An executive president is the head of state who exercises authority over the governance of that state, and can be found in presidential, semi-presidential, and parliamentary systems.
They contrast with figurehead presidents, common in most parliamentary republics, in which the president serves symbolic, nonpolitical roles (and often is appointed to office by parliament) while the prime minister holds all relevant executive power. A small number of nations, like South Africa and Botswana, have both an executive presidency and a system of governance that is parliamentary in character, with the President elected by and dependent on the confidence of the legislature. In these states, the offices of president and prime minister (as both head of state and head of government respectively) might be said to be combined.
The above examples notwithstanding, executive presidencies are found in presidential systems and semi-presidential systems.
In order to prevent the abuse of power, checks and balances are implemented through the legislative and judiciary bodies. For example, in the United States one method is impeachment whereby the president can be held accountable if others deem their actions unconstitutional, with the most recent example being the impeachment trials of President Donald Trump.
In parliamentary republics, presidents are most commonly chosen by the legislature. However, in those countries with both a prime minister and a president, methods differ. For example, in Czechia a majority vote from the public elects the president.
In full presidential systems and parliamentary systems with a constitutional presidency, the president is elected independently of the legislature. There are several methods in which to do this, including the plurality system and the two-round system. Whilst these methods use the popular vote, not all presidents are chosen in this way. For example, to be elected in the United States, a candidate must win a majority of the votes from the Electoral College, not the popular vote.
In the corporate environment, the head of a company is the Chief Executive Officer (CEO), with the president being second in command. Leading the company's executive group rather than the overall company, the executive president in this instance is responsible for day-to-day operations. In small businesses, the CEO and executive president are the same, whereas in larger companies the roles are carried out by two separate people.
A head of state is the public persona who officially embodies a sovereign state in its unity and legitimacy. Depending on the country's form of government and separation of powers, the head of state may be a ceremonial figurehead or concurrently the head of government and more.
A prime minister,premier or chief of cabinet is the head of the cabinet and the leader of the ministers in the executive branch of government, often in a parliamentary or semi-presidential system. Under those systems, a prime minister is not the head of state, but rather the head of government, serving as the principal administrator under either a monarch in a monarchy or a president in a republican form of government.
The Westminster system, or Westminster model, is a type of parliamentary government that incorporates a series of procedures for operating a legislature, first developed in England. Key aspects of the system include an executive branch made up of members of the legislature, and that is responsible to the legislature; the presence of parliamentary opposition parties; and a ceremonial head of state who is separate from the head of government. The term derives from the Palace of Westminster, which has been the seat of the Westminster Parliament in England and later the United Kingdom since the 13th century. The Westminster system is often contrasted with the presidential system that originated in the United States, or with the semi-presidential system, based on the government of France.
Politics in Portugal operates as a unitary multi-party semi-presidential representative democratic republic, whereby the Prime Minister of Portugal is the head of government, and the President of Portugal is the non-executive head of state with several significant political powers they exercise often. Executive power is exercised by the Government, whose leader is the prime minister. Legislative power is primarily vested in the Assembly of the Republic, although the government is also able to legislate on certain matters. The Judiciary of Portugal is independent of the executive and the legislature. The President exerts a sort of "moderating power", not easily classified into any of the traditional three branches of government.
The president of Turkey, officially the president of the Republic of Türkiye, is the head of state and head of government of Turkey. The president directs the executive branch of the national government and is the commander-in-chief of the Turkish military. The president also heads the National Security Council.
A parliamentary system, or parliamentary democracy, is a system of democratic government where the head of government derives their democratic legitimacy from their ability to command the support ("confidence") of the legislature, typically a parliament, to which they are accountable.
A presidency is an administration or the executive, the collective administrative and governmental entity that exists around an office of president of a state or nation. Although often the executive branch of government, and often personified by a single elected person who holds the office of "president", in practice, the presidency includes a much larger collective of people, such as chiefs of staff, advisers and other bureaucrats. Although often led by a single person, presidencies can also be of a collective nature, such as the presidency of the European Union is held on a rotating basis by the various national governments of the member states. Alternatively, the term presidency can also be applied to the governing authority of some churches, and may even refer to the holder of a non-governmental office of president in a corporation, business, charity, university, etc. or the institutional arrangement around them. For example, "the presidency of the Red Cross refused to support his idea." Rules and support to discourage vicarious liability leading to unnecessary pressure and the early termination of term have not been clarified. These may not be as yet supported by state let initiatives. Contributory liability and fraud may be the two most common ways to become removed from term of office and/or to prevent re-election.
