The International Coral Reef Initiative (ICRI) is an informal partnership among nations, international organisations and non-government organisations to help protect coral reefs globally. It aims to implement Chapter 17 of Agenda 21, Aichi Target 10 of the Convention on Biological Diversity's 10-year Strategic Plan, and other relevant internationally agreed objectives and targets. It does so by:
It is the "only global entity solely devoted to coral reefs". [1]
ICRI was established in 1994 at the initiative of eight founding nations: Australia, France, Japan, Jamaica, the Philippines, Sweden, the United Kingdom, and the United States. It was launched at the First Conference of the Parties of the Convention on Biological Diversity, held in the Bahamas in December 1994, and subsequently announced at the high level segment of the Intersessional Meeting of the United Nations Commission on Sustainable Development in April 1995. The first General Meeting of members was held in Dumaguete, Philippines, in June 1995 where ICRI's foundational documents were adopted: its "Call to Action" and "Framework for Action" for achieving sustainable management of coral reefs and related ecosystems. [2] The "Call to Action" was renewed in 1998 at the first International Tropical Marine Ecosystems Management Symposium held in Townsville, Australia and endorsed by over 300 delegates from 49 nations. A Continuing Call to Action (and associated Framework for Action) was further adopted at ICRI's 28th General Meeting in October 2013 in Belize. The Framework for Action requires the complete participation and dedication by all involved parties. The Framework for Action calls on participating parties to back all actions with substantial productive effects on coral reefs, monitor and manage human-related pursuits that result in degradation of coral reefs and its ecosystems, and acknowledge the importance of coral reefs to different cultures and regions. The Framework also requires the commitment to coastal management, especially with the involvement of local communities, and the participation in crucial examination and analysis to sustain and protect coral reefs on a widespread capacity. The ICRI is aware that the different geographical regions of the world have different problems facing their coral reefs. The ICRI has created different geographical seminars in order to customize the "Call to Action" and "Framework for Action" protocols for each region of the globe. The global seminars also include the importance of government involvement in the protection of coral reefs. The ICRI has noted the deficiency of recognizing the extensive help the scientific community around the globe has contributed to protecting coral reefs. The International Coral Reef Initiative has adapted over time to reach more needs of the Federal and Community levels of protecting coral reefs while aiding the International and Regional levels with uninterrupted overseeing of coral reefs. The Initiative functions through a rotating Secretariat hosted by member nations; since 2001 the Secretariat has been hosted in partnership by a 'developed' nation and a 'developing' nation. The Secretariat is responsible for organising General Meetings of members, drafting documents, coordinating membership, and liaising with relevant international organisations. The governing body of ICRI is its General Meetings, held at least annually and where members can adopt decision, resolutions and recommendations on specific topics. ICRI has also encouraged the holding of regional meetings and workshops to develop coordinated regional responses to coral reef threats. The most active region in this regard has been East Asia which holds annual regional ICRI workshops.
ICRI has established Operational Networks and temporary Ad Hoc Committees, which are working groups set-up on a temporary basis to progress specific issues or tackle specialized topics related to coral reef management. The most well-known Operational Network is the Global Coral Reef Monitoring Network which produces global and regional reports on the status of coral reefs on a regular basis. [5]
Although ICRI is not a United Nations body, it is regularly cited in UN documents such as Secretary General Reports. [1] Most recently, it was cited in resolution adopted by the United Nations General Assembly at its 67th session in November 2012. [6]
The International Coral Reef Initiative has had non-legally binding frameworks and agreements as well as legally binding agreements to create a basis of cooperation on the international level for protecting coral reefs and marine life. One of the most relevant legally binding agreements made for the ICRI is the United Nations Convention on the Law of the Sea (UNCLOS). The UNCLOS was established in 1982 and is often referred to the "constitution of the oceans". UNCLOS has been designed for widespread access across the globe and a great number of the articles are committed to the safeguarding of marine environments. These articles of the United Nations Convention on the Law of the Sea include the responsibility for countries to avert, decrease, and monitor land-based causes of pollution like litter, soil pollution, oil spills and other toxic chemicals, etc. [7]
The Convention on Biological Diversity (CBD), known informally as the Biodiversity Convention, is a multilateral treaty. The Convention has three main goals: the conservation of biological diversity ; the sustainable use of its components; and the fair and equitable sharing of benefits arising from genetic resources. Its objective is to develop national strategies for the conservation and sustainable use of biological diversity, and it is often seen as the key document regarding sustainable development.
