The Mitchell Report, officially the Sharm el-Sheikh Fact-Finding Committee Report, is a report that was created by an international fact-finding committee, led by former US Senator George Mitchell. The report describes possible causes of the al-Aqsa Intifada, and gives recommendations to end the violence, rebuild confidence and resume negotiations. It was published on 30 April 2001.
At an Emergency Summit on 17 October 2000, the parties decided to establish a fact-finding committee, which would investigate the causes of the Second Intifada, to pave the way back to negotiations. [1]
According to the Mitchell Report, the government of Israel asserted that
the immediate catalyst for the violence was the breakdown of the Camp David negotiations on 25 July 2000 and the "widespread appreciation in the international community of Palestinian responsibility for the impasse." In this view, Palestinian violence was planned by the PA leadership, and was aimed at "provoking and incurring Palestinian casualties as a means of regaining the diplomatic initiative."
The Palestine Liberation Organization, according to the same report, denied that the Intifada was planned, and asserted that "Camp David represented nothing less than an attempt by Israel to extend the force it exercises on the ground to negotiations." [2]
The report also stated:
From the perspective of the PLO, Israel responded to the disturbances with excessive and illegal use of deadly force against demonstrators; behavior which, in the PLO's view, reflected Israel's contempt for the lives and safety of Palestinians. For Palestinians, the widely seen images of Muhammad al-Durrah in Gaza on September 30, shot as he huddled behind his father, reinforced that perception.
Mitchell concluded,
We have no basis on which to conclude that there was a deliberate plan by the PA to initiate a campaign of violence at the first opportunity; or to conclude that there was a deliberate plan by the [Government of Israel] to respond with lethal force.
However, there is also no evidence on which to conclude that the PA made a consistent effort to contain the demonstrations and control the violence once it began; or that the [Government of Israel] made a consistent effort to use non-lethal means to control demonstrations of unarmed Palestinians. Amid rising anger, fear, and mistrust, each side assumed the worst about the other and acted accordingly.
The Sharon visit did not cause the "Al-Aqsa Intifada." But it was poorly timed and the provocative effect should have been foreseen; indeed it was foreseen by those who urged that the visit be prohibited. More significant were the events that followed: the decision of the Israeli police on September 29 to use lethal means against the Palestinian demonstrators; and the subsequent failure, as noted above, of either party to exercise restraint.
In order to get the Israeli–Palestinian peace process back on track after the failure of the Camp David 2000 Summit,
the committee called for action in three phases: 1) an immediate cessation of all violence, 2) rebuilding confidence by a full-scale effort by the Palestinian Authority to prevent Terrorism, the freezing of Israeli settlement activity ... and other confidence-building measures, and 3) resumption of negotiations. Although the Israeli government and the Palestinian Authority accepted the report's conclusions, with some reservations, they failed to implement the findings
Israeli leader Ariel Sharon rejected Israel's main requirement of a settlement freeze by arguing that families already living in settlements will increase in size. Sharon rhetorically asked: "Let's assume that a family is going to have a baby ... What should they do, abortion?" [3] [4]

The First Intifada, also known as the First Palestinian Intifada, was a sustained series of protests, acts of civil disobedience and riots carried out by Palestinians in the Israeli-occupied Palestinian territories and Israel. It was motivated by collective Palestinian frustration over Israel's military occupation of the West Bank and the Gaza Strip as it approached a twenty-year mark, having begun in the wake of the 1967 Arab–Israeli War. The uprising lasted from December 1987 until the Madrid Conference of 1991, though some date its conclusion to 1993, the year the Oslo Accords were signed.
