic. As of September 11, 2020, 24 projects are still in the approval & planning stages, while 80 were under implementation. [9]

As of July 2021, 214 airport projects, 451 commercial social and tourism port projects, 29,264 kilometers (18,184 mi) of roads, 5,950 bridges, 11,340 flood control projects, 11,340 evacuation centers, and 150,149 classrooms had been completed under the infrastructure program. [76] [77] The numbers cited include newly-built infrastructure, and projects involving the repair, rehabilitation, widening, and expansion of existing infrastructure. [78]
However despite the massive expenditure program and with only two months left before Duterte leaves office, as of April 28, 2022, only 12 out of 119 Flagship Build Build Build projects have been completed so far. [79] Officials were quick to point out that despite the low completion rate of projects, the current administration has consistently spent more on infrastructure than past administrations. [79] The remaining projects will be passed on to future administrations for completion and consideration. [79]
The Philippine Daily Inquirer , citing a study from Pantheon Macroeconomics, wrote that "the Duterte administration has failed to achieve its ambitious spending targets despite having rolled out more infrastructure projects under the BBB program", citing the effect of the COVID-19 pandemic which affected infrastructure spending in 2020 as large portions of the budget had been reallocated to COVID-19 response efforts. [80]
Epifanio de los Santos Avenue, commonly referred to by its acronym EDSA, is a limited-access circumferential highway around Manila, the capital city of the Philippines. It passes through 6 of Metro Manila's 17 local government units or cities, namely, from north to south, Caloocan, Quezon City, San Juan, Mandaluyong, Makati, and Pasay.
The Metro Rail Transit Line 3, also known as the MRT Line 3, MRT-3, or Metrostar Express, is a rapid transit line in Metro Manila in the Philippines. The line runs in an orbital north to south route following the alignment of Epifanio de los Santos Avenue (EDSA). Despite its name, the line is more akin to a light rapid transit system owing to its tram-like rolling stock while having total grade separation and high passenger throughput. The line is officially known as the Yellow Line. Its current General Manager is Oscar Bongon.
Rail transportation in the Philippines is currently used mostly to transport passengers within Metro Manila and provinces of Laguna and Quezon, as well as a commuter service in the Bicol Region. Freight transport services once operated in the country, but these services were halted. However, there are plans to restore old freight services and build new lines. From a peak of 1,100 kilometers (680 mi), the country currently has a railway footprint of 533.14 kilometers (331.28 mi), of which only 129.85 kilometers (80.69 mi) are operational as of 2024, including all the urban rail lines. World War II, natural calamities, underspending, and neglect have all contributed to the decline of the Philippine railway network. In the 2019 Global Competitiveness Report, the Philippines has the lowest efficiency score among other Asian countries in terms of efficiency of train services, receiving a score of 2.4, and ranking 86th out of 101 countries globally. The government is currently expanding the railway network up to 1,900 kilometers (1,200 mi) by 2022 through numerous projects.

