In the Philippines, Protected Areas are administered by the Department of Environment and Natural Resources (DENR)'s Biodiversity Management Bureau under the National Integrated Protected Areas System (NIPAS) Act of 1992. As of 2020, there are 244 Protected Areas in the Philippines covering a total area of about 7,760,000 hectares (19,200,000 acres) – 15.4% of the Philippines' total area. [1]

History

The first important legislation that formed the basis of the current system of national parks and protected areas in the Philippines is Act No. 648, enacted in 1903 by the Philippine Commission. This act authorized the civil governor to "reserve for civil public purposes, and from sale or settlement, any part of the public domain not appropriated by law for special public purposes." [2]

A total of eight national reserves had been established on July 26, 1904, pursuant to this law. These are the Lamao Forest Reserve in Bataan, Mariquina Reserve in Rizal, Angat River Reserve in Bulacan, Caliraya Falls Reserve in Laguna, La Carlota Reserve in Negros Occidental, San Ramon Reserve in Zamboanga, Magalang Reserve in Pampanga, and Hacienda San Antonio in Isabela. [3] In the same year, the Forest Act of 1904 (Act No. 1148) was adopted that expanded the scope of protected areas in the Philippines. [4] Among the first of such mountain forest reserves to be declared was Mount Maquiling declared on November 21, 1910. [5]

On February 1, 1932, the National Parks Act (Act No. 3195) was enacted that formally established the national parks system in the country. [6] Mount Arayat became the first national park in the Philippines established on June 27, 1933, following this act.

A series of acts and legislations were passed in the next decades that aimed to further strengthen these policies, including the Revised Forestry Code of 1975 (Presidential Decree No. 705) and Forest Administrative Order No. 7. Following the 1987 Constitution, the National Integrated Protected Areas System Act was enacted which further enhanced the administration and classification of protected areas, and broadened the mandate of the Department of Environment and Natural Resources in enforcing its provisions.

Classification

Protected areas in the Philippines encompasses 4,620,000 hectares (11,400,000 acres) of terrestrial areas and 3,140,000 hectares (7,800,000 acres) of marine areas. [1] They are managed according to the following classifications described in Section 4 of the National Integrated Protected Areas System Act of 1992 (NIPAS Act).

Mount Apo, also known locally as Apo Sandawa, is a large solfataric, dormant stratovolcano on the island of Mindanao, Philippines. With an elevation of 2,954 meters (9,692 ft) above sea level, it is the highest-mountain in the Philippine Archipelago, Mindanao and 24th-highest peak of an island on Earth. Located on the tripartite border of Davao City and Davao del Sur in the Davao Region, and Cotabato in Soccsksargen, Mount Apo is the most-prominent mountain in the Philippines. The peak overlooks from Davao City 45 kilometers (28 mi) to the northeast, Digos 25 kilometers (16 mi) to the southeast, and Kidapawan 20 kilometers (12 mi) to the west. It is a protected area and a Natural Park of the Philippines.

Mount Isarog is an active stratovolcano located in the province of Camarines Sur, Philippines, on the island of Luzon. The mountain has active fumaroles and hot springs. It has an elevation of 2,011.6 m (6,600 ft) above mean sea level.

<span class="mw-page-title-main">Mount Malindang</span> Volcano in the Philippines

Mount Malindang is a complex volcano located in the province of Misamis Occidental in the southern island of Mindanao, Philippines. It is the highest point in the province. The least studied mountain range was formed through several volcanic activities some of which could be historical, evident by the presence of two calderas, surrounded by high rock walls, cinder cones, dome volcano plugs, two sulfurous hot springs, and a crater lake named Lake Duminagat. The amphitheater structures have extensive distribution of volcanic rocks, carbonized wood that are found in pyroclastic deposits. The mountain range is dissected by several canyons and ravines.

Mahagnao Volcano also known as part of is a dormant stratovolcano located in the Barangay Mahagnao part of the municipality of Burauen province of Leyte, Philippines. It is also bounded by the municipalities of La Paz and MacArthur. The area is mostly composed of wetland forests and also the birth of many rivers and streams flowing on many part of Burauen and on its neighboring towns.

<span class="mw-page-title-main">Lake Balinsasayao</span> Lake in the Philippines

Lake Balinsasayao is one of three crater lakes rising 1,000 feet (300 m) above sea level located within the Balinsasayao Twin Lakes Natural Park, an 8,016.05-hectare (19,808.1-acre) protected area covering the municipalities of Valencia, Sibulan, and San Jose in the province of Negros Oriental, Philippines.

