The PHL-16, [3] also known as PCL-191, [4] is a truck-mounted self-propelled multiple rocket launcher (MRL) system developed by the People's Republic of China.
It is based on the AR-3 MRL [5] developed by Norinco. [6] The AR-3 was marketed in 2010. [7] The PHL-16 was unveiled during the Chinese National Day Parade in 2019; unlike other rocket systems in the parade, the vehicles were unlabelled. [5]
The launcher vehicles are operated in a firepower battery. The system also capable of autonomous operation. A typical battery includes six launcher vehicles, several reloading vehicles, command post vehicle, meteorological survey vehicle and other service support vehicles. [8]
Unlike the earlier PHL-03, which is loaded with a fixed type of ammunition, the new PHL-16 has two modularized launch cells, which can carry different types of ammunition. Each launch cell can carry either five 300 mm rockets or four 370 mm rockets. [6] [3] The export version of the new multiple rocket launcher, the AR-3, can even switch to the 750 mm Fire Dragon 480 tactical ballistic missile and 380 mm TL-7B anti-ship missile. [9] [10] This capability is possibly transferred to the PLA variants.
The configuration displayed during the 2019 National Day Parade was with 8 370 mm rockets. [5]
The vehicle chassis is based on the 45 ton WS2400 8×8 special wheeled vehicle chassis. [11]
In February 2023, PHL-16 was observed in deployment by 73rd Group Army of the Eastern Theatre Command, which responsible for the Taiwan Strait area. [12]

The BM-30 Smerch, 9K58 Smerch or 9A52-2 Smerch-M is a heavy self-propelled 300 mm multiple rocket launcher designed in the Soviet Union to fire a full load of 12 solid-fuelled projectiles. The system is intended to defeat personnel, armored, and soft targets in concentration areas, artillery batteries, command posts and ammunition depots. It was designed in the early 1980s and entered service in the Soviet Army in 1989. When first observed by the West in 1983, it received the code MRL 280mm M1983. It continues in use by Russia; a program to replace it with the Tornado-S began in 2018.
The WZ-551 is a Chinese wheeled infantry fighting vehicle family. The name WZ-551 actually covers two families of vehicles with the official designations in the People's Liberation Army (PLA) – Type 90 and Type 92. Over 3,000 WZ-551s are in service with the PLA, where they are used by medium mechanized infantry units.
The Weishi family of multiple rocket launcher systems were mainly developed by Sichuan Academy of Aerospace Technology in the central province of Sichuan, China at Chengdu city. The systems include the 302 mm (11.9 in) WS-1, the improved 302 mm (11.9 in) WS-1B, the 122 mm (4.8 in) WS-1E, the 400 mm (16 in) WS-2, as well as many other models. The WS-1 series weapon system did not enter PLA service and has order from Thailand. The WS-2 may finally see PLA service in the future. It's worth noticing that although sharing the same name, there are other developers for different models of Weishi series multiple rocket launchers (MRL) other than the primary developer SCAIC.
