Pakistan has one of the largest labour and manpower resources in the world, due to its large population, which is the sixth largest in the world. According to data produced by the CIA World Factbook, the total number of Pakistan's labour force is 57.2 million, making it the ninth largest country by available human workforce. [1] About 43% of this labour is involved in agriculture, 20.3% in industry and the remaining 36.6% in other services.
The conditions under which Pakistan's blue-collar labour works have often been raised by trade unions and workers' rights organisations. There is also a controversial, yet wide use of child labour in Pakistan. Along with other countries in the South Asia, Pakistan extensively exports much of its labour to nearby Persian Gulf countries of the Middle East. [1]
In Pakistan, there exists a significant unemployment issue, resulting in numerous individuals being devoid of gainful employment opportunities. A considerable portion of these available jobs carries inherent risks and dangers. Despite the perilous nature of such work, children are often compelled to undertake these tasks as their only means of earning compensation to sustain both themselves and their families.
Labour Right Abuse
The Pakistani government has not effectively implemented the lessons it should have gleaned from the Khaadi protests and the tragic fire incident at Ali Enterprises concerning labor rights protection and safety. Consequently, labor abuses persist unchecked in the country's garment factories. [2] Human rights organizations in Pakistan point out that the nation's labor laws inadequately address the exploitation of children who, from a very young age, engage in work on the streets or within middle-class households. [3] [4]
Debt bondage, also known as debt slavery, bonded labour, or peonage, is the pledge of a person's services as security for the repayment for a debt or other obligation. Where the terms of the repayment are not clearly or reasonably stated, the person who holds the debt has thus some control over the laborer, whose freedom depends on the undefined debt repayment. The services required to repay the debt may be undefined, and the services' duration may be undefined, thus allowing the person supposedly owed the debt to demand services indefinitely. Debt bondage can be passed on from generation to generation.
Child labour is the exploitation of children through any form of work that deprives them of their childhood, interferes with their ability to attend regular school, or is mentally, physically, socially and morally harmful. Such exploitation is prohibited by legislation worldwide, although these laws do not consider all work by children as child labour; exceptions include work by child artists, family duties, supervised training, and some forms of work undertaken by Amish children, as well as by indigenous children in the Americas.
A sweatshop or sweat factory is a crowded workplace with very poor, socially unacceptable or illegal working conditions. Some illegal working conditions include poor ventilation, little to no breaks, inadequate work space, insufficient lighting, or uncomfortably/dangerously high or low temperatures. The work may be difficult, tiresome, dangerous, climatically challenging or underpaid. Workers in sweatshops may work long hours with unfair wages, regardless of laws mandating overtime pay or a minimum wage; child labor laws may also be violated. Women make up 85 to 90% of sweatshop workers and may be forced by employers to take birth control and routine pregnancy tests to avoid supporting maternity leave or providing health benefits. The Fair Labor Association's "2006 Annual Public Report" inspected factories for FLA compliance in 18 countries including Bangladesh, El Salvador, Colombia, Guatemala, Malaysia, Thailand, Tunisia, Turkey, China, India, Vietnam, Honduras, Indonesia, Brazil, Mexico, and the US. The U.S. Department of Labor's "2015 Findings on the Worst Forms of Child Labor" found that "18 countries did not meet the International Labour Organization's recommendation for an adequate number of inspectors."
A domestic worker or domestic servant is a person who works within the scope of a residence. The term "domestic service" applies to the equivalent occupational category. In traditional English contexts, such a person was said to be "in service". Domestic workers perform a variety of household services for an individual, from providing cleaning and household maintenance, or cooking, laundry and ironing, or care for children and elderly dependents, and other household errands.
Labor rights or workers' rights are both legal rights and human rights relating to labor relations between workers and employers. These rights are codified in national and international labor and employment law. In general, these rights influence working conditions in the relations of employment. One of the most prominent is the right to freedom of association, otherwise known as the right to organize. Workers organized in trade unions exercise the right to collective bargaining to improve working conditions.
A migrant worker is a person who migrates within a home country or outside it to pursue work. Migrant workers usually do not have the intention to stay permanently in the country or region in which they work.
Trafficking of children is a form of human trafficking and is defined by the United Nations as the "recruitment, transportation, transfer, harboring, and/or receipt" kidnapping of a child for the purpose of slavery, forced labour, and exploitation. This definition is substantially wider than the same document's definition of "trafficking in persons". Children may also be trafficked for adoption.
Child labour in Eswatini is a controversial issue that affects a large portion of the country's population. Child labour is often seen as a human rights concern because it is "work that deprives children of their childhood, their potential and their dignity, and that is harmful to physical and mental development," as defined by the International Labour Organization (ILO). Additionally, child labour is harmful in that it restricts a child's ability to attend school or receive an education. The ILO recognizes that not all forms of children working are harmful, but this article will focus on the type of child labour that is generally accepted as harmful to the child involved.