<span class="mw-page-title-main">Mounts Iglit–Baco National Park</span>

The Mounts Iglit–Baco National Park is a protected area of the Philippines and an ASEAN Heritage Park located in the island of Mindoro in central Philippines. The park covers an area of 75,445 hectares surrounding Mount Iglit and Mount Baco in the central interior of Mindoro. It was established in 1970 by virtue of Republic Act No. 6148. In 2003, the Association of Southeast Asian Nations listed it as one of its four heritage parks in the Philippines. The park has also been nominated in the Tentative List of UNESCO World Heritage Sites.

The Mayon Volcano Natural Park is a protected area of the Philippines located in the Bicol Region on southeast Luzon Island, the largest island of the country. The Natural park covers an area of 5,775.7 hectares, which includes its centerpiece Mayon Volcano, the most active volcano in the Philippines, and its adjacent surroundings. The volcano is also renowned for having an almost perfect cone. First protected as a National Park in 1938, it was reclassified as a Natural Park in the year 2000.

The Peñablanca Protected Landscape and Seascape is a protected area and national park in Peñablanca, Cagayan. It is on the border with Isabela province, contiguous with the Northern Sierra Madre Natural Park. The protected area, best known as the location of Callao Cave, covers the largest block of forest under conservation in the province. It covers 118,781.582 hectares of the northern Sierra Madre mountain range and its adjacent Pacific coast.

<span class="mw-page-title-main">Northern Sierra Madre Natural Park</span>

The Northern Sierra Madre Natural Park is the largest protected area of the Philippines covering the northern range of the Sierra Madre mountains of eastern Luzon. The park is located in the eastern part of the province of Isabela in Cagayan Valley containing a total of 359,486 hectares. It was first declared a wilderness reserve encompassing an area within a 45 kilometres (28 mi) radius of Palanan Point known as the Palanan Wilderness Area through Letter of Instructions No. 917-A signed by President Ferdinand Marcos on September 7, 1979. On March 10, 1997, the area was converted into a natural park with the signing of Proclamation No. 978 by President Fidel Ramos.

<span class="mw-page-title-main">Northern Negros Natural Park</span>

The Northern Negros Natural Park is a protected area of the Philippines located in the northern mountainous forest region of the island of Negros in the Visayas. It is spread over five municipalities and six cities in the province of Negros Occidental and is the province's largest watershed and water source for seventeen municipalities and cities including the Bacolod metropolitan area. The park was established first as a forest reserve spanning 107,727 hectares on 28 April 1935 through Administrative Act No. 789 signed by Governor-General Frank Murphy. On 7 August 1946, the Northern Negros Forest Reserve was reduced to its present area of 80,454.5 hectares with the signing of Proclamation No. 798 by President Manuel Roxas. In 2005, the protected area was converted into a natural park under the National Integrated Protected Areas System (NIPAS) Act by virtue of Proclamation No. 895 signed by President Gloria Arroyo.

Sibalom Natural Park is a 5,511.47-hectare (13,619.1-acre) protected area in the Philippines on the island of Panay in the municipality of Sibalom, Antique. It was proclaimed a natural park on 23 April 2000. It is considered one of the last remaining lowland rainforests on Panay.

Bongsanglay Natural Park is a protected area of mangrove forests and swamps on Ticao Island in the Bicol Region of the Philippines. It is located in the municipality of Batuan in the island province of Masbate covering an area of 244.72 hectares. The protected area was established on 29 December 1981 when the area "from Panciscan Point in Bitos Bay up to Bano Sanlay" in Batuan was declared a Mangrove Swamp Forest Reserve under Proclamation No. 2152 signed by President Ferdinand Marcos. In 2000, when President Joseph Estrada signed Proclamation No. 319, Bongsanglay was reclassified as a natural park pursuant to the National Integrated Protected Areas System (NIPAS) Act.

<span class="mw-page-title-main">Casecnan Protected Landscape</span>

The Casecnan Protected Landscape is a protected area in the Casecnan River watershed of eastern Luzon in the Philippines. It has a total area of 88,846.80 hectares straddling the provinces of Nueva Vizcaya, Quirino and Aurora. The 57,930-hectare (143,100-acre) Casecnan River Watershed Forest Reserve was established in August 1987 by virtue of Executive Order No. 136 issued by President Corazon Aquino. In April 2000, the forest reserve was enlarged to 88,846.80 hectares and was reclassified as a protected landscape area through Proclamation No. 289. It is considered one of the last remaining substantial water sources for the region of Central Luzon.

