The Ministry of Cooperation is a Union ministry under the Government of India [1] which was formed in 2021. The ministry provides a separate administrative, legal and policy framework for strengthening the cooperative movement in the country. The ministry's creation was announced on 6 July 2021 [2] along with its vision statement of Sahkar se samriddhi (transl.Prosperity through cooperation). Before the creation of this ministry, the objectives of this ministry were looked after by the Ministry of Agriculture. [3]

Contents

The ministry works in strengthening co-operatives at the grassroot level, [4] [5] working to streamline processes for 'Ease of doing business' for co-operatives and enabling the development of Multi-State Co-operatives (MSCS). [6] [7] The same was initially announced by Finance Minister Nirmala Sitharaman while presenting the 2021 Union budget. [4]

Criticism

Co-operative societies, being a subject of State List under the Seventh schedule of the Constitution, many experts raised concerns that, creating such a ministry at the central level would increase the power in the hands of the union government. [9]

Kerala's Minister of Co-operation and Registration V. N. Vasavan claimed that, "Creation of a new Cooperation ministry will make it difficult for state government to interfere in cooperative organisations and is an infringement upon the federal rights of the state governments. [....] This is an intrusion into the authority of the state governments." [10]

The Karnataka Milk Federation (KMF) is a dairy cooperative from Karnataka, India, which sells products such as milk, curds, ghee, butter, ice cream, chocolates, and sweets under the brand name Nandini. It is a federation of milk producers under the ownership of Ministry of Cooperation, Government of Karnataka. Almost every district in Karnataka has milk producing co-operatives. The milk is collected from farmers who are its members, processed and sold in the market under the Nandini brand. It is the second-largest milk co-operative in India after Amul.

The Kerala Co-operative Milk Marketing Federation (KCMMF), known by its trade name Milma, is a state government cooperative society established in 1980 headquartered in Thiruvananthapuram. It is a state government cooperative owned by the Ministry of Cooperation, Government of Kerala. KCMMF is a Federation of three Regional Milk Unions: the ERCMPU, TRCMPU and MRCMPU.

The Odisha State Cooperative Milk Producers Federation also known as OMFED is a state government cooperative under the ownership of Ministry of Cooperation, Government of Odisha. It is situated at Bhubaneswar, the state capital of Odisha. It is an apex level Milk Producers' Federation in Odisha registered under Cooperative Society Act – 1962. Omfed was established based on AMUL pattern under operation flood-II of National Dairy Development Board (NDDB), for promoting, production, procurement, processing and marketing of milk & milk products initially in undivided districts of Puri, Cuttack, Dhenkanal, Keonjhar.

The Bihar State Milk Co-Operative Federation Ltd is a state government cooperative under the ownership of Ministry of Cooperation, Government of Bihar, India. The co-operative facilitates the procurement, processing, and marketing of dairy products. The cooperative movement in India plays a crucial role in the agricultural sector, banking and housing. The history of cooperatives in India is more than a hundred years old. Cooperatives developed very rapidly after Indian independence. According to an estimate, more than half a million cooperative societies are active in the country. Many cooperative societies, particularly in rural areas, increase political participation and are used as a stepping stone by aspiring politicians.

V.N. Vasavan is an Indian politician and the current Minister for Ports and Cooperation , Government of Kerala in the second Pinarayi Vijayan Ministry. Now he is also the MLA from Ettumanoor assembly constituency of the Communist Party of India (Marxist) for Kottayam district. Vasavan is the member of the Kerala Legislature for the constituency of Ettumanoor.

The West Bengal State Co-operative Bank (WBSTCB) is an Indian provincial co-operative bank based in Kolkata. Its primary area of operation is to provide agricultural loans, controlling the District Cooperative Banks and other cooperative societies. It also includes a range of services to the sector, including locker facilities, bank guarantee, bills, letter of credit, insurance, ancillary services, deposit schemes and loan schemes. It acts as an intermediary for the implementation and funding of different schemes for the government in the fields of Agriculture, fisheries, rural development etc. Along with all the other 33 State Co-operatives it forms the National Federation of State Co-operative Banks Ltd. (NAFSCOB).

Banas Dairy is a division of Gujarat Cooperative Milk Marketing Federation which is under the ownership of Ministry of Cooperation, Government of Gujarat based in the Banaskantha district of Gujarat, India and is Asia's largest milk producer. It was founded in 1969, in accordance with the 1961 rule of the National Dairy Development Board under Operation Flood. Galbabhai Nanjibhai Patel played an important role in the foundation of the dairy. It is headquartered at Palanpur.

Haryana Dairy Development Cooperative Federation Ltd has been formed in 1970 as a state government cooperative for facilitating procurement, processing, and marketing of milk and dairy products under brand name "Vita" in state of Haryana. It is under the ownership of Ministry of Cooperation, Government of Haryana. It procures milk from its producers particularly belonging to economically weaker sections in state of Haryana and subsequently processes into milk and various milk products for marketing through affiliated milk unions. It provides education to the unions on dairy processing efficiency, and helps them with guidance on animal care including artificial insemination, vaccination, and feeding.
