The Perth Freight Link was a proposed $1.9 billion project in Perth, Western Australia to improve the road freight link between Kewdale and Fremantle Harbour. The project was announced by the state government in May 2014, [1] but was cancelled following a change of government at the March 2017 state election. [2] [3]
The proposal included multiple stages: a five-kilometre (3.1 mi) extension of Roe Highway to Stock Road (Roe 8); a second stage linking Roe 8 to Stirling Highway, bypassing fourteen sets of traffic signals (Roe 9); [4] and a final stage connecting into the Port of Fremantle. The plan included mandatory GPS tracking of all vehicles over an undisclosed size or weight with a charge per kilometre being applied for vehicles travelling along the route between Muchea and North Fremantle. [5] The extension would have taken the highway from its current terminus at Kwinana Freeway approximately five kilometres (3.1 mi) further west through the Beeliar Wetlands to Stock Road, near Forrest Road in Coolbellup. The proposed route was along or within the vicinity of an existing road reserve in the Perth Metropolitan Region Scheme. [6]
The project's environmental assessment by the Environmental Protection Authority (EPA) along with the approval of the development by WA Government Minister Albert Jacob was ruled invalid by the Chief Justice of the Supreme Court on 16 December 2015. [7] On 30 March 2016 Greg McIntyre QC, acting for Corina Abraham, lodged writs in the Supreme Court of Western Australia, alleging that Minister of Aboriginal Affairs Peter Collier and the Department of Aboriginal Affairs cultural committee denied procedural fairness when it failed to consult her. [8] [9] On 24 August 2016 the Supreme Court dismissed Abraham's challenge. [10] The Save Beeliar Wetlands group tried to challenge the highway in the High Court, but the court dismissed the challenge on 16 December 2016, saying there wasn't sufficient grounds for a challenge. [11]
Construction began in late 2016, following the signing of the contract to build Roe 8 by the Liberal state government. Opposition to the project continued, with protests and a second senate inquiry. The freight link was an election issue in the 2017 state election. The McGowan Government scrapped the entire project after winning office. [12] [13]
Roe Highway was first proposed in 1955 by Gordon Stephenson as part of what was to become the Metropolitan Region Planning Scheme. The highway was intended to form the southern and eastern sections of a ring route around the Perth metropolitan area. [14] In the 1950s, Stephenson planned for Roe Highway to continue westwards towards Fremantle, through South Fremantle along Marine Terrace and then north to connect with Stirling Highway and the Port of Fremantle. As part of the plan, in 1974 Stirling Highway was extended from its then terminus north of the Swan River southwards to Canning Highway. Over a period of approximately 20 years, Main Roads Western Australia procured land, and in 1985, Stirling Highway was extended southwards from Canning Highway to High Street (the western continuation of Leach Highway). The remaining 3 km strip of land south of High Street then became known as the Fremantle Eastern Bypass.
At the southern end of the proposed Fremantle Eastern Bypass, an 8 km east–west road reservation was proclaimed, and became known as Roe Highway stage 8. With a change of state governments in 2001, the planned Fremantle Eastern Bypass / Roe Highway stage 8 was cancelled, and the land reserved for the Fremantle Eastern Bypass portion was sold for housing. [15] As part of the funding arrangement for Roe Highway stages 6 and 7, the federal government stipulated that the reservation for Roe Highway stage 8 itself was to be retained.
Following a change in state governments in September 2008, planning work commenced on an extension of the Roe Highway from Kwinana Freeway to Stock Road. [16] Planning was also under way for an upgrade of High Street to dual carriageway between Stirling Highway and Carrington Street. [17]
The Perth Freight Link project was announced in May 2014, with joint funding between the state and federal governments. [1] The announcement included plans for a toll on the route, which would only apply to trucks. [19] In December 2014, the state government revealed that they planned to construct the Freight Link between early 2016 and 2019, and that the toll would apply on the 85-kilometre-long (53 mi) truck route between Muchea (north of Perth) and Fremantle, once the link was completed. [20] [21]
Uncertainty over the project's scope and time frame emerged in mid-2015. [22] The intended route for the second stage, which was necessitated by the earlier sale of the Fremantle Eastern Bypass land that was previously planned to be used for the route, faced community opposition as it would require residential properties to be compulsorily acquired and demolished. [23] As such, alternative routes for the second stage were considered by the government. [24] The uncertainty over stage 2 remained for over a year. In September 2016, there still was not a decision on the stage's timing, nor its route, but a tunnel was considered by Barnett as the most likely option. [25] A tunnel under White Gum Valley, Beaconsfield and Hilton was committed to on 15 January 2017. [26]
The project is controversial, [27] and has been the subject of concern and protest from multiple community groups on various issues. [28] The main areas of contention relate to environmental issues, as well as the cost and justification for the project. [27]
The state government claims the project is needed to reduce congestion in Perth's south and enhance road safety, and would be required for any future port development in the vicinity. The necessity is disputed by opponents of the Freight Link, including the opposition Labor party and the Greens; [27] McGowan has called it a "road to nowhere" and "waste of money". [29] A 2015 report from Infrastructure Australia concluded that, while there would be economic benefit, the project was hurriedly prepared, and detailed assessments were not completed for alternatives. [30] In 2016, a Senate inquiry unanimously denounced the Freight Link, and suggested the federal government redirect funding to a new outer harbour at Cockburn Sound proposed by the City of Kwinana. [31]
The route of the Roe 8 section takes it through the Beeliar Wetlands, a habitat for the endangered Carnaby's black cockatoo. [28] The Environmental Protection Authority (EPA) approved the Roe Highway extension in 2013, following a review that included over 3,000 public submissions, [20] and Environment Minister Albert Jacob confirmed his approval on 2 July 2015. [32] Preliminary site works began on the project during November 2015, which drew protests with many people being given move-on orders preventing them from being in the area.
