A high commissioner heads a high commission, just as an ambassador heads an embassy. High commissioners are therefore also of ambassadorial rank. The term high commission is used to refer to the diplomatic mission of one former British colony - or the United Kingdom - in another (i.e. diplomatic missions within the Commonwealth of Nations).

In view of Singapore's small population and limited resources, it is not tenable for Singapore to have resident missions in all countries with which it has diplomatic relations. Instead, Singapore appoints non-resident ambassadors (NRAs) or non-resident high commissioners (NRHCs) to certain countries. NRAs/NRHCs are resident in Singapore, but make regular representational visits to their country of accreditation. They are typically non-diplomats, though some are former diplomats. When on representational visits or while performing other official duties, NRAs/NRHCs have the same powers and authority as resident heads of mission.

A diplomatic mission or foreign mission is a group of people from a state or organization present in another state to represent the sending state or organization officially in the receiving or host state. In practice, the phrase usually denotes an embassy or high commission, which is the main office of a country's diplomatic representatives to another country; it is usually, but not necessarily, based in the receiving state's capital city. Consulates, on the other hand, are smaller diplomatic missions that are normally located in major cities of the receiving state. As well as being a diplomatic mission to the country in which it is situated, an embassy may also be a nonresident permanent mission to one or more other countries.
An apostolic nuncio is an ecclesiastical diplomat, serving as an envoy or a permanent diplomatic representative of the Holy See to a state or to an international organization. A nuncio is appointed by and represents the Holy See, and is the head of the diplomatic mission, called an apostolic nunciature, which is the equivalent of an embassy. The Holy See is legally distinct from the Vatican City or the Catholic Church. In modern times, a nuncio is usually an archbishop.
An ambassador is an official envoy, especially a high-ranking diplomat who represents a state and is usually accredited to another sovereign state or to an international organization as the resident representative of their own government or sovereign or appointed for a special and often temporary diplomatic assignment. The word is also used informally for people who are known, without national appointment, to represent certain professions, activities, and fields of endeavor, such as sales.
The heads of British diplomatic missions are persons appointed as senior diplomats to individual nations, or international organizations. They are usually appointed as ambassadors, except in member countries of the Commonwealth of Nations where a high commissioner is appointed. The head of mission to an international organization is usually a permanent representative. For some nations a consul or consul-general is appointed.
A chargé d'affaires, plural chargés d'affaires, often shortened to chargé (French) and sometimes in colloquial English to charge-D, is a diplomat who serves as an embassy's chief of mission in the absence of the ambassador. The term is French for "person charged with business", meaning they are responsible for the duties of an ambassador. Chargé is masculine in gender; the feminine form is chargée d'affaires.
Diplomatic rank is a system of professional and social rank used in the world of diplomacy and international relations. A diplomat's rank determines many ceremonial details, such as the order of precedence at official processions, table seatings at state dinners, the person to whom diplomatic credentials should be presented, and the title by which the diplomat should be addressed.
Singapore's Ministry of Foreign Affairs (MFA) Malay: Kementerian Ehwal Luar Negeri; Chinese: 新加坡外交部; Tamil: வெளியுறவு அமைச்சு) is in charge of the country's foreign relations, as well as handling matters and providing consular assistance related to overseas Singaporean citizens. It was established on 9 August 1965. A ministry for the Government of Singapore, it is also responsible for conducting and managing diplomatic relations between Singapore and other countries and regions.
A consulate is the office of a consul. A type of diplomatic mission, it is usually subordinate to the state's main representation in the capital of that foreign country, usually an embassy. The term "consulate" may refer not only to the office of a consul, but also to the building occupied by the consul and the consul's staff. The consulate may share premises with the embassy itself.
In the Commonwealth of Nations, a high commissioner is the senior diplomat, generally ranking as an ambassador, in charge of the diplomatic mission of one Commonwealth government to another. Instead of an embassy, the diplomatic mission is generally called a high commission.
The Embassy of Australia in Moscow is the diplomatic mission of Australia to the Russian Federation. The current head of post and Ambassador of Australia to the Russian Federation is John Geering. The embassy serves as the diplomatic mission for Australia to the Russian Federation, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The chancery is located at 10A/2 Podkolokolny Lane in the Tagansky District of Moscow.