It is responsible for the country's land, air, and sea communications infrastructure.
Rodrigo Roa Duterte, also known as Digong, Rody, and by the initials DU30 and PRRD, is a Filipino lawyer and politician who served as the 16th president of the Philippines from 2016 to 2022. He is the chairperson of Partido Demokratiko Pilipino, the ruling political party in the Philippines during his presidency. Duterte is the first president of the Philippines to be from Mindanao, and is the oldest person to assume office, beginning his term at age 71.
The transportation system in Metro Manila covers the road network, rail network, ferries, ports and airports located within the metropolitan Manila area. Road transportation in Metro Manila is diverse, composed of many types of private and public transport vehicles. These include taxis, buses, jeepneys, tricycles and pedicabs. In some areas, especially in Divisoria and large public markets, two-stroke motors are fitted in the pedicabs and are used for goods transport. Regardless of modernity, horse-drawn kalesas are still used in the streets of Binondo and Intramuros. Ridesharing services such as Grab also operate within Metro Manila.
Lawton Avenue, also known as the Fort Bonifacio–Nichols Field Road and Nichols Field Road, is the main road in Fort Bonifacio, Taguig, Metro Manila, Philippines. It follows a part of the alignment of the old Nichols route running roughly southwest to northeast from Sales Interchange to 5th Avenue and the Manila American Cemetery and Memorial. It was named after Henry Ware Lawton, a US Army general killed during the Philippine–American War.
The Estrella–Pantaleon Bridge, also known as the Rockwell Bridge, is a four-lane box girder bridge crossing the Pasig River in Metro Manila, Philippines. It connects Estrella Street in Makati on the south bank of the Pasig River, to Pantaleon Street via Barangka Drive in Mandaluyong on the north bank, near the site of the Acqua Private Residences.
Rodrigo Duterte's six-year tenure as the 16th President of the Philippines began on June 30, 2016, succeeding Benigno Aquino III. He was the first president from Mindanao, the first president to have worked in all three branches of government, and the oldest to be elected. He won the election amid growing frustration with post-EDSA governance that favored elites over ordinary Filipinos. His tenure ended on June 30, 2022.
Mark Aguilar Villar is a Filipino politician and businessman serving as a Senator since 2022. He served in President Rodrigo Duterte's cabinet as the Secretary of Public Works and Highways from 2016 to 2021, and was the COVID-19 pandemic isolation czar from 2020 to 2021. A member of the Nacionalista Party, he was the Representative of Las Piñas from 2010 to 2016. Villar has also previously held executive positions in his family's businesses.
The Metro Manila Subway, formerly known as the Mega Manila Subway (MMS) is an under-construction underground rapid transit line in Metro Manila, Philippines. The 33-kilometer (21 mi) line, which will run north–south between Valenzuela, Quezon City, Pasig, Taguig, Parañaque and Pasay, consists of 17 stations between the East Valenzuela and Bicutan stations. It will become the country's second direct airport rail link after the North–South Commuter Railway, with a branch line to Ninoy Aquino International Airport.

The Santa Monica–Lawton Bridge, also known as the Kalayaan Bridge and Bonifacio Global City–Ortigas Link Bridge, is a four-lane, two-way bridge across the Pasig River that connects Lawton Avenue in the Embo barangays of Cembo and West Rembo in Taguig to Fairlane Street in barangays Kapitolyo and Pineda in Pasig. The bridge spans 613.77 meters (2,013.7 ft) and the construction cost of the bridge is ₱1.857 billion as of 2017. The bridge also includes a 565-meter (1,854 ft) viaduct that connects it to 8th Avenue in Bonifacio Global City, Taguig.
New Manila International Airport, also known as Bulacan International Airport, is an international airport under construction on the coastal areas of Bulakan, Bulacan, 35 km (22 mi) north of Manila, the capital of the Philippines. The project was proposed by the San Miguel Corporation (SMC) and is set to help decongest Ninoy Aquino International Airport (NAIA), the main gateway to the capital for air travelers.
The North–South Commuter Railway, also known as the Clark–Calamba Railway, is a 147-kilometer (91-mile) commuter rail system under construction on the island of Luzon in the Philippines. Running from New Clark City in Capas, Tarlac, to Calamba, Laguna, with 36 stations and four services, the railway is designed to improve connectivity within the Greater Manila Area and will be integrated with the railway network in the region.
The EDSA Carousel, also known as Route 1 and formerly and still referred to as Route E, is a bus rapid transit (BRT) system, part of several bus routes in Metro Manila. It is situated along EDSA and other roads, running on a dedicated right-of-way called the EDSA Busway, separated from normal road traffic in most of its stretch by concrete barriers and steel bollards on the innermost lane.
Vivencio "Vince" Bringas Dizon is a Filipino economist, consultant and political aide who previously served as president and CEO of the Bases Conversion and Development Authority. He also served as President Rodrigo Duterte's Adviser on Flagship Programs and Projects and as Deputy Chief Implementer of the National Action Plan Against COVID-19.

Certain Aquino-era projects, such as the MRT-7 line, the Bicol International Airport, and NLEX Harbor Link Segments were also repurposed by the Duterte administration and are now listed among the high-impact priority projects under the "Build, Build, Build" program.