CITES is a multilateral treaty to protect endangered plants and animals from the threats of international trade. It was drafted as a result of a resolution adopted in 1963 at a meeting of members of the International Union for Conservation of Nature (IUCN). The convention was opened for signature in 1973 and CITES entered into force on 1 July 1975.
The United Nations Convention on the Law of the Sea (UNCLOS), also called the Law of the Sea Convention or the Law of the Sea Treaty, is an international treaty that establishes a legal framework for all marine and maritime activities. As of October 2024, 169 states and the European Union are parties.
The United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa (UNCCD) is a Convention to combat desertification and mitigate the effects of drought through national action programs that incorporate long-term strategies supported by international cooperation and partnership arrangements.
The United Nations Environment Programme (UNEP) is responsible for coordinating responses to environmental issues within the United Nations system. It was established by Maurice Strong, its first director, after the United Nations Conference on the Human Environment in Stockholm in June 1972. Its mandate is to provide leadership, deliver science and develop solutions on a wide range of issues, including climate change, the management of marine and terrestrial ecosystems, and green economic development. The organization also develops international environmental agreements; publishes and promotes environmental science and helps national governments achieve environmental targets.
The Intergovernmental Oceanographic Commission of UNESCO (IOC/UNESCO) was established by resolution 2.31 adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO). It first met in Paris at UNESCO Headquarters from 19 to 27 October 1961. Initially, 40 States became members of the commission. The IOC assists governments to address their individual and collective ocean and coastal management needs, through the sharing of knowledge, information and technology as well as through the co-ordination of programs and building capacity in ocean and coastal research, observations and services.
A regional fishery body (RFB) is a type of international organization that is part of an international fishery agreement or arrangement to cooperate on the sustainable use and conservation of marine living resources and/or the development of marine capture fisheries whose such capacity has been recognized by the UN Food and Agriculture Organization under the United Nations Fish Stocks Agreement.
The United Nations Forum on Forests (UNFF) is a high-level intergovernmental policy forum. The forum includes all United Nations member states and permanent observers, the UNFF Secretariat, the Collaborative Partnership on Forests, Regional Organizations and Processes and Major Groups.
Reef Check is an international non-governmental organization dedicated to the conservation of two reef ecosystems: tropical coral reefs and Californian rocky reefs. The Foundation is headquartered in Los Angeles, California, United States, but uses data from volunteer scuba diver teams in over 80 countries, ranging from Australia, Japan, to even Germany. It is the United Nations’ official coral reef monitoring program.
The Coral Triangle (CT) is a roughly triangular area in the tropical waters around Indonesia, Malaysia, Papua New Guinea, the Philippines, Solomon Islands, and Timor-Leste. This area contains at least 500 species of reef-building corals in each ecoregion. The Coral Triangle is located between the Pacific and Indian oceans and encompasses portions of two biogeographic regions: the Indonesian-Philippines Region, and the Far Southwestern Pacific Region. As one of eight major coral reef zones in the world, the Coral Triangle is recognized as a global centre of marine biodiversity and a global priority for conservation. Its biological resources make it a global hotspot of marine biodiversity. Known as the "Amazon of the seas", it covers 5.7 million square kilometres (2,200,000 sq mi) of ocean waters. It contains more than 76% of the world's shallow-water reef-building coral species, 37% of its reef fish species, 50% of its razor clam species, six out of seven of the world's sea turtle species, and the world's largest mangrove forest. The epicenter of that coral diversity is found in the Bird’s Head Seascape of Indonesian Papua, which hosts 574 species. Within the Bird’s Head Seascape, the Raja Ampat archipelago is the world’s coral diversity bull’s eye with 553 species. In 2014, the Asian Development Bank (ADB) reported that the gross domestic product of the marine ecosystem in the Coral Triangle is roughly $1.2 trillion per year and provides food to over 120 million people. According to the Coral Triangle Knowledge Network, the region annually brings in about $3 billion in foreign exchange income from fisheries exports, and another $3 billion from coastal tourism revenues.