The Second Intifada, also known as the Al-Aqsa Intifada, was a major uprising by Palestinians against the Israeli occupation, characterized by a period of heightened violence in the Palestinian territories and Israel between 2000 and 2005. The general triggers for the unrest are speculated to have been centered on the failure of the 2000 Camp David Summit, which was expected to reach a final agreement on the Israeli–Palestinian peace process in July 2000. An uptick in violent incidents started in September 2000, after Israeli politician Ariel Sharon made a provocative visit to the Temple Mount; the visit itself was peaceful, but, as anticipated, sparked protests and riots that Israeli police put down with rubber bullets, live ammunition, and tear gas. Within the first few days of the uprising, the IDF had fired one million rounds of ammunition.
The 2000 Camp David Summit was a summit meeting at Camp David between United States president Bill Clinton, Israeli prime minister Ehud Barak and Palestinian Authority chairman Yasser Arafat. The summit took place between 11 and 25 July 2000 and was an effort to end the Israeli–Palestinian conflict. The summit ended without an agreement, largely due to irreconcilable differences between Israelis and Palestinians on the status of Jerusalem. Its failure is considered one of the main triggers of the Second Intifada.
The roadmap for peace or road map for peace was a plan to resolve the Israeli–Palestinian conflict proposed by the Quartet on the Middle East: the United States, the European Union, Russia and the United Nations. The principles of the plan, originally drafted by U.S. Foreign Service Officer Donald Blome, were first outlined by U.S. President George W. Bush in a speech on 24 June 2002, in which he called for an independent Palestinian state living side by side with Israel in peace. A draft version from the Bush administration was published as early as 14 November 2002. The final text was released on 30 April 2003. The process reached a deadlock early in phase I and the plan was never implemented.

Intermittent discussions are held by various parties and proposals put forward in an attempt to resolve the ongoing Israeli–Palestinian conflict through a peace process. Since the 1970s, there has been a parallel effort made to find terms upon which peace can be agreed to in both the Arab–Israeli conflict and in the Palestinian–Israeli conflict. Notably the Camp David Accords between Egypt and Israel, which included discussions on plans for "Palestinian autonomy", but did not include any Palestinian representatives. The autonomy plan would not be implemented, but its stipulations would to a large extent be represented in the Oslo Accords.
The Sharm El Sheikh Summit of 2005 was a meeting of four Middle Eastern leaders at Sharm El Sheikh, in the Sinai Peninsula, Egypt, that took place on 8 February 2005 in an effort to end the four-year Second Intifada which started in September 2000. The four leaders were Israeli Prime Minister Ariel Sharon, President of the Palestinian Authority Mahmoud Abbas, Egyptian President Hosni Mubarak, and King Abdullah II of Jordan.
The Taba Summit were talks between Israel and the Palestinian Authority, held from 21 to 27 January 2001 at Taba, in the Sinai. The talks took place during a political transition period – Israeli Prime Minister Ehud Barak had resigned six weeks previously on 9 December 2000, and elections were due on 6 February 2001, and the inauguration of President George W. Bush had taken place just one day prior, on 20 January 2001.
The Sharm El Sheikh Memorandum, full name: The Sharm El Sheikh Memorandum on Implementation Timeline of Outstanding Commitments of Agreements Signed and the Resumption of Permanent Status Negotiations, was a memorandum signed on September 4, 1999, by Prime Minister of Israel Ehud Barak and PLO Chairman Yasser Arafat at Sharm el Sheikh in Egypt, overseen by the United States represented by Secretary of State Madeleine Albright. The memorandum was witnessed and co-signed by President Hosni Mubarak of Egypt and King Abdullah of Jordan.
Palestinian political violence refers to actions carried out by Palestinians with the intent to achieve political objectives that can involve the use of force, some of which are considered acts of terrorism, and often carried out in the context of the Israeli–Palestinian conflict. Common objectives of political violence by Palestinian groups include self-determination in and sovereignty over all of Palestine, or the recognition of a Palestinian state inside the 1967 borders. This includes the objective of ending the Israeli occupation. More limited goals include the release of Palestinian prisoners held by Israel and recognition of the Palestinian right of return.
