The Chinese People's Political Consultative Conference (CPPCC) is a political advisory body in the People's Republic of China and a central part of the Chinese Communist Party (CCP)'s united front system. Its members advise and put proposals for political and social issues to government bodies. However, the CPPCC is a body without real legislative power. While consultation does take place, it is supervised and directed by the CCP.
Provinces are the most numerous type of province-level divisions in the People's Republic of China (PRC). There are currently 22 provinces administered by the PRC and one province that is claimed, but not administered, which is Taiwan, currently administered by the Republic of China (ROC).
The orders of precedence in China is the ranking of political leaders in China for the purposes of event protocol and to arrange the ordering of names in official news bulletins, both written and televised. Although there is no formally published ranking, there is usually an established convention and protocol, and the relative positions of Chinese political figures can usually be deduced from the order in meetings and especially by the time and order in which figures are covered by the official media. Since 1982, the General Secretary of the Chinese Communist Party has been the highest-ranking official in the People's Republic of China (PRC).

He was the first-ranked vice-chairman of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC). He was the vice-chairman and secretary-general of the 12th National Committee of the CPPCC. Previously he was the Chinese Communist Party Committee Secretary of Tibet Autonomous Region from 2006 to 2011 and of Hebei Province from 2011 to 2013. He was a member of the 16th, 17th and 18th Central Committees of the Chinese Communist Party (CCP).

Qiang Wei is a Chinese politician and senior regional official. He is serving as Vice-Chairperson of National People's Congress Internal and Judicial Affairs Committee. Previously, he served as the Communist Party Secretary of Jiangxi province between 2013 and 2016. He spent much of his earlier political career in Beijing as a key leader of its law-enforcement institutions, including the Beijing Political and Legislative Affairs Commission (Zhengfawei) and the Beijing Public Security Bureau. He also served as the party chief of Qinghai province.

Members of the standing committees of the Chinese Communist Party provincial-level committees, commonly referred to as Shengwei Changwei, make up the top ranks of the provincial-level organizations of the Chinese Communist Party (CCP). In theory, the Standing Committee of a Party Committee manages the day-to-day party affairs of a provincial party organization, and are selected from the members of the provincial-level Party Committee at large. In practice, Shengwei Changwei is a position with significant political power, and their appointments are essentially directed by the central leadership through the Organization Department of the Chinese Communist Party.

Chen Run'er is a Chinese politician who served as the Communist Party Secretary of Ningxia Hui Autonomous Region from October 2019 to March 2022. He formerly served as Governor of Henan Province, the Deputy Communist Party Chief of Heilongjiang Province, and Party Chief of the cities of Changsha and Xiangtan in his home province of Hunan.
Xian Hui is a Chinese politician of Hui ethnic heritage, who is currently a vice chairperson of the Chinese People's Political Consultative Conference. She previously served as the Chairwoman (Governor) of Ningxia Hui Autonomous Region from July 2016 to May 2022. In 2016, along with Bu Xiaolin of Inner Mongolia and Shen Yiqin of Guizhou, Xian Hui was one of only three women to hold a provincial government leadership position in China.
Wen Guodong is a former Chinese politician who spent his entire career in northwest China's Qinghai province. He was investigated by China's top anti-graft agency in September 2020. Previously he served as vice governor of Qinghai. He entered the workforce in July 1987, and joined the Chinese Communist Party in August 1995.

Song was the second leader of provincial-ministerial level to be targeted in 2021, after Li Wenxi, former vice chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference.
Bai Qingcai was a Chinese politician who served as governor of Shaanxi from 1990 to 1994 and party branch secretary of the All China Federation of Supply and Marketing Cooperatives from 1995 to 1997. Prior to that, he served as vice governor of Shanxi.
