The Ministry of Food Processing Industries (MOFPI) is a ministry of the Government of India responsible for the formulation and administration of the rules, regulations, and laws related to food processing in India.

Contents

The ministry was established in 1988, with the aims of developing a strong food processing industry, increasing employment in the rural sector, and enabling farmers with modern technology.

Functions of the ministry

Goals of MOFPI

Roles of MOFPI

The strategic role and functions of the Ministry fall under three categories:

It is concerned with the formulation & implementation of policies and plans for all the industries under its domain within the overall national priorities and objectives. Its main focus areas include—development of infrastructure, technological up gradation, development of backward linkages, enforcement of quality standards and expanding domestic as well as export markets for processed food products.

The Ministry acts as a catalyst and facilitator for attracting domestic & foreign investments towards developing large integrated processing capacities, by creating conducive policy environment, including rationalization of taxes & duties. It processes applications for foreign collaborations, Export Oriented Units (EOUs) etc. and assists/guides prospective entrepreneur in his endeavour.

Post liberalization, it has approved a large no. of joint ventures, foreign collaborations, industrial licenses and 100% EOU proposals in different food processing areas and has taken major policy initiatives to facilitate an accelerated growth of the industry. The functions of the Ministry can be broadly classified as follows:

Regulatory

Earlier the regulatory responsibilities of MoFPI were to implement Fruit Products Order (FPO), However, by the enactment of Food Safety and Standards Act, 2006, these regulatory responsibilities are transferred to Food Safety Authority of India, New Delhi which is under control of Ministry of Health and Family Welfare. The National Bank for Agriculture and Rural Development (NABARD) is an All India Development Financial Institution (DFI) and an apex Supervisory Body for overall supervision of Regional Rural Banks, State Cooperative Banks and District Central Cooperative Banks in India. It was established under the NABARD Act 1981 passed by the Parliament of India. It is fully owned by Government of India and functions under the Department of Financial Services (DFS) under the Ministry of Finance.

Agricultural marketing covers the services involved in moving an agricultural product from the farm to the consumer. These services involve the planning, organizing, directing and handling of agricultural produce in such a way as to satisfy farmers, intermediaries and consumers. Numerous interconnected activities are involved in doing this, such as planning production, growing and harvesting, grading, packing and packaging, transport, storage, agro- and food processing, provision of market information, distribution, advertising and sale. Effectively, the term encompasses the entire range of supply chain operations for agricultural products, whether conducted through ad hoc sales or through a more integrated chain, such as one involving contract farming.

An agricultural attaché is a diplomat who collects, analyzes, and acts on information on agriculture, agribusiness, food, and other related spheres in a foreign country or countries. Agricultural attachés may be directly employed by the sending country's agriculture ministry, or they may be employed by the foreign ministry. Typical activities of an agricultural attaché include reporting on crop conditions, food availability, domestic agricultural policy and the foreign trade outlook in agricultural commodities; negotiating food aid agreements and agricultural credit lines; implementing agricultural technical assistance programs; facilitating professional contacts, exchanges, and technology transfer; assisting in negotiating bilateral and multilateral trade agreements; and promoting the exports of agricultural and food products. In many cases, agricultural attachés may also bear responsibility for issues related to the environment, food security, food safety, fisheries, forestry, and indeed anything related to rural areas and the rural economy.

The Department for Promotion of Industry and Internal Trade (DPIIT) is a central government department under the Ministry of Commerce and Industry in India. It is responsible for formulation and implementation of promotional and developmental measures for growth of the industrial sector, keeping in view the national priorities and socio-economic objectives. While individual administrative ministries look after the production, distribution, development and planning aspects of specific industries allocated to them, DPIIT is responsible for the overall industrial policy. It is also responsible for facilitating and increasing the foreign direct investment (FDI) flows to the country.

The Ministry of National Food Security & Research or Ministry of Agricultulre (Urdu: وزارتِ برائے قومی تحقیق و حفظانِ تغذیہ ، پاکستان, wazarat-e- baraye qaumi tehqeeq o hfzanِ taghzia, Pakistan is a Cabinet-level ministerial department of Government of Pakistan. It is responsible for implementing, enforcing, developing, and executing policies on agriculture, rice, livestock, fishing, and farming. According to the World Food Programme, "36.9% of [Pakistan's] population faces food security. The Indian Trade Service (ITdS) is a civil service under Group A of the Central Civil Services of the executive branch of the Government of India. It was created as a specialized cadre to handle India's international trade and commerce on the basis of the recommendations of the Mathur Committee in 1965. At present, the Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, is the cadre controlling authority of the ITS. DGFT has 38 regional offices across India, and plays a significant role in promoting India's international trade with its policy formulation and implementation.

The Pradhan Mantri Matsya Sampada Yojana (PMMSY)(http://pmmsy.dof.gov.in/) is an initiative launched by the Government of India to establish a comprehensive framework and reduce infrastructural gaps in the fisheries sector. The scheme was announced by the Finance Minister, Nirmala Sitharaman during her speech in the parliament of India while presenting the Union budget for 2019–20 on 5 July 2019. The government intends to place India in the first place in Fish production and processing by implementing Neeli Kranti (transl. Blue Revolution). This scheme is in line with governments aim to double the farmers' income by 2022–23.

Punjab Agri Export Corporation Limited (PAGREXCO) is a government enterprise established by the Government of Punjab in the year 1997 as the nodal agency for agricultural export from the state of Punjab, India. The company works for export of fresh and processed agricultural produce, infrastructural development and policy implementation in the state. It is a subsidiary of Punjab Agro Industries Corporation.
