Castrol Limited is a British oil company that markets industrial and automotive lubricants, offering a wide range of oil, greases and similar products for most lubrication applications. The company originally named CC Wakefield, the name Castrol was originally just the brand name for CC Wakefield's motor oils, but the company eventually changed its name to Castrol when the product name became better-known than the original company name.
Manfeild: Circuit Chris Amon is a motor sport circuit located in Feilding, New Zealand. It was built by the Manawatu Car Club in 1973 as a purpose-built course. In 1990 extra land was acquired and the circuit extension built, bringing Manfeild up to international standards. The circuit was renamed the Manfeild: Circuit Chris Amon, in honour of former New Zealand Formula One driver Chris Amon, on 25 November 2016.
Douglas James "D. J." Kennington is a Canadian professional stock car racing driver. He currently competes full-time in the NASCAR Canada Series, driving the No. 17 Dodge Challenger for his own team DJK Racing. He won the 2010 and 2012 Canada Series championships. Kennington also previously competed part-time in the NASCAR Xfinity Series, driving the No. 99 Toyota Supra for B. J. McLeod Motorsports, and part-time in the Monster Energy NASCAR Cup Series, driving the No. 77 Chevrolet Camaro ZL1 for Spire Motorsports. He is the son of Doug Kennington, a CASCAR driver and founder of St. Thomas Raceway Park.
The Formula Regional Oceania Championship is New Zealand's premier formula racing category. The series includes races for every major trophy in New Zealand circuit racing including the New Zealand Motor Cup and the Denny Hulme Memorial Trophy. The cars are also the category for the New Zealand Grand Prix – one of only two races in the world with FIA approval to use the Grand Prix nomenclature outside Formula One. The series was formerly known as the Toyota Racing Series until 2023.

He competes full-time in the NASCAR Cup Series, driving the No. 99 Chevrolet Camaro ZL1 for Trackhouse Racing and part-time in the NASCAR Xfinity Series, driving the No. 14 Chevrolet Camaro for SS-Green Light Racing in partnership with Kaulig Racing. He previously drove in the NASCAR Toyota Series in Mexico for Telcel Racing, and the NASCAR K&N Pro Series East for Rev Racing as a member of the Drive for Diversity program. Suárez is the 2016 NASCAR Xfinity Series champion with Joe Gibbs Racing, becoming the first Mexican to win a major NASCAR National Series championship.

The series consisted of nine races at three meetings. It began on 24 January at Hampton Downs, in Waikato, and concluded on 14 February at Manfeild, Feilding. The season opener also hosted the 66th running of the New Zealand Grand Prix. The 2021 Toyota Racing Series was the first season in which no individual race teams were running and all drivers were under a Toyota Racing banner. This was due to the COVID situation.

It was originally planned to be the eighteenth running of the Toyota Racing Series, the premier open-wheel motorsport category held in New Zealand, before the series was rebranded to become a fully FIA-certified Formula Regional championship. It was held over five consecutive weekends in January and February 2023.