A presidential system, or single executive system, is a form of government in which a head of government, typically with the title of president, leads an executive branch that is separate from the legislative branch in systems that use separation of powers. This head of government is in most cases also the head of state. In a presidential system, the head of government is directly or indirectly elected by a group of citizens and is not responsible to the legislature, and the legislature cannot dismiss the president except in extraordinary cases. A presidential system contrasts with a parliamentary system, where the head of government comes to power by gaining the confidence of an elected legislature.
A motion or vote of no confidence is a formal expression by a deliberative body as to whether an officeholder is deemed fit to continue to occupy their office. The no-confidence vote is a defining feature of parliamentary democracy which allows the elected parliament to either affirm their support or force the ousting of the cabinet. Systems differ in whether such a motion may be directed against the prime minister only or against individual cabinet ministers.
A semi-presidential republic, or dual executive republic, is a republic in which a president exists alongside a prime minister and a cabinet, with the latter two being responsible to the legislature of the state. It differs from a parliamentary republic in that it has a popularly elected head of state; and from the presidential system in that the cabinet, although named by the president, is responsible to the legislature, which may force the cabinet to resign through a motion of no confidence.
The prime minister of France, officially the prime minister of the French Republic, is the head of government of the French Republic and the leader of the Council of Ministers.
The president of South Africa is the head of state and head of government of the Republic of South Africa. The president directs the executive branch of the federal government and is the commander-in-chief of the South African National Defence Force. Between 1961 and 1994, the office of head of state was the state presidency.
The president of Pakistan is the head of state of the Islamic Republic of Pakistan. The president is the nominal head of the executive and the supreme commander of the Pakistan Armed Forces. Arif Alvi is the 13th and current president, in office since 9 September 2018.
Cohabitation is a system of divided government that occurs in semi-presidential systems, such as France, whenever the president is from a different political party than the majority of the members of parliament. It occurs because such a system forces the president to name a premier who will be acceptable to the majority party within parliament. Thus, cohabitation occurs because of the duality of the executive: an independently elected president and a prime minister who must be acceptable both to the president and to the legislature.
Dissolution of a legislative assembly is the simultaneous termination of service of all of its members, in anticipation that a successive legislative assembly will reconvene later with possibly different members. In a democracy, the new assembly is chosen by a general election. Dissolution is distinct on the one hand from abolition of the assembly, and on the other hand from its adjournment or prorogation, or the ending of a legislative session, any of which begins a period of inactivity after which it is anticipated that the same members will reassemble. For example, the "second session of the fifth parliament" could be followed by the "third session of the fifth parliament" after a prorogation, but would be followed by the "first session of the sixth parliament" after a dissolution.
An indirect election or hierarchical voting is an election in which voters do not choose directly among candidates or parties for an office, but elect people who in turn choose candidates or parties. It is one of the oldest forms of elections and is used by many countries for heads of state, cabinets, heads of government, and/or upper houses. It is also used for some supranational legislatures.
A parliamentary republic is a republic that operates under a parliamentary system of government where the executive branch derives its legitimacy from and is accountable to the legislature. There are a number of variations of parliamentary republics. Most have a clear differentiation between the head of government and the head of state, with the head of government holding real power and the head of state being a ceremonial position, similar to constitutional monarchies. In some countries the head of state has reserve powers to use at their discretion as a non-partisan "referee" of the political process. Some have combined the roles of head of state and head of government, much like presidential systems, but with a dependency upon parliamentary confidence.
The current Constitution of Madagascar was, according to the national electoral commission, endorsed by a majority of voters in the constitutional referendum held on 14 November 2010. The new constitution launched the Fourth Republic of Madagascar and was widely seen as an attempt to consolidate and legitimise the rule of Andry Rajoelina and his High Transitional Authority government which was installed after a military-backed coup d'état against President Marc Ravalomanana at the beginning of the ongoing national political crisis. One substantive change from the constitution of the Third Republic was to lower the minimum age for presidential candidates from 40 to 35. This made Rajoelina, aged 36 at the time, eligible to stand in presidential elections.
Semi-parliamentary system can refer to either a prime-ministerial system, in which voters simultaneously vote for both members of legislature and the prime minister, or to a system of government in which the legislature is split into two parts that are both directly elected – one that has the power to remove the members of the executive by a vote of no confidence and another that does not. The former was first proposed by Maurice Duverger, who used it to refer to Israel from 1996 to 2001. The second was identified by German academic Steffen Ganghof.