Migrant domestic workers are, according to the International Labour Organization’s Convention No. 189 and the International Organization for Migration, any persons "moving to another country or region to better their material or social conditions and improve the prospect for themselves or their family," engaged in a work relationship performing "in or for a household or households." Domestic work itself can cover a "wide range of tasks and services that vary from country to country and that can be different depending on the age, gender, ethnic background and migration status of the workers concerned." These particular workers have been identified by some academics as situated within "the rapid growth of paid domestic labor, the feminization of transnational migration, and the development of new public spheres." Prominent discussions on the topic include the status of these workers, reasons behind the pursue in this labour, recruitment and employment practices in the field, and various measures being undertaken to change the conditions of domestic work among migrants.
Contemporary slavery, also sometimes known as modern slavery or neo-slavery, refers to institutional slavery that continues to occur in present-day society. Estimates of the number of enslaved people today range from around 38 million to 49.6 million, depending on the method used to form the estimate and the definition of slavery being used. The estimated number of enslaved people is debated, as there is no universally agreed definition of modern slavery; those in slavery are often difficult to identify, and adequate statistics are often not available.
Child labour in Pakistan is the employment of children to work in Pakistan, which causes them mental, physical, moral and social harm. Child labour takes away the education from children. The Human Rights Commission of Pakistan estimated that in the 1990s, 11 million children were working in the country, half of whom were under age ten. In 1996, the median age for a child entering the work force was seven, down from eight in 1994. It was estimated that one quarter of the country's work force was made up of children. Child labor stands out as a significant issue in Pakistan, primarily driven by poverty. The prevalence of poverty in the country has compelled children to engage in labor, as it has become necessary for their families to meet their desired household income level, enabling them to afford basic necessities like butter and bread.
The kafala system is a system used to monitor migrant laborers, working primarily in the construction and domestic sectors in Gulf Cooperation Council member states and a few neighboring countries, namely Qatar, Bahrain, Kuwait, Lebanon, Oman, Saudi Arabia and the United Arab Emirates.
The Labor policy in the Philippines is specified mainly by the country's Labor Code of the Philippines and through other labor laws. They cover 38 million Filipinos who belong to the labor force and to some extent, as well as overseas workers. They aim to address Filipino workers’ legal rights and their limitations with regard to the hiring process, working conditions, benefits, policymaking on labor within the company, activities, and relations with employees.
The SA8000 Standard is an auditable certification standard that encourages organizations to develop, maintain, and apply socially acceptable practices in the workplace. It was developed in 1989 by Social Accountability International, formerly the Council on Economic Priorities, by an advisory board consisting of trade unions, NGOs, civil society organizations and companies. The SA8000's criteria were developed from various industry and corporate codes to create a common standard for social welfare compliance. The current (2014) version of the standard is built on earlier 2001, 2004 and 2008 versions.
Human trafficking in Southeast Asia has long been a problem for the area and is still prevalent today. It has been observed that as economies continue to grow, the demand for labor is at an all-time high in the industrial sector and the sex tourism sector. A mix of impoverished individuals and the desire for more wealth creates an environment for human traffickers to benefit in the Southeast Asia region. Many nations within the region have taken preventive measures to end human trafficking within their borders and punish traffickers operating there.
Migrant workers in the United Arab Emirates describe the foreign workers who have moved to the United Arab Emirates (UAE) for work. As a result of the proximity of the UAE to South Asia and a better economy and job opportunities, most of the migrant foreign workers are from India, Nepal, Sri Lanka, Bangladesh, and Pakistan.
Migrant workers in the Gulf Cooperation Council region involves the prevalence of migrant workers in the Kingdom of Bahrain, the State of Kuwait, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia and the United Arab Emirates (UAE). Together, these six countries form the Gulf Cooperation Council (GCC), established in 1981. The GCC cooperates on issues related to economy and politics, and the subject of migrant workers constitutes a substantial part of the council's collaboration. All of the GCC countries are dependent on migrant labor to bolster and stimulate economic growth and development, as the GCC countries possess an abundance of capital while the domestic labor capacity is low. Although migrant workers in the Persian Gulf region amount to no more than 10% of all migrants worldwide, they constitute a significant part of the populations of their host countries.
For most of its history, Qatar practiced slavery until its abolition in 1952. Some scholars have argued that slavery has continued under the Kafala system.
Crime in Cote d'Ivoire is prevalent and versatile across the West African country. The most common forms of crime include child labour, arms trafficking, terrorism and human rights abuse. Other less common, but still evident types of crime include cannabis and synthetic drug trade, sex trafficking, fauna and flora crimes.
The treatment of South Asian labourers in the Gulf Cooperation Council (GCC) region is an ongoing issue between members of the South Asian Association for Regional Cooperation (SAARC) nations and the wealthy oil-rich Gulf Cooperation Council. The current large number of migrants from South Asia to the Persian Gulf began in the 1960s, when the oil boom in the Gulf Arab countries resulted in migrant labourers. This further increased with the development of large mega-cities. With the growth of megacities of Dubai, Doha and Riyadh, the need for construction labourers grew. Migrants from Nepal, Pakistan, India, Sri Lanka, and Bangladesh were contracted to develop the mushrooming skyscrapers. Many of these migrants were brought into the GCC under the kafala system, a sponsor-based system used in the GCC, which is seen by many human rights groups as highly exploitative, since their passports are confiscated and are forced to work in low-level conditions, with cramped living quarters, low salary, and sometimes even without their due pay; when exploitation is brought up or exposed by media or the labourers, their employers are rarely punished.
