However, in the province's dual party-government governing system, the Governor has less power than the Qinghai Chinese Communist Party (CCP) Provincial Committee Secretary (青海省委书记), colloquially termed the "Qinghai Party Chief".

Construction began in July 2014, with an estimated investment of 1.203 billion yuan. Qilian airport was opened on 28 August 2018. It is the seventh civil airport in Qinghai.