As well as environmental issues with the extension of Roe Highway, [20] Stephen Marley, president of the Livestock and Rural Transport Association of Western Australia, expressed concern in December 2014 that the cost of the truck toll will be passed on to farmers, [21] and in May 2015, Palmyra residents protested the proposed compulsory acquisition and demolition of their homes to make way for Stage 2 of the link. [33] Local people are opposed to the proposed route through the Bibra Lake area, including the local indigenous people, who described the area as a birthing place, the "King Edward Memorial Hospital for aboriginal people". [28] The WA Road Transport Association has been critical of the November 2015 decision to postpone stage two of the project, as "Roe 8 alone delivers none of the productivity benefits promised by the full freight link to the port". [34] They would not support a toll if implemented before the link to the port was completed. Such a toll was a prospect put forward by Barnett that month, though this was contradicted by Transport Minister Dean Nalder. [34]
In September 2015 the group Save the Beeliar Wetlands took legal action against the EPA, arguing that the authority did not follow its own policies. [7] The project's environmental assessment by the EPA along with the approval of the development by WA Government Minister Albert Jacob was ruled invalid by the Chief Justice of the Supreme Court on 16 December 2015. [7] The state government appealed, and the ruling was unanimously overturned by the Court of Appeal on 15 July 2016, as the EPA's policies were "not mandatory considerations". [35] The Save Beeliar Wetlands group tried to challenge the highway in the High Court, but the court dismissed the challenge on 16 December 2016, saying there were not sufficient grounds for a challenge. [11]

The contract to build Roe 8 was approved and signed by state government in October 2016. [36] [37] There had been ongoing protests since construction activities commenced, [38] including on 6 December 2016, the day after temporary fencing was erected. [39]
A public Senate Committee hearing was held on 23 February 2017, regarding the Roe 8 project's alleged failure to adhere to Federal environmental conditions. State Environment Minister Albert Jacob denied the allegations. [40]
During the 2017 state election, the incoming McGowan Government stated it intended to scrap the entire project. [12] [13] On 12 March, Main Roads and the contractors agreed to suspend work on the project. [41] [42]
As part of cancellation negotiations with the federal government, Roe Highway was instead curtailed to curve northwards to connect to Murdoch Drive. This has been criticised as allowing for the future construction of Roe 8. [43] Despite the cancellation, funding provisions for the project remained in the federal budget until a change of government in 2022. [44] [45]
The Perth Freight Link was proposed to connect the terminus of Roe Highway (at the Kwinana Freeway) with the Port of Fremantle. In conjunction with existing highways and the Gateway WA and NorthLink WA projects, the Freight Link would have formed part of an 85-kilometre (53 mi) free-flowing route between Muchea and the port. Stage 2 (Roe 9 [26] ) would have linked the Roe 8 extension to East Fremantle. The original route considered was via Stock Road, Leach Highway, and High Street, upgraded with grade-separated interchanges, bypassing fourteen sets of traffic signals. [4] [48] Following community opposition to the plan, which would require residential properties to be compulsorily acquired and the demolition of homes, alternative routes were considered by the government. [24] As of November 2015, the second stage had been postponed indefinitely, due to the intricacies and costs involved. [49] In January 2017 Premier Colin Barnett announced a tunnel from Stock Road to High Street in East Fremantle 3 km short of the port, including crossing of the Swan River. The tunnel plan was revealed to cost at least $5.8b by documents that Main Roads had fought to prevent being released under a Freedom of Information request. An additional $2.7b would be needed to cross the Swan River. This option would impact the suburbs of Leighton and Mosman Park and see an increase in truck traffic to the north through Cottesloe. [50]
A third stage would have seen the link cross the Swan River and connect into the port. There were no proposals made for the design, cost, or timing of this final section. [26] [51]
Another section involved upgrading Roe Highway between Tonkin Highway and Orrong Road, adding a third lane in each direction and constructing a new bridge across the freight railway. [4]
Great Northern Highway is an Australian highway that links Western Australia's capital city Perth with its northernmost port, Wyndham. With a length of almost 3,200 kilometres (2,000 mi), it is the longest highway in Australia, with the majority included as part of the Perth Darwin National Highway. The highway is constructed as a sealed, predominantly two-lane single carriageway, but with some single-lane bridges in the Kimberley. The Great Northern Highway travels through remote areas of the state, and is the only sealed road link between the Northern Territory and northern Western Australia. Economically, it provides vital access through the Wheatbelt and Mid West to the resource-rich regions of the Pilbara and Kimberley. In these areas, the key industries of mining, agriculture and pastoral stations, and tourism are all dependent on the highway.