The Arab–Israeli conflict began in the 20th century, evolving from earlier Intercommunal violence in Mandatory Palestine. The conflict became a major international issue with the birth of Israel in 1948. The Arab–Israeli conflict has resulted in at least five major wars and a number of minor conflicts. It has also been the source of two major Palestinian uprisings (intifadas).
This article examines Israeli views of the peace process that is ongoing concerning the Israeli–Palestinian conflict. There are a multitude of opinions and views of the peace process elicited at various points during Israel's history and by a variety of people. A popular understanding of the origins of the conflict from the Israeli point of view is that it began following the 1967 Six-Day War with Israel's occupation of the territories and consequently the peace process negotiations should stem from this. However, there are other understandings of the conflict and therefore the solution for peace, including some Israeli academics' and peace activists' understanding that a much longer history is involved, differing from the popular narrative often recited. Suggestions for how to achieve peace in the region include a two state solution where an Israeli sovereign state and a Palestinian sovereign state exist side by side, or the suggestion of a one state secular solution where power is shared by Israelis and Palestinians. Hardliners believe that Israel should maintain sovereignty over the land it currently occupies and give no concessions to Palestinians, others believe keeping up the military campaign, occupation of the Gaza Strip and the West Bank and separation from Palestinians is the only current way forward. There is also a note of despair and uncertainness as to how to proceed among some, particularly following the failure of peace summits in the 1990s and early 21st century and the second Intifada, as Kaufman et al. have stated; "there is a growing consensus that the current political leadership are not able to build a stable peace and resolve the conflict between Israel and the Palestinian people". As Cowen says "almost everyone wants peace [but] on his or her terms" and this is the crux of the problem.
In 2009, clashes between Muslim Palestinians and Israeli police erupted on September 27, 2009, and continued to late October. Violence spread through East Jerusalem and parts of the West Bank, and included throwing of Molotov cocktails and stones at Israeli security forces and civilians. Israeli police responded with arrests of rioters and sporadic age-based restriction of access to the Temple Mount. Several dozen rioters, police and Israeli civilians have been injured.
Direct negotiations between Israel and the Palestinian National Authority took place throughout 2010 as part of the peace process, between United States President Barack Obama, Israeli Prime Minister Benjamin Netanyahu, and Palestinian Authority Chairman Mahmoud Abbas. The ultimate aim of the direct negotiations is reaching an official "final status settlement" to the Israeli–Palestinian conflict by implementing a two-state solution, with Israel remaining a Jewish state, and the establishment of a state for the Palestinian people.

The Oslo Accords are a pair of interim agreements between Israel and the Palestine Liberation Organization (PLO): the Oslo I Accord, signed in Washington, D.C., in 1993; and the Oslo II Accord, signed in Taba, Egypt, in 1995. They marked the start of the Oslo process, a peace process aimed at achieving a peace treaty based on Resolution 242 and Resolution 338 of the United Nations Security Council. The Oslo process began after secret negotiations in Oslo, Norway, resulting in both the recognition of Israel by the PLO and the recognition by Israel of the PLO as the representative of the Palestinian people and as a partner in bilateral negotiations.
The 2013–2014 Israeli–Palestinian peace talks were part of the Israeli–Palestinian peace process. Direct negotiations between Israel and the Palestinians began on 29 July 2013 following an attempt by United States Secretary of State John Kerry to restart the peace process.
The Agreement on Movement and Access (AMA) was an agreement between Israel and the Palestinian Authority (PA) signed on 15 November 2005 aimed at improving Palestinian freedom of movement and economic activity within the Palestinian territories, and open the Rafah Crossing on the Gaza–Egypt border. AMA was described as: ″an agreement on facilitating the movement of people and goods within the Palestinian Territories and on opening an international crossing on the Gaza-Egypt border that will put the Palestinians in control of the entry and exit of people.″ Part of the agreement was the Agreed Principles for Rafah Crossing.
