218 people were killed, according to official data, and caused 300 missing persons. Other sources, however, suggest that 705 people were killed in Payatas [1] [ full citation needed ] and many first-hand accounts note the number is far greater than the official figure, perhaps closer to 1,000. [2]

The dumping ground was immediately closed following the incident by then President Joseph Estrada but was reopened weeks later by then-Quezon City Mayor Ismael Mathay Jr. to avert an epidemic in the city due to uncollected garbage caused by the closure. [3]

The landslide prompted the passage of Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000, [4] which mandates the closure of open dumpsites in the Philippines by 2004 and controlled dumpsites by 2006. [5]

In 2004, the Payatas dumpsite was reconfigured as a controlled disposal facility [4] but was closed in December 2010. [6] A separate dumpsite was established near the old open dumpsite [7] in January 2011. [6] The newer dumpsite closed in December 2017. [5]

Slums are traditionally described as dense urban settlements, usually displaying characteristics such as crowded and compact housing units, informal delivery of utilities, and unofficial recognition by local government. In the Philippines, residents of slum areas are commonly referred to as "squatters" and have historically been subject to relocation or forced demolition. With a steadily growing metropolitan area, Metro Manila is subject to a densifying population of slum dwellers—a 2014 article states that Manila has an estimated 4 million people living in slums, out of a total population of 21.3 million.

A garbage landslide is a man-made event that occurs when poorly managed garbage mounds at landfills collapse with similar energy to natural landslides. These kinds of slides can be catastrophic as they sometimes occur near communities of people, often being triggered by weather or human interaction. This form of landslide has attracted the attention of anthropologists, news media, and politicians as a result of incidents that have severely damaged communities and killed hundreds of people since the 1990s.