The Kwinana Freeway is a 72-kilometre (45 mi) freeway in and beyond the southern suburbs of Perth, Western Australia, linking central Perth with Mandurah to the south. It is the central section of State Route 2, which continues north as Mitchell Freeway to Clarkson, and south as Forrest Highway towards Bunbury. A 4-kilometre (2.5 mi) section between Canning and Leach highways is also part of National Route 1. Along its route are interchanges with several major roads, including Roe Highway and Mandjoogoordap Drive. The northern terminus of the Kwinana Freeway is at the Narrows Bridge, which crosses the Swan River, and the southern terminus is at Pinjarra Road, east of Mandurah.
The Mandurah line is a commuter railway and service on the Transperth network in Western Australia that runs from Perth south to the state's second largest city Mandurah. The service is operated by Transperth Train Operations, a division of the Public Transport Authority. The line is 70.1 kilometres (43.6 mi) long and has 12 stations. At its northern end, the line begins as a continuation of the Joondalup line at Perth Underground, and ends as a continuation of the Joondalup line at Elizabeth Quay. The first 1.3 kilometres (0.81 mi) of the line is underground, passing under the Perth central business district. The line surfaces and enters the median of the Kwinana Freeway just north of the Swan River. It continues south down the freeway's median for 30 kilometres (19 mi), before veering south-west towards Rockingham. The final stretch of the line goes south from Rockingham to Mandurah.
Bibra Lake is a suburb of Perth, Western Australia; it takes its name from the extensive freshwater lake within its boundaries, Bibra Lake. It is located within the City of Cockburn and its postcode is 6163.
Roe Highway is a 35-kilometre-long (22 mi) limited-access highway and partial freeway in Perth, Western Australia, linking Kewdale with the city's north-eastern and south-western suburbs. The northern terminus is at Reid Highway and Great Northern Highway in Middle Swan, and the southern terminus is with Murdoch Drive at the Kwinana Freeway interchange in Bibra Lake. Roe Highway, in addition to Reid Highway, form State Route 3, a partial ring road around the outer suburbs of the Perth metropolitan area. Roe Highway also forms part of National Highway 94 from Great Eastern Highway Bypass to Great Eastern Highway, and National Highway 95 from Great Eastern Highway to Great Northern Highway.
Tonkin Highway is an 81-kilometre-long (50 mi) north–south highway and partial freeway in Perth, Western Australia, linking Perth Airport and Kewdale with the city's north-eastern and south-eastern suburbs. As of April 2020, the northern terminus is at the interchange with Brand Highway and Great Northern Highway in Muchea, and the southern terminus is at Thomas Road in Oakford. It forms the entire length of State Route 4, and connects to several major roads. Besides Brand Highway and Great Northern Highway, it also connects to Reid Highway, Great Eastern Highway, Leach Highway, Roe Highway, and Albany Highway.
Railways in Western Australia were developed in the 19th century both by the Government of Western Australia and a number of private companies. Today passenger rail services are controlled by the Public Transport Authority through Transperth, which operates public transport in Perth, and Transwa, which operates country passenger services. Journey Beyond operates the Indian Pacific.
The Beeliar Wetlands is a wetland located in the southwest portion of Western Australia. It is made up of two chains of lakes and wetlands that run parallel to the west coast of Australia. They are situated on the Swan Coastal Plain between the Darling Escarpment and the Indian Ocean. Beeliar was the name given to the area by the Aboriginal people that lived and hunted in the area.
