The decision isn't binding, however, because ISU said it would take the case to sport's highest tribunal, the Lausanne-based Court of Arbitration for Sport. … Kotyuga was suspended by the ISU's disciplinary commission in September after it found her urine samples showed "sufficient evidence" of anabolic steroids.