Environmental governance (EG) consists of a system of laws, norms, rules, policies and practices that dictate how the board members of an environment related regulatory body should manage and oversee the affairs of any environment related regulatory body which is responsible for ensuring sustainability (sustainable development) and manage all human activities—political, social and economic. Environmental governance includes government, business and civil society, and emphasizes whole system management. To capture this diverse range of elements, environmental governance often employs alternative systems of governance, for example watershed-based management.
Green Fins is an approach to sustainable marine tourism activities operating in Southeast Asia, Caribbean and the Indian Ocean that works with business operators, communities and governments. It helps to implement environmental standards for the diving and snorkelling industry through a code of conduct. The overall aim of the initiative is to mitigate damaging impacts to the marine environment from the marine tourism sector and improve sustainability. The code of conduct is a set of 15 points designed to tackle the most common and detrimental effects of scuba diving and snorkelling activities on the habitat in which they operate.
The National Biodiversity Centre is a branch of the National Parks Board and serves as Singapore's one-stop centre for biodiversity-related information and activities. It manages all available information and data on biodiversity in Singapore. Diverse biodiversity-related information and data are currently generated, stored and updated by different organisations and individuals. The National Biodiversity Centre will maximize the usefulness of such information and data by linking them in a single meta-database. Having complete and up-to-date information is crucial for many decision-making processes involving biodiversity. This hub of biodiversity information and data at the National Biodiversity Centre will also allow knowledge gaps to be better identified and addressed.
Coral Reef Initiative for the South Pacific (CRISP) is a French inter-ministerial project founded in 2002. Its aims focus on developing a vision for the future for coral reef ecosystems and the communities that depend on them within the French overseas territories and Pacific Island developing countries. Programme coordination is provided by the CRISP Coordination Unit and a programme manager who is supported by scientific counselors. The programme is hosted by the Secretariat of the Pacific Community who is located in Nouméa, New Caledonia. CRISP is under the institutional protection from the Pacific Community and the South Pacific Regional Environment Programme. It is a regional initiative that promotes the protection and sustainable management of the coral reefs of the Pacific island states.
Soil governance refers to the policies, strategies, and the processes of decision-making employed by nation states and local governments regarding the use of soil. Globally, governance of the soil has been limited to an agricultural perspective due to increased food insecurity from the most populated regions on earth. The Global Soil Partnership, GSP, was initiated by the Food and Agriculture Organization (FAO) and its members with the hope to improve governance of the limited soil resources of the planet in order to guarantee healthy and productive soils for a food-secure world, as well as support other essential ecosystem services.
The Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF), or the Coral Triangle Initiative (CTI), is a multilateral collaborative partnership among six countries. Partners work together to sustain living marine and coastal resources by addressing crucial issues such as food security, climate change, and marine biodiversity.
High seas fisheries management refers to the governance and regulation of fishing activities in areas beyond national jurisdiction, often referred to as the 'high seas'.1 The 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1995 United Nations Fish Stock Agreement (UNFSA) provide the international legal framework for the regulation of fishing activities in areas beyond national jurisdiction. The United Nations Fish Stock Agreement delegates responsibility for conservation and management of fish stocks to regional fisheries management organizations (RFMOs) each governing a geographical area of the high seas.
Coral Reef Conservation Program (CRCP) is a partnership between National Oceanic and Atmospheric Administration (NOAA) agencies, established in 2000. The program is a multidisciplinary approach, initiated by the NOAA, to managing and understanding coral reef ecosystems through research and the publication of data to support relevant partners involved in coral reef restoration.
The United Nations agreement on biodiversity beyond national jurisdiction or BBNJ Agreement, also referred to by some stakeholders as the High Seas Treaty or Global Ocean Treaty, is a legally binding instrument for the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. There is some controversy over the popularized name of the agreement. It is an agreement under the United Nations Convention on the Law of the Sea (UNCLOS). The text was finalised during an intergovernmental conference at the UN on 4 March 2023 and adopted on 19 June 2023. Both states and regional economic integration organizations can become parties to the treaty.
Environmental maritime crime constitutes one of the key components of the broader domain of blue crime, and it describes and includes activities that detrimentally impact the marine environment. Its effects have had extremely deleterious impacts on marine life, both in terms of affecting marine ecosystems and the life quality of coastal citizens, with damages that are often not reparable.