Transport in Perth, Western Australia, is served by various means, among them an extensive highway / freeway network and a substantial system of commuter rail lines and bus routes. Public transport is managed by the Transperth agency.
Alannah Joan Geraldine Cecilia MacTiernan is a former Australian politician. From 1988 to 2023, she has served in politics at a federal, state, and local level, including as a minister in the Western Australian state governments of Geoff Gallop, Alan Carpenter, and Mark McGowan. She is best known for her role as the minister for planning and infrastructure during the construction of the Mandurah line. Born in Melbourne, she moved to Perth to study at the University of Western Australia, graduating with a Bachelor of Arts and later with a law degree. She worked for the Department of Employment before practising as a lawyer between 1986 and 1992. During this time, she also served on the Perth City Council. In 1976, MacTiernan joined the Australian Labor Party, and at the 1993 Western Australian state election, she was elected to the Legislative Council's East Metropolitan Region. She became a shadow minister in October 1994, and she was transferred to the Legislative Assembly at the 1996 state election, winning the seat of Armadale.
Armadale Road is a major road in the south and south east of the Perth Metropolitan Area. It serves three purposes: firstly, providing a main route from Armadale to Fremantle; secondly, connecting Armadale to the Kwinana Freeway; and thirdly, since 2005, connecting it to the Tonkin Highway which ferries traffic to the eastern suburbs, Perth Airport and the Forrestfield and Kewdale industrial areas.
Rita Saffioti is an Australian politician. Representing the Australian Labor Party, she has been the member for the electoral district of West Swan in the Western Australian Legislative Assembly, the lower house of the Parliament of Western Australia, since 6 September 2008. Since June 2023, she has been the deputy premier of Western Australia, the treasurer of Western Australia, the minister for transport, and the minister for tourism. From March 2017 to June 2023, she was the minister for transport and minister for planning. From March 2021 to June 2023, she was also the minister for ports. From March 2017 to December 2018, she was also the minister for lands.
Metro Area Express (MAX) was a proposed light rail network for Perth, Western Australia, as part of Colin Barnett's 2010 announcement of a decade of light rail for Perth. It was scheduled to open in 2018, then postponed until 2022, then replaced by concepts for rapid buses and heavy rail, until it was abandoned in 2016.
Dean Cambell Nalder is an Australian former politician who was a member of the Legislative Assembly of Western Australia for the Liberal Party from 2013 to 2021, representing the seat of Alfred Cove until 2017, and Bateman following the 2017 electoral boundary re-distribution. At various times, he served as Minister for Transport, Minister for Finance and Minister for Agriculture and Food in the ministry of Premier Colin Barnett from 2014 to 2016. Following the Liberals' defeat at the 2017 state election, Nalder served in a number of shadow portfolios in the shadow ministries of Mike Nahan and Liza Harvey until resigning from the frontbench on 8 December 2020, following his announcement of retirement from politics at the next election. He was succeeded in his seat of Bateman by Labor's Kim Giddens on 13 March 2021.
Gateway WA, formally called the Gateway WA Perth Airport and Freight Access Project, was a $1 billion project that upgraded the road network around Perth Airport.
NorthLink WA was a road construction project in Perth, Western Australia, that saw both the northern section of Tonkin Highway upgraded, and the road extended northwards as the Swan Valley Bypass, to bypass Great Northern Highway. These two component projects were separately funded, with both the state and federal governments contributing to each project. Construction commenced in June 2016 and was completed on 23 April 2020.
The Fremantle Eastern Bypass was a proposed bypass of Fremantle, Western Australia, which would have linked Stirling Highway with Roe Highway. A highway link from Roe Highway to Fremantle Port was proposed in the Metropolitan Region Scheme since the 1950s. A reservation for the bypass was included in the scheme in 1973. It was deleted at the request of the state government's Minister for Planning in 1992, reinstated in 1994 following a change of government, and once more deleted in 2004 after another change of government in 2001.
Corina Patricia Abraham is a Whadjuk Noongar woman. In 2016, she challenged the Western Australian Government for failure in procedural fairness during its change to the Aboriginal Heritage status of the land to be impacted by the extension to Roe Highway known as Roe 8.
Metronet is a multi-government agency in Western Australia. It is responsible for managing extensions to Perth's rail network. It was formed to deliver commitments made by the McGowan Government during the 2017 election campaign.
Beeliar Drive is a major arterial road in the southwestern part of the Perth Metropolitan Area. It provides an important and unbroken east-west link between Kwinana Freeway and Stock Road providing access to residential developments in Beeliar, Yangebup and Lake Coogee in the west to commercial and industrial development in Cockburn Central, Jandakot and Success in the east. It is one of Perth's more recent arterial road constructions with development of the road occurring between the early 1990s and early 2020s.