<span class="mw-page-title-main">Pasonanca Natural Park</span>

The Pasonanca Natural Park is a protected area that preserves a major watershed in the southern Philippine island of Mindanao in the Zamboanga Peninsula. It contains the headwaters of the Tumaga River in the southern Zamboanga Cordillera mountain range that serves the water requirements of some 800,000 residents in Zamboanga City. It was named after the village of Pasonanca located in the city's northern fringes where the Pasonanca Park, a public eco-park, and the Abong-Abong Park, a pilgrimage site, can also be found.

The Mimbilisan Protected Landscape is a protected landscape area located in the province of Misamis Oriental in Northern Mindanao in the Philippines. It was established in 1936 to protect the watershed forest surrounding the Mimbilisan Falls in the municipality of Talisayan declared through Proclamation No. 51 by President Manuel Luis Quezon. It had an initial area of 72 hectares and is an important source for Mimbilisan Water System that supplies water to the surrounding communities in eastern Misamis Oriental. In 1999 and again, in 2007, the forest reserve was reestablished as a protected landscape under the National Integrated Protected Areas System with the enactment of Proclamation No. 134 and Republic Act No. 9494. It is one of five declared protected areas of the Philippines in Misamis Oriental.

<span class="mw-page-title-main">Mounts Banahaw–San Cristobal Protected Landscape</span>

Mounts Banahaw–San Cristobal Protected Landscape is a protected landscape park in the Calabarzon region of the Philippines, 120 kilometres (75 mi) south of Manila. It is the second largest protected area in Calabarzon, after the Upper Marikina River Basin Protected Landscape, with an area of 10,900.59 hectares. The park is located at the border of Laguna and Quezon provinces and includes the features it is named after: Mount Banahaw and, 7 kilometres (4.3 mi) to its west, Mount San Cristobal.

<span class="mw-page-title-main">Angat Watershed Forest Reserve</span>

The Angat Watershed Forest Reserve is a conservation area that protects the drainage basin in the southern Sierra Madre range north of Metro Manila in the Philippines where surface water empties into the Angat River and its distributaries. It is spread over an area of 62,309 hectares in the eastern portion of Bulacan and northern Rizal province at an altitude of between 490 and 1,206 metres. The conservation area also extends to the provinces of Nueva Ecija and Quezon and is centered on an artificial lake created by the Angat Dam which, together with the Ipo Dam located 7.5 kilometres (4.7 mi) downstream, supply 97% of the water requirement of Metro Manila via an aqueduct system to the La Mesa Dam and Reservoir and the Balara Filtration Plant in Quezon City. The Angat Dam and Reservoir is also a major source of hydroelectricity for Metro Manila and surrounding provinces, contributing some 200 megawatts to the Luzon grid. The watershed is a popular birdwatching site and is a biodiversity hotspot containing most of the remaining closed-canopy forests in Central Luzon.

<span class="mw-page-title-main">Samar Island Natural Park</span> Philippines National Park that encompasses the countrys largest terrestrial protected area

The Samar Island Natural Park, in Samar, is the largest contiguous tract of old-growth forest in the Philippines. It is the country's largest terrestrial protected area, with an area of 333,300 hectares. The buffer is spread north to south over the island's three provinces and totals 458,700 hectares, about a third of the entire island of Samar.

<span class="mw-page-title-main">Upper Agno River Basin Resource Reserve</span>

The Upper Agno River Basin Resource Reserve is a protected area located on the southeast flank of the Cordillera Central in the Philippine province of Benguet along its border with Ifugao and Nueva Vizcaya. It is a resource reserve located high in the Central and Polis ranges protecting the headwaters of the Agno River. According to section 4 of the National Integrated Protected Areas System Act, a resource reserve is an extensive and relatively isolated area designated as such to preserve the natural resources of the area. The reserve comprises 77,561 hectares of the catchment area that feeds the Ambuklao and Binga dams, two of the country's oldest hydroelectric plants that supply power to the city of Baguio and entire Benguet province. Upper Agno is north of and contiguous with the Lower Agno Watershed Forest Reserve that preserves the immediate downstream of the Binga Dam where the Agno River is impounded by a third dam, the San Roque Dam, the largest in the Philippines and the main source of water, electric energy and irrigation for surrounding regions in Luzon.
